Measures for the Administration of Medical Institutions in Guangxi Zhuang Autonomous Region Chapter I General Provisions

Article 1 In order to strengthen the management of medical institutions, standardize the practice of medical institutions, and promote the development of medical and health undertakings, these Measures are formulated in accordance with the Regulations of the State Council on the Administration of Medical Institutions and relevant laws and regulations, combined with the actual situation of this autonomous region.

Article 2 These Measures shall apply to the establishment, registration, verification, practice norms, supervision and management of medical institutions within the administrative area of this Autonomous Region.

The term "medical institutions" as mentioned in these Measures includes hospitals at all levels, maternal and child health centers, community health service centers (stations), health centers (stations), sanatoriums, specialized disease prevention hospitals (stations), outpatient departments, clinics, sanatoriums (stations), infirmary, health centers, emergency centers (stations) and clinical inspection centers.

Institutions such as disease prevention and control, frontier health and quarantine, medical research and teaching, medicine, family planning services, etc. carry out diagnosis and treatment activities and beauty service institutions carry out medical beauty business beyond their business scope, and establish corresponding medical institutions with approval according to law.

Article 3 Medical institutions shall implement localized and industrial management.

Fourth people's governments at or above the county level shall incorporate the construction of medical institutions into the local economic and social development plan and the overall planning of urban and rural construction, and integrate and optimize the allocation of medical resources; Adhere to the leadership of public medical institutions, and non-public medical institutions will develop together and be non-profit.

Medical institutions as the main body, for-profit medical institutions as a supplement; Implement the government's subsidy and compensation policies for medical institutions, and establish and improve the medical service system covering urban and rural residents.

Article 5 The health administrative department of the people's government at or above the county level shall be responsible for the unified planning, unified access and unified supervision of medical institutions within their respective administrative areas. The relevant departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of medical institutions.
