The Action Plan also includes a detailed plan for the construction of women's and children's hospitals, which calls for completing the construction of the Guangzhou Women's and Children's Medical Center's Nansha Campus and the Women's and Children's Hospital affiliated with Guangzhou Medical University by 2018, and building a new second women's and children's hospital in Guangzhou, and building it into a high-quality hospital. At the same time, the construction of pediatrics in general hospitals has been strengthened. Second-level and above general hospitals and midwifery institutions with annual delivery capacity of more than 1,000 to set up pediatric wards, second-level and above general hospitals pediatric beds did not reach 10 percent of the total number of open beds in the hospital, to increase pediatric beds and reach more than 10 percent.
At least two general hospitals in each district provide 24-hour pediatric emergency services

By 2018, the city reached 8 obstetricians per 1,000 live births and 1.2 pediatricians per 1,000 resident children; by 2020, the city reached 8.5 obstetricians per 1,000 live births and 1.3 pediatricians per 1,000 resident children.

The adjusted medical fees will be included in the scope of medical insurance payments in accordance with the regulations. The treatment of obstetric and pediatric medical personnel has been raised, and the income of obstetric and pediatric medical personnel is guaranteed to be no less than the average level of income of medical personnel at the same level.
