Overseas Chinese citizens passport policy latest adjustment

Recently China has made a big adjustment to the passport policy for overseas Chinese citizens, in order to let you better understand, for future processing will not cause some trouble, today, we will learn about this new policy!

Time:

Related policy adjustments, will be formally implemented on January 1, 2019. This is the largest and most diverse adjustment of the passport policy for overseas Chinese citizens up to now, and an important practice of overseas passport work in accordance with the law.

(I) Expanding the Acceptance Scope of Passport Application

Before the adjustment, Chinese citizens who have already had a passport must, in principle, have a long-term residence abroad if they renew their passports abroad.

After the adjustment, overseas Chinese citizens will no longer require that they must settle abroad to renew their passports. This means: in addition to laws and regulations explicitly can not be issued, such as tourism and other short-term out of the Chinese citizens, such as the passport is about to expire, the visa page is about to run out of circumstances, can be replaced with a new passport.

(2) Relaxation of Application Material Requirements

Introduced the system of declaration of nationality status of the passport applicant, and relaxed the application material requirements to ensure that the applicant does not have to run to third-party organizations to open the certificate.

Before the adjustment, when applying for a passport at an embassy or consulate abroad, people had to provide a valid local residence permit or visa, and sometimes they had to go to a local third-party organization to issue a document to prove their nationality status.

After the adjustment, the system of declaration of nationality status has been introduced with reference to the international practice, i.e., the passport applicant is required to make a declaration of his/her nationality status and be responsible for the content of the declaration and bear legal liability.

The preparation of documents will be easier, in addition to a valid local residence permit or visa, you can also choose to provide a local medical card, social security card, bank statements, water, electricity and gas bills, and so on, any of which to prove that the applicant does not really belong to the circumstances that can not be applied for a passport abroad.

These materials can be used whichever one you have on hand, and you don't need to go to a third organization to get a certificate.

(3) Two adjustments for minors

(1) Only one legal guardian needs to be present for minors to apply for a passport

According to China's relevant laws and regulations, minors must have a legal guardian present to give consent when applying for a passport. Before the adjustment, we required both parents to be present at the same time.

But with the development of the times, the mobility of people has increased, the pace of work has accelerated, and it is increasingly difficult for both parents to be present at the same time. For example, if the mother is studying abroad with her children and the father is at home, it is difficult for both parents to be present at the same time.

After the adjustment, minors applying for passports and travel certificates at embassies and consulates abroad only need one legal guardian (father/mother/other legal guardian) to be present and give his/her consent.

The passport is a necessary travel document for every Chinese citizen abroad, and through the above adjustments, it will be more convenient for minors to apply for passports abroad.

(2) Unification of materials for minors applying for travel certificates

Before the adjustment, due to the great differences in the situation of each country, the embassies and consulates in foreign countries, when accepting the application for minors' travel certificates, required to provide the materials are also not the same.

This may be confusing for some applicants, and there are so-called "strategies" on the Internet for applying for travel permits at different embassies and consulates, some of which are well-intentioned, but a few of which are used to make profits, or even to cheat "agency fees" through false propaganda. "The company's website has been updated with the latest information on the company's website.

After the adjustment, the embassies and consulates abroad will apply for travel certificates for minors to implement the "global pass" - globally uniform material standards, in addition to the first time to apply for the principle should be in the country of birth of the Chinese Embassy and Consulates, other than any other Chinese embassies and consulates abroad, you can apply for travel certificates for minors. Except for the first application, which should be made at the Chinese Embassy or Consulate in the country of birth in principle, other applications can be made at any Chinese Embassy or Consulate abroad or at the Office of the Chinese Embassy or Consulate in Hong Kong or Macao.

(4) Background of the policy adjustment

In the past, Chinese nationals abroad were mainly Chinese nationals, that is, those who lived and resided abroad for a long time or even settled down, and the passport work of our embassies and consulates abroad mainly served the Chinese nationals.

But since the 40 years of reform and opening up, exchanges between Chinese and foreigners have become more frequent, and Chinese passports have become more and more valuable. In addition to overseas Chinese, more and more compatriots are going abroad to do business, study, visit relatives, and so on, and even though they have not settled abroad, they need to stay for a longer period of time abroad.

Chinese embassies and consulates abroad passport services must also keep pace with the times, so as to better serve the people, so that the country's "administrative reform" of the results of the country's out of the country, benefiting compatriots abroad.

In addition, the 2016 launch of the "overseas Chinese citizens passport online appointment system", recently completed the upgrade, adding "passport processing progress query", "collection of consular services evaluation

(1) the addition of "passport processing progress inquiry" function, the applicant can obtain real-time processing progress in the appointment system, the system can also automatically send the processing progress to the applicant's registered e-mail address.

By optimizing the process, the time for obtaining a passport has been drastically shortened - from the previous 15 working days to about a week at the earliest.

(2) The function of "Collecting Consular Service Evaluations" has been added, which allows applicants to make online star ratings of the Embassy or Consulate's window services, business handling, and document processing environment, etc., and to leave comments and suggestions.

Your comments provide an important reference for us to identify the aspects of our services that need to be improved under the background of "Internet Plus" and with the analysis of big data, so as to provide a clear direction for the improvement of our work in the next step.
