Article 5 Article 4 The people's governments at or above the county level are responsible for organizing the construction of centralized medical waste disposal facilities.

Centralized medical waste disposal unit should provide health care institutions (including rural health care institutions) after cleaning, disinfection and qualified medical waste containers. Medical waste transportation should be used with obvious medical waste identification of special vehicles, special vehicles for medical waste should meet the leakage prevention, anti-spill and other environmental protection and health requirements, installation of positioning systems, real-time monitoring of the vehicle throughout the whole process, shall not be used to transport medical waste vehicles to transport other items. After each transport of medical waste, should be in the centralized disposal of medical waste disposal site in a timely manner on the transport vehicle and medical waste crates for cleaning and disinfection. Article 9 The competent health department of the people's government at or above the county level is responsible for the supervision and management of all kinds of glass (disposable plastic) infusion bottles (bags), etc. that are not contaminated by the patient's blood, body fluids, excreta, etc.

Medical and health institutions are responsible for the proper collection, management, transfer and safety of the above wastes. Recycling enterprises shall recycle the above wastes in accordance with the relevant national standards, and the recycled products shall not be used for medical treatment, manufacturing of food and beverage containers, toys and other children's products and other uses that may endanger human health.

Recycling should be good handover, registration and other work to ensure traceability. Article 10 The people's governments at or above the county level health department, the ecological environment department or other relevant departments, not in accordance with the provisions of the supervision and inspection duties, found that the medical and health institutions and medical waste centralized disposal unit of the violations are not dealt with in a timely manner, as well as other negligence, dereliction of duty, malfeasance in office, by the people's government at their own level or by the people's government of the higher level of the relevant departments ordered to make corrections, and notified to be criticized; Caused the spread of infectious diseases or environmental pollution accidents, the main person in charge, responsible supervisors and other directly responsible personnel shall be given administrative sanctions of demotion, dismissal, expulsion.
