The "Plan" requires strengthening scientific management and building a full-process classification system . Implement a management responsible person system for the classification and placement of urban domestic waste, clarify the management responsibilities of different entities such as residential communities, units, public places, etc., delineate and publicize the scope of responsibility areas, and publicly publicize the subdivided catalog and release frequency of various types of garbage within the jurisdiction. Distribute the location and time of disposal, establish a ledger for the classification and collection of domestic waste, and strengthen daily supervision. Encourage qualified places to implement "regular and fixed-point" disposal of domestic waste. It is strictly prohibited to mix hazardous waste with other types of domestic waste.
Rationally set up standardized and unified domestic waste classification collection sites, and encourage localities to implement "bucket-to-room" and collection metering transformation of existing collection sites according to local conditions. In accordance with the principles of convenience and safety, independently set up hazardous waste collection and temporary storage locations, and establish and improve a statistical management system. Strictly implement the principle of "no classification, no collection and transportation", and impose mandatory restrictions on units and individuals who fail to dispose of domestic waste according to regulations through education, administrative penalties, refusal to accept transportation, and inclusion in the social credit system, and gradually improve the accuracy of domestic waste collection .

According to the amount of domestic waste generated in the area, the frequency, time and route of classified collection and transportation should be reasonably determined, and sufficient classified transportation vehicles sprayed with uniform and standardized logos should be equipped. Standardize the transfer and transportation of hazardous waste and improve the layout of temporary storage points for hazardous waste collection. Optimize the recyclables collection and transportation system, rationally lay out the construction of recyclables sorting centers and distribution markets, and realize the functions of recycling, classification, storage, and transfer of renewable resources.
In accordance with the polluter pays principle, improve the charging system for urban domestic waste treatment and establish a charging mechanism for domestic waste linked to the quality of classification. Formulate special support policies for the centralized collection and disposal of hazardous waste to ensure standardized collection, transportation and disposal of hazardous waste. Establish a subsidy policy for the recycling of low-value recyclables to guide companies to recycle low-value recyclables. Formulate subsidy policies for food waste resource utilization products to be used in soil improvement such as green spaces and forest lands, and open up outlets for food waste resource utilization products. Establish and improve the reward and punishment mechanism for domestic waste classification, incorporate domestic waste classification into evaluation systems such as comprehensive assessment of scientific development, performance assessment of government agencies and units, and creation of civilized units, and strengthen the application of results. Explore the establishment of a grassroots governance system for domestic waste classification and build a "county, town-village-mass" normalized supervision mechanism.
