In order to reduce the emission of pollutants from motor vehicles, scientifically respond to heavy pollution weather, and continue to improve the environment Air quality, in accordance with the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China", "Road Traffic Safety Law of the People's Republic of China", "Zhoukou City Heavy Pollution Weather Emergency Plan" and other laws, regulations and document requirements, In accordance with the unified arrangements and arrangements of the Provincial Pollution Prevention and Control Office, combined with the severe situation faced by Zhoukou City’s air pollution prevention and control work, the municipal government decided to implement odd and even number driving restrictions for motor vehicles in the core areas of the city. "Notice of the Zhoukou Municipal People's Government on the Implementation of Motor Vehicle Traffic Restrictions" will be implemented from December 5, 2020 to December 31, 2020, from 7:00 to 21:00 every day.
1. Restricted areas:
West of Wusheng Avenue (not included), north of Kaiyuan Avenue (not included), east of Longyuan Road (not included), Taiqing Road All roads to the south (exclusive).
2. Traffic restriction time:
From December 5, 2020 to December 31, 2020, traffic restrictions will be implemented from 8:00 to 19:00 every day.
3. Traffic restriction regulations:
(1) According to the last Arabic numeral of the motor vehicle license plate (including temporary license plates and foreign license plates) (the number ending in an English letter) The last digit shall prevail), and operation on odd-numbered days and even-numbered days is implemented. Specifically: motor vehicle license plates ending in odd numbers (1, 3, 5, 7, 9) are allowed to drive on the road on a single day; motor vehicle license plates ending in even numbers (2, 4, 6, 8, 0 ) hit the road in Sojitz.
(2) In order to ensure the normal operation of urban production and life, the following motor vehicles are not subject to the above measures:
1. Military vehicles, police cars, fire trucks, ambulances, and engineering rescue vehicles Vehicles;
2. Large buses, medium buses, taxis, school buses, special vehicles for disabled people;
3. Various administrative law enforcement vehicles with uniform logos sprayed on the exterior and performing tasks and special vehicles for road clearance;
4. The appearance of the vehicle body is sprayed with a unified logo for sanitation, gardening, environmental protection, municipal administration, heating, water supply, power supply, gas supply, oil supply, communications, and postal service (including newspaper distribution, Special vehicles for express delivery), deposits, insurance surveys, news interviews, medical waste transfer, etc.;
5. Funeral vehicles for funeral homes.
(3) New energy vehicles with special license plates for new energy vehicles are not subject to the above measures.
(4) In addition to complying with the provisions of this notice, all types of trucks (including new energy trucks) should also comply with other restrictions and prohibitions on trucks in Zhoukou City. Trucks that have applied for a pass must also comply with these traffic restrictions.
4. Traffic participants must consciously abide by the provisions of this notice, choose transportation modes in advance, and plan travel routes reasonably. If vehicles used for weddings and funerals or vehicles carrying critical patients are investigated and punished for violating traffic restrictions, they can explain the situation to the traffic police department. If it is verified to be true, they will not be punished.
5. Vehicles that violate the provisions of this notice and drive on the road will be punished according to law by the traffic management department of the public security organ through video surveillance and police road inspection.
