Article 53 The financial departments shall strengthen the supervision and inspection of budgeting, implementation and other financial, fiscal, government procurement and accounting matters of the party and government organizations, deal with the irregularities found in accordance with the law, and report the results of the supervision and inspection to the Party committees and governments at their level in a timely manner.

Audit departments shall increase the audit of official expenditures and public consumption of party and government organs, deal with and supervise the rectification of irregularities in accordance with the law, and transfer suspected disciplinary and illegal issues to the relevant departments for investigation and punishment.

Article 54 The party and government organs shall establish and improve the information disclosure system for practicing economy and combating waste. In addition to the contents and matters that must be kept confidential in accordance with laws and regulations and relevant requirements, the following shall be disclosed in an appropriate manner in accordance with the principles of timeliness, convenience and variety:

(1) information on budgets and final accounts;

(2) information on government procurement documents, procurement budgets, successful bids and deals, procurement contracts, etc.

(3) information on the batch number, number of people, and total amount of funds used for domestic official receptions;

(4) information on the number of persons who have been subject to the law and the relevant requirements; and

(iv) the name, main content, and amount of expenditure of the meeting;

(v) the project, content, number of people, and funding of training;

(vi) information on the organization of festivals, celebrations, forums, expositions, exhibitions, sports games, and races;

(vii) the construction of office buildings, maintenance and renovation, use, and expenditure on running costs;

(viii) information on the construction, maintenance and renovation, use, and expenditure on running costs of office buildings;

(ix) information on the organization of the public affairs department of the Ministry of Justice

(viii) the results of audits of official expenditures and consumption of public funds;

(ix) other content that needs to be disclosed.

Article 55 promotes and supports the people's congresses and their standing committees to strictly scrutinize and approve the budgets for official expenditures of party and government organs in accordance with the law, and to strengthen the supervision of budget implementation. To give full play to the supervisory role of the deputies to the people's congresses, and to strengthen the supervision of the work of party and government organs in practicing economy and combating waste by means of putting forward opinions, suggestions and criticisms, as well as inquiries and interrogations.

Supporting the supervision of the People's Political Consultative Conference (CPPCC) over the work of Party and government organs in practicing economy and combating waste, and consciously accepting and actively supporting members of the CPPCC to strengthen the supervision of the work of Party and government organs in practicing economy and combating waste by way of research, inspection, and proposals.

Article 56 attaches importance to the role of all types of media at all levels in the supervision of public opinion in the implementation of savings against waste. The establishment of public opinion feedback mechanism, timely investigation and handling of media exposure of violations of discipline and law.

To play the role of the masses on the party and government organs and their staff to monitor wasteful behavior, and seriously investigate and deal with the problems reflected by the masses. Accountability

Article 57 establishes a system of accountability for the work of party and government organs in practicing economy and combating waste.

The violation of the provisions of these regulations resulting in waste, shall, in accordance with discipline and law, investigate the responsibility of the relevant personnel, the main person in charge of the leadership responsibility or the implementation of the accountability of the relevant leading cadres.

Article 58 In any of the following cases, the relevant personnel shall be held responsible:

(1) Expenditure of financial funds without examination and approval;

(2) Adoption of falsehoods and other means of obtaining examination and approval in violation of law;

(3) Violation of examination and approval of unauthorized variations in the implementation of the requirements;

(4) Violation of the management of the provisions of the over-standard or with a false matters of expenditure;

(v) using the convenience of his position to benefit private interests under false pretenses;

(vi) any other violation of the approval, management and supervision provisions.

Article 59 The main person in charge or the relevant leading cadres shall be held accountable for any of the following cases:

(1) the seriousness of the problem of waste and extravagance in the region, department or unit, and the ineffectiveness of investigating and handling the problems found, which is strongly reflected by the cadres and the public;

(2) the directing and conniving of the subordinate units or personnel in violation of the provisions of these regulations to cause waste

(3) does not fulfill the internal approval, management and supervision responsibilities resulting in waste;

(4) does not comply with the provisions of the timely disclosure of the region, the department, the unit of information on the implementation of savings against waste;

(5) other wastefulness of the problem of leadership responsibility.

Article 60 violation of the provisions of these regulations resulting in waste, according to the severity of the circumstances, by the relevant departments in accordance with their responsibilities and powers to give criticism and education, ordered to make an examination, admonition, notification of criticism or transfer to a post, resignation, dismissal, demotion and other treatment.

Should be investigated for party discipline and political discipline, in accordance with the "China **** Production Party Disciplinary Regulations", "Administrative Organs of Civil Servants Disciplinary Regulations" and other relevant provisions of the corresponding party discipline and political discipline.

Suspected of violating the law, shall be investigated for legal responsibility.

Article 61 The economic benefits obtained in violation of the provisions of these Regulations shall be collected or corrected.

In violation of the provisions of these Regulations, the use of public funds to pay or reimburse expenses that should be paid by individuals shall be ordered to refund.

Article 62 If a person subject to accountability is not satisfied with the handling decision, he may lodge a complaint with the relevant organ in accordance with the relevant provisions. The organ accepting the complaint shall, in accordance with the relevant provisions, accept the complaint seriously and make a conclusion.

During the period of appeal, the implementation of the handling decision shall not be stopped. Supplementary Provisions

Article 63 The Party committees and governments of provinces, autonomous regions and municipalities directly under the Central Government, and the ministries and commissions of the Central Government and state organs may formulate implementation rules in accordance with these Regulations, taking into account the actual situation. The relevant functional departments shall, in accordance with their respective responsibilities, formulate and improve relevant supporting systems.

State-owned enterprises, state-owned financial enterprises, and institutions that are not managed with reference to the Civil Service Law shall refer to the implementation of these Regulations.

The Chinese People's Liberation Army (PLA) and the Chinese People's Armed Police Force (CPAPF) shall be implemented in accordance with the relevant provisions of the Army.

Article 64 These Regulations shall be interpreted by the General Office of the Central Government of the People's Republic of China and the General Office of the State Council in conjunction with the relevant departments.

Article 65 These Regulations shall come into force on the date of their promulgation, and the "Several Provisions of the Central Committee of the People's Republic of China and the State Council on Party and Government Organs Practicing Saving and Curbing Extravagant and Wasteful Behavior," which were issued on May 25, 1997, shall be repealed at the same time. Other provisions on party and government organs to carry out savings against waste, where inconsistent with these regulations, in accordance with the implementation of these regulations.
