Article 4 The people's governments of cities and districts shall strengthen the leadership of emergency medical services, incorporate the cause of emergency medical care into the national economy and social development planning, establish a sound financial investment mechanism and operating expenses compensation guarantee mechanism, form a perfect plane first-aid station, three-dimensional first-aid categories, advanced hardware configuration, pre-hospital hospitals in an orderly manner to connect the first-aid medical network and service system, to ensure that first-aid medical care and economic and social coordinated development, to meet the daily life of the masses, and to ensure that first-aid medical care. Article VII of the public shall respect and cooperate with pre-hospital emergency agencies, hospital emergency medical service activities carried out by emergency agencies, reasonable, standardized, orderly use of emergency medical resources, consciously maintain emergency medical order. Article 8 units and individuals are encouraged to make donations to pre-hospital emergency care institutions and in-hospital emergency care institutions to support the development of emergency care. Pre-hospital emergency services are provided by pre-hospital emergency services through the ambulance.

Article 14 The city shall determine a reasonable number of ambulances (hereinafter referred to as ambulances) for pre-hospital emergency care organizations based on factors such as regional service population, service radius, geographic environment, traffic conditions and operational needs. The specific number of ambulances shall be prepared by the municipal health planning administrative department and submitted to the municipal people's government for approval.

The ambulance should be in line with national standards, there are obvious industry unified emergency medical signs and names, in accordance with the relevant provisions of the installation of positioning systems, communication equipment and video monitoring system, equipped with sirens, signs, lamps, first aid equipment and medicines, and sprayed with "120" and other symbols of the pattern.

Ambulances should be dedicated. Any unit or individual may not use the ambulance to carry out non-hospital emergency medical service activities.

No social vehicles may not use "120" and other symbols.
