No special VAT invoices may be issued to individual consumers. Medical institutions using medicines are also not allowed to issue special VAT invoices to consumers, but they can issue general VAT invoices.
Currently, VAT invoices, including special VAT invoices and ordinary VAT invoices, are basically able to meet the needs of invoicing consumers for the use of medicines by medical institutions.
