Notice on further strengthening the organization and management of nucleic acid testing for all employees
Joint Prevention and Control Mechanism Medical Issue [2021] No. 67
Provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps' joint prevention and control mechanism in response to the new coronavirus pneumonia epidemic (leading group, headquarters):
Recently, the epidemic has occurred at multiple points and localized outbreaks across the country, and some areas have successively carried out full-service nucleic acid testing Detection work. In order to further guide various localities in organizing and managing nucleic acid testing for all employees, the relevant requirements are hereby notified as follows:
1. Further increase awareness of the importance of nucleic acid testing for all employees
Carrying out nucleic acid testing for all employees is one of the most important means to quickly detect virus-infected people so that they can be isolated, effectively cut off transmission routes, and prevent the spread of the epidemic. It is a key measure to implement the "Four Mornings". All localities must attach great importance to nucleic acid testing of all employees, adhere to the strategy of expanding prevention through testing, increase organizational coordination and preparations, carry out nucleic acid testing of all employees in a standardized and orderly manner, and control the epidemic to the minimum extent as quickly as possible.
2. Formulate and improve the implementation plan for nucleic acid testing of all employees
All localities must follow the "Organization and Implementation Guidelines for New Coronavirus Nucleic Acid Testing of All Employees" (Joint Prevention and Control Mechanism Comprehensive Development [2021] 27 (hereinafter referred to as the "Guidelines")), and combined with local realities, formulate and improve the local implementation plan for nucleic acid testing of all employees. It is necessary to establish and improve the emergency response mechanism, improve various response measures, rationally select sampling points and nucleic acid testing institutions, formulate a support plan for nucleic acid testing forces, strengthen personnel, equipment, material reserves and support capabilities, and enhance the pertinence and operability of the plan. Ensure sufficient preparation and effective support.
3. Further enhance organizational and coordination capabilities
In the process of carrying out nucleic acid testing for all employees, various localities must further improve the unified command and dispatch system, consolidate the responsibilities of local party committees and governments, and fully Coordinate the efforts of various departments and play the role of township and community management. It is necessary to implement grid and refined management, find out the base number of people to be tested, ensure that no household or person is missing, and make appointments well. It is necessary to strengthen the organization and guidance of the sampling site, avoid crowd gatherings, strengthen the removal of medical waste, strictly implement the requirements for infection prevention and control at sampling points, and ensure that no one is missed during the nucleic acid test of all employees, and that no epidemic is spread due to crowd gathering on site. At the same time, it is necessary to establish and improve a matching mechanism for collection, delivery, and testing to avoid delayed sample testing or idle testing capabilities.
4. Further improve nucleic acid testing capabilities
All localities must strictly implement the relevant requirements of "Further Promoting the Construction of New Coronavirus Nucleic Acid Testing Capabilities" and further enhance the construction of nucleic acid testing capabilities within their jurisdictions. It is necessary to coordinate the daily nucleic acid testing needs and the nucleic acid testing needs of all employees, and effectively and orderly dispatch the nucleic acid testing forces of all parties to ensure that the daily testing needs of "testing all those who should be tested and all willing to be tested" are guaranteed when conducting nucleic acid testing for all employees. It is necessary to strengthen the quality control of nucleic acid testing institutions, carry out indoor quality control in accordance with regulations and participate in inter-indoor quality evaluation. It is necessary to strengthen personnel training and carry out targeted training for all personnel, including nucleic acid testing organization managers, sampling personnel, packaging and transportation personnel, testing personnel, reporting personnel, quality control personnel, infection control personnel, etc., especially Enable sampling and testing personnel to fully master mixed sampling testing technology, standardize sampling and testing work, improve testing quality and testing efficiency, ensure that testing results are accurate and reliable, and result reports are timely and effective.
5. Strictly standardize the reporting of positive cases
During the nucleic acid testing process for all employees, if a positive case occurs, a standardized report must be made in strict accordance with the requirements of the "Guidelines". If the apheresis test sample results are positive, the testing institution shall immediately report it to the local county-level health administrative department, and the statutory reporting agency shall directly report the relevant information to the infectious disease network within 2 hours. If the test result of mixed collection is positive, gray area or single target is positive, the testing agency shall immediately report it to the local county-level health administrative department. The health administrative department shall dispatch a corresponding number of emergency sampling teams according to the number of mixed collections as soon as possible, and at the same time, the samples Involved personnel will be re-examined and re-examined to identify and report positive individuals.
6. Further strengthen information technology support
All localities should strengthen the capacity building of nucleic acid testing information systems for all employees, enhance data load capacity, and conduct stress tests in a timely manner. , detection capacity scheduling and other aspects to further improve the level of informatization to ensure high quality, efficient and smooth operation. At the same time, attention should be paid to information connection, and personal test results generated by nucleic acid testing of all employees should be fed back to the tested personnel in a timely manner, so as to expand the application scope of data information.
In places where the epidemic has not yet occurred, actual combat drills must be carried out in a timely manner, and all aspects of organization and management, command and dispatch, procurement, transportation, inspection and matching, material supply guarantees, information support, etc. must be run-in and tested to find problems and deficiencies. , Optimize the nucleic acid testing implementation plan for all employees. Once an epidemic occurs, emergency response must be initiated immediately and the emergency command system must be activated. After it is determined to implement nucleic acid testing for all employees, the implementation plan for nucleic acid testing for all employees must be organized and implemented as soon as possible to ensure that all employees are tested within 2 days if the number of people tested is less than 5 million, and within 3 days if the number of people tested is more than 5 million.
