In order to implement the * * * * * the State Council's Guiding Opinions on Three-year Action to Win the Fight against Poverty, carry out in-depth consumption poverty alleviation and help win the fight against poverty, with the consent of the State Council, we hereby put forward the following opinions.

First, the overall requirements

Adhere to government guidance, social participation, market operation and innovative mechanisms, strive to stimulate the enthusiasm of the whole society to participate in consumption poverty alleviation, strive to broaden the sales channels of agricultural products in poverty-stricken areas, strive to improve the supply level and quality of agricultural products in poverty-stricken areas, strive to accelerate the development of leisure agriculture and rural tourism in poverty-stricken areas, break through the pain points, difficulties and blocking points that restrict consumption poverty alleviation in production, circulation and consumption, promote the integration of products and services in poverty-stricken areas into the national market, and make positive contributions to winning the battle against poverty and promoting the implementation of the rural revitalization strategy.

second, mobilize all sectors of society to expand the consumption of products and services in poverty-stricken areas

(1) promote organs at all levels and state-owned enterprises and institutions to take the lead in helping the poor through consumption. Incorporate consumption poverty alleviation into the designated poverty alleviation work of central units and pairing assistance at local levels.
