II. Management 1. Centralized management and isolation treatment shall be implemented for tuberculosis patients in the premises. 2. Serious tuberculosis patients shall seek medical treatment outside the facility in a timely manner in accordance with the law. 3. For tuberculosis patients who seek medical treatment outside the facility and are due to be released, the re-education-through-labor camps shall promptly notify the local disease prevention and control organizations (tuberculosis prevention and control organizations) of the relevant information. (3) Treatment within the facility 1. Tuberculosis patients are treated according to the national unified treatment program, adhering to the principles of early, joint, regular, appropriate amount and full supervision. 2. For reeducation-through-labor camps that do not have the conditions to carry out sputum tests and chest X-ray examinations, the local disease prevention and control agencies or tuberculosis prevention and treatment agencies will assist in carrying out such examinations. 3. The medicines required for the treatment of tuberculosis in re-education-through-labor camps are uniformly deployed by the provincial health administrative departments in accordance with the plan of the re-education-through-labor system, and are uniformly distributed by the provincial re-education-through-labor bureaus to each camp. 4. Local disease prevention and control agencies or tuberculosis prevention and control agencies provide technical guidance on the treatment of tuberculosis in re-education-through-labor camps. Preventing the spread of tuberculosis within the labor camps 1. Carry out publicity and education to improve the knowledge of the people's correctional police and the labor camp staff in tuberculosis prevention and treatment. Regular education on tuberculosis prevention is provided to the people's re-education through labor police, with no less than 18 hours per year; when newly recruited people's re-education through labor personnel are educated, the content of tuberculosis prevention and treatment shall not be less than 3 hours (45 minutes/hour); and the content of tuberculosis prevention and treatment in regular education shall not be less than 10 hours. 2. Strengthening physical exercise, enhancing physical fitness, and educating re-education through labor to develop good personal hygiene habits. 3. Strengthen indoor ventilation and improve the living, learning and working conditions of correctional workers. 4. Strengthening disinfection measures in isolation treatment areas to cut off transmission pathways. 5. Determine the appropriate isolation living areas for tuberculosis patients, and reduce the number of people living in the same room as much as possible. V. Guarantee conditions 1. Increase the training of TB professionals in re-education-through-labor camps. Each region should formulate a specific plan to provide full training in tuberculosis prevention and treatment for medical personnel in re-education-through-labor camps before the end of 2005, under the guidance of local disease prevention and control agencies. 2. Isolation wards are set up, and medical institutions in re-education-through-labor camps are equipped with the necessary X-ray machines, microscopes and other medical equipment. 3. Actively strive for financial support, increase funding to ensure the smooth implementation of tuberculosis prevention and treatment in re-education-through-labor camps.
