Metrological verification, calibration and certification

Article 16 Measurement performance evaluation methods of measuring instruments include measurement verification and calibration.

Seventeenth users of public standards of measurement, the highest standards of measurement used by departments, enterprises and institutions, including trade settlement, safety protection, medical and health care, environmental monitoring and other working measuring instruments listed in the national compulsory verification catalogue. It shall apply to the legal metrological verification institution for metrological verification, but the commercial housing construction unit shall apply to the legal metrological verification institution for the first compulsory verification when installing working measuring instruments such as water meters, electric meters, gas meters and calorimeters for trade settlement.

Measuring instruments involving human health, public safety, trade settlement, safety protection, medical care and environmental monitoring, and new measuring instruments closely related to consumers' interests, shall be included in the scope of compulsory verification after being submitted to the provincial people's government for examination and approval by the provincial metrological administrative department in accordance with relevant regulations.

Measuring instruments that are not subject to compulsory verification shall be periodically verified or calibrated by users who establish corresponding measurement standards; If the measurement standard is not established, the user can send it to the measurement technical institution for verification or calibration.

Eighteenth imported measuring instruments listed in the "Catalogue of Measuring Instruments Administered by Law in People's Republic of China (PRC)" must be verified by the provincial metrological administrative department before they can be sold. If the provincial metrological administrative department is unable to verify, it shall apply to the metrological administrative department of the State Council for verification.

Those that have not passed the examination shall not be sold.

Article 19 Compulsory verification of working measuring instruments takes two forms: first compulsory verification and periodic verification.

If the working measuring instruments subject to compulsory verification pass the verification, the legal metrological verification institution shall affix verification marks on the measuring instruments.

Twentieth water meters, electricity meters, gas meters, calorimeters expire, water supply, power supply, gas supply, heating (cold) operators should be responsible for the replacement.

Water meters, electric meters, gas meters and calorimeters that have not been verified or failed to pass the verification shall not be installed and used.

Twenty-first metrological administrative departments shall regularly publish the verification results of the following specific working measuring instruments that apply for compulsory verification according to law:

(1) Measuring instruments such as velocimeter and exhaled gas alcohol content detector, which are mainly used for administrative law enforcement and safety protection;

(two) sphygmomanometer, electroencephalograph and other measuring instruments mainly used for medical care;

(3) Other measuring instruments that should be published according to laws and regulations.

Twenty-second for trade settlement, safety protection, medical and health care, environmental monitoring and other work measuring instruments listed in the compulsory verification catalogue, free verification shall be gradually implemented, and the required expenses shall be guaranteed by the finance at the same level. The scope of measuring instruments for free verification shall be proposed by the provincial metrological administrative department in conjunction with the provincial finance and price departments, and announced after being approved by the provincial people's government.

Article 23 to the society

To carry out metrological calibration business, the relevant highest metrological standards that have passed the examination by the state or the metrological administrative department of this province shall be established, and shall be filed with the metrological administrative department of this province, which shall announce it to the public.

To carry out metrological calibration services to the society, it shall abide by the technical specifications and working procedures of the state on metrological calibration; Without the consent of the entrusting party, the entrusted metrological calibration business shall not be transferred.

Article 24 Units and individuals that issue metrological verification and calibration data to the society shall issue metrological verification and calibration reports in accordance with metrological verification regulations and national metrological calibration standards to ensure the truthfulness and accuracy of the data, and shall not falsify the data or issue false metrological verification and calibration reports.

Article 25 The product quality inspection institutions, disease prevention and control institutions, agricultural product quality and safety inspection institutions, motor vehicle safety technical inspection institutions, construction engineering quality inspection institutions, lightning protection device inspection institutions, agricultural machinery appraisal institutions, environmental inspection institutions, judicial appraisal testing laboratories, other institutions stipulated by laws and administrative regulations, and social justice measurement banks (stations) that issue fair measurement data in the circulation field must be metrological certified by the metrological administrative department according to law.

Certification institutions for metrological certification shall maintain the conditions for obtaining certificates. Without obtaining the certificate of measurement certification, it is not allowed to issue inspection and testing notarization data or measurement justice data to the society; Do not falsify data or issue false reports.

Twenty-sixth metrological certification institutions participated in the comparison test and ability verification organized by the relevant administrative departments of the state or province in the same year. If the test and verification items are the same as those organized by the metrological administrative department, they may be exempted from participating in the comparison test and capability verification organized by the metrological administrative department.

The metrological administrative department shall supervise and manage metrological certification institutions through supervision and evaluation, comparison test and ability verification.
