Article 3 The protection of Qi River shall follow the principles of planning leadership, protection priority, local management and comprehensive management. Article 4 The municipal people's government shall strengthen the organization and leadership of the protection of the Qi River, and establish a working mechanism to coordinate the protection and management of the Qi River within the administrative area of the city.
People's governments of counties (districts) shall strengthen the protection and management of the Qi River within the administrative area. Article 5 The competent department of water administration of the municipal people's government shall be responsible for the supervision and management of the Qi River.
The competent department of natural resources and planning of the municipal people's government shall be responsible for the management of regional land space planning of the Qi River.
The competent department of ecological environment shall be responsible for the unified supervision and management of environmental protection in the Qi River region.
The departments in charge of agriculture and rural areas, forestry, urban management, culture and tourism, and housing and urban-rural construction of the municipal people's government shall do a good job in the protection and management of the Qi River within their scope of responsibilities. Article 6 The municipal and county (district) people's governments shall incorporate the protection of the Qi River into the national economy and social development planning.
City, county (district) people's government shall set up special funds for the protection of the Qi River, included in the budget. Article 7 The protection of the River Qi River implementation of the river chief system, the implementation of the responsibility for the protection of the River Qi River level by level and section. Article VIII city, county (district) people's government departments shall carry out publicity and education activities for the protection of Qi River. Article 9 Any unit or individual has the right to report complaints about damage to the ecological environment and infrastructure of the Qi River.
The relevant authorities shall publicize the reporting and complaint channels, receive reports and complaints in a timely manner to deal with feedback. Chapter II planning and construction of Article 10 of the comprehensive planning of the Qi River is an important basis for planning, construction, protection and management of the Qi River area. Municipal People's Government to organize the preparation of comprehensive planning of the Qi River, and announced to the community. Article 11 The preparation of the comprehensive planning of the Qi River shall be coordinated with the national economic and social development planning and land space planning, taking into account the needs of various regions and industries. Article 12 The relevant departments of the Municipal People's Government and the people's governments of counties (districts) shall, based on the comprehensive planning of the Qi River, prepare according to law the professional planning of the drinking water sources of surface water of the Qi River, wetland parks, ecological restoration, protection of aquatic germplasm, protection of springs, protection of historical and cultural heritages, and industrial development, etc., and organize the implementation of such planning after approval according to law. Article 13 The comprehensive planning and professional planning of Qi River approved in accordance with law shall not be modified without authorization, and if modification is necessary, it shall be carried out in accordance with legal procedures. Article 14 The construction activities within the Qi River protection and management area shall be in line with the comprehensive planning and professional planning of the Qi River. Existing buildings (structures) and other facilities that do not meet the planning requirements shall be transformed in accordance with law; if they still do not meet the requirements after transformation, they shall be relocated or dismantled in accordance with law.
Qi River planning and control area approved by law within the construction projects, construction and construction units shall develop environmental protection and soil and water conservation programs during construction, to protect the surrounding water bodies, wetlands, forests and grasses, vegetation, wildlife resources and topography, etc., and timely restoration of the original state after the completion of the project. Chapter III Management and Regulation Article 15 Encouragement and support for the protection of the following behaviors of the Qi River:
(1) voluntary tree planting;
(2) picking up garbage, purifying the environment;
(3) protection of monuments, caring for cultural relics;
(4) caring for the guardrail, signs and other public **** facilities;
(5) donations, donations of funds and goods;
(vi) Other voluntary services and social welfare behaviors conducive to the protection of Qi River. Article 16 In the area of Qi River, no unit or individual shall engage in the following behaviors:
(1) fishing during the closed season;
(2) damaging flowers and grasses, picking acacia, willow, elm and other flowers and fruits;
(3) barbecuing and swimming in non-designated areas;
(4) littering with fruit peels, confetti, chewing gum, wrappings and other wastes;
(1) dumping, piling, landfilling, burning of domestic garbage, construction garbage, industrial solid waste, medical waste, etc.
(2) construction of livestock and poultry farms, aquaculture plots and digging of fishponds other than the approved breeding of Qi River entangled duck eggs;
(3) quarrying of stone and sand;
(d) Damage to water conservancy, hydrological monitoring and other infrastructure;
(e) Illegal hunting and trapping of wildlife, destruction of wildlife breeding areas and habitats;
(f) Illegal felling of forests and collection of wild plants;
(g) Reclamation and grazing;
(h) Other behaviors that affect the ecological environment.
