City Public Utilities Bureau in accordance with the city's urban construction and economic development of the actual needs of the preparation of gas development planning, by the municipal planning department of the comprehensive balance, into the city's overall planning. (a) production, purification, storage, transmission and distribution of gas to meet the standards of equipment and gas quality testing, gas metering, fire protection, security protection, environmental protection and other facilities;
(b) continuous, stable production of gas to meet the standards of the ability;
(C) leak prevention, fire prevention, explosion-proof safety management system;
(D) with gas production scale appropriate professional and technical personnel;
Sales enterprises to obtain the qualification certificate issued by the Municipal Public Utilities Bureau shall have the following conditions:
(A) there are in line with the standards of the storage, charging, transmission and distribution of gas and gas quality testing equipment, gas metering, fire protection, security and other facilities;
Sales enterprises to obtain the qualification certificate issued by the Municipal Public Utilities Bureau shall have the following conditions Protection and other facilities;
(B) a stable source of gas and gas sources that meet the standards;
(C) the supply of gas equivalent to more than five thousand residential users normal use of the operating capacity;
(D) leak prevention, fire and explosion safety management system;
(E) with the size of the gas supply of professional and technical personnel;
(F) There are professional service personnel qualified by the Municipal Public Utilities Bureau.
The Municipal Public Utilities Bureau shall accept the application for qualification of production enterprises, sales enterprises within sixty days from the date of approval decision
Decision. Article XIII of the gas sales enterprises to set up gas supply stations, shall obtain a gas supply license issued by the Municipal Gas Administration.
Gas supply stations (including gas motor vehicle refueling stations, the same below) to obtain a gas supply license shall have the following conditions:
(a) a fixed site facilities in line with the standard;
(b) there are in line with the standard gas metering, fire safety, security and other facilities;
(c) there is a leakage prevention, fire prevention, explosion-proof safety management system;
p>(d) have a business system that meets the requirements;
(e) have a professional service personnel qualified by the Municipal Public Utilities Bureau examination.
Gas motor vehicle refueling station in addition to the conditions set out in the preceding paragraph, there should be in line with the standard gas storage, filling and other equipment.
The city gas management office shall accept gas sales companies to set up gas supply stations within thirty days from the date of application for approval decision.
