Strengthening the Governance of Excessive Packaging of Commodities

Over-packaging of commodities refers to packaging which goes beyond the normal functional requirements for the protection, display, storage, transportation and other aspects of commodities. Protection, display, storage, transportation and other normal functional requirements of the packaging, the main manifestation of the packaging layer is too much, packaging gap is too large, packaging costs are too high, improper selection of materials and materials. In recent years, all regions and departments in accordance with the "General Office of the State Council on the management of excessive packaging of goods notice" (State Council [2009] No. 5) deployment, seriously promote the management of excessive packaging of goods, improve the relevant laws and regulations and standards, and make positive progress. However, there are still many weak links and outstanding issues in the governance work, especially with the rapid development of new forms of consumption, the phenomenon of over-packaging of commodities has a "resurgence" of the trend. In order to implement the Party Central Committee, the State Council decision-making and deployment, to further strengthen the governance of excessive packaging of goods, agreed by the State Council, is now on the relevant matters as follows.
One, attach great importance to the governance of excessive packaging of goods

By 2025, the basic formation of commodity over-packaging whole chain governance system, related laws and regulations are more sound, the standard system is more perfect, the level of industry management is significantly improved, online and offline integration of law enforcement and supervision mechanism operates effectively, the governance of commodity over-packaging capacity is significantly enhanced. Two, strengthen the whole chain of governance of excessive packaging of goods
(a) Strengthen technological innovation in the field of packaging. Promote packaging enterprises to provide reasonably designed, material saving, convenient recycling, affordable packaging solutions, independent research and development of low-gravity, high-strength, functional packaging materials and their production equipment, innovative research and development of integrated packaging products for commodities and express delivery. Give full play to the role of packaging enterprises in promoting simple packaging and advocating rational consumption, and promote the practice of the concept of simplicity and moderation in packaging design, commodity production and other upstream and downstream links. (2) to prevent excessive packaging in the production of goods. Supervise and guide commodity producers to produce commodities in strict accordance with the mandatory standards to limit excessive packaging of commodities, refine the management requirements to limit excessive packaging of commodities, and establish a complete file of information on commodity packaging, recording information on the design, manufacture and use of commodity packaging. (d) Promote the reduction of packaging in the delivery of goods. Guidance for sending enterprises to develop and revise packaging specifications, refine the requirements to limit the excessive packaging of express delivery, and reduce the excessive packaging of the front-end receiving and sending links through the standardization of operations. Encourage sending enterprises to use low-gram weight, high-strength cartons, glue-free cartons, and reduce the use of fillers by optimizing the packaging structure. Three, increase supervision and enforcement

Supervise production operators to implement national laws and standards related to limiting excessive packaging, incorporate the task into the annual work plan and relevant deployment, keep abreast of the situation of excessive packaging in the industry, and establish an administrative guidance mechanism for prompting, warning and interviewing. (7) Strengthen law enforcement and supervision. It has pressed down on the main responsibility of e-commerce platform enterprises, urging them to strengthen the qualification of operators on the platform and the audit of commodity information and actively cooperate with supervision and enforcement. Adhere to the online and offline integration of supervision, establish and improve the e-commerce channel sales of over-packaged goods of the regular supervision and enforcement mechanism, according to the law to investigate and deal with online sales of over-packaged goods illegal behavior. (10) Strengthen policy support. (k) Strengthen industry self-regulation. Supervise and guide the main industry associations in the field of food and cosmetic production to regularly issue reports to the community to eliminate excessive packaging of commodities, and publicize the industry's compliance with relevant laws and regulations and standards and the promotion of simple packaging. V. Strengthen the organization and implementation

Through newspapers, radio and television, new media and other channels, vigorously publicize the restriction of excessive packaging of goods standards and policies, strengthen the positive publicity, and actively report on typical practices, advanced units and individuals to create a good social atmosphere. Play the role of media supervision, and strengthen the exposure of illegal and irregular issues. Encourage consumers to consume in a green way and buy commodities with simple packaging. Administrative organs at all levels, social organizations, institutions and state-owned enterprises should take the lead in consciously boycotting over-packaged goods.
