As an agency of the municipal government, the Development Zone Management Committee is fully responsible for the construction and management of the Development Zone on behalf of the municipal government and has full authority to handle all affairs of the Development Zone. Administrative Committee consists of office (political research office), Economic and Trade Development Bureau (China Merchants Bureau), Construction and Development Bureau (Land Bureau, Planning Bureau), Social Development Bureau and Finance Bureau. The departments of industry and commerce, taxation, public security and technical quality supervision directly under the municipal government have set up branches in the Development Zone. The Development Zone Management Committee and its branches are concentrated in the Development Zone Investment Service Center to provide one-stop services for enterprises entering the zone. With a planned area of 20,000 square meters, the High-tech Innovation Service Center in the Development Zone has been built to 4,000 square meters, and has settled in more than one high-tech enterprise 10, becoming a research and development base for high-tech products and an incubator for high-tech projects in Huainan.
The infrastructure of the development zone is fully functional, providing investors with "seven connections and one leveling" construction land such as roads, power supply, water supply, gas supply, heating, drainage, sewage discharge and communication.
There are more than 90 enterprises in the development zone, with a total investment of more than 5 billion yuan. Among them, there are more than 20 foreign-funded enterprises, and the actual use of foreign capital is more than 200 million US dollars. The development zone has now formed industrial characteristics focusing on biomedicine, textile printing and dyeing, software development, mechanical processing, food processing and electronic appliances. Overseas investment in the Development Zone mainly comes from South Korea, Australia, the United States, Germany, Hongkong, Taiwan Province Province and other countries and regions, including South Korea Green Cross Co., Ltd., Friends Co., Ltd., South Korea Dahong Textile Co., Ltd., Australia's Chiang Group, Germany's Bayer Company and other well-known enterprises. Domestic investors mainly come from Shanghai, Jiangsu, Zhejiang, Jiangxi, Guangdong, Sichuan, Shaanxi and other provinces and cities, including Zhejiang Wanxiang Qian Chao Group, Sichuan Top Group, Jiangxi Jiang Zhong Group, Shaanxi Dongsheng Group and Anhui Fengyuan Group.
The development zone has formed the development and construction pattern and industrial characteristics of "there are parks in the zone, and the park promotes the zone". According to the overall planning of the Development Zone, six professional industrial parks, including Anhui Huainan Biomedical Industrial Park, Anhui Huainan Korea Industrial Park, Top Huainan Software Park, Huainan Wanxiang Industrial Park, Huainan Yiyi Dairy Science Park and Huainan Electronic Industrial Park, are currently under construction, among which Anhui Huainan Biomedical Industrial Park and Anhui Huainan Korea Industrial Park are provincial-level industrial parks.
The Development Zone supports and encourages domestic and foreign merchants to invest in bioengineering technology and products, textiles, printing and dyeing, garment processing and textile machinery products, new drugs, modern Chinese medicine and precision medical diagnostic equipment, mechatronics technology and products, new materials, fine materials, electronic information products and modern communication facilities, food, feed additives, deep processing of agricultural and sideline products, and enjoy preferential policies such as fiscal and tax incentives, land support and quality service.
"Singing coal and electricity, running the development zone well, developing high technology and creating a civilized city" is the general strategy of the city's economic and social development established by the Huainan Municipal Party Committee and Municipal Government.
