Since the General Office of the State Council issued the Opinions on Strengthening the Performance Assessment Work of Tertiary Public Hospitals (hereinafter referred to as the "Opinions") in January 2019, ""How do hospitals do it", "How to grasp the quality of data", " "how to guarantee objective and comparable data" have become issues of great concern to hospitals. The release of the Operation Manual has refined the path for the implementation of the Opinions and the scientific development of performance appraisal for tertiary public hospitals. How is the data collected? According to the Opinions, among the 55 assessment indicators, 50 are quantitative indicators based on data. "Data quality" is the key to performance appraisal. So, where is the data collected from? According to the Operation Manual, relevant information and data are prioritized to use relevant information from the official channels of the National Health and Health Commission and the National Development and Reform Commission. Those that cannot be accessed are reported by hospitals through the performance appraisal information system. The data sources include: first, the data that have been collected by the NCHK, such as the annual financial report system of hospitals, the national electronic registration system for medical institutions, physicians and nurses; second, the data that have been collected by the relevant units, such as the satisfaction survey platform of the NCHK's Medical Management Center, the National Center for Medical Examination, the Institute of Hospital Research and other relevant work data; third, the NCHK's Hospital Quality Monitoring System , Case Management Quality Control Center, DRG Quality Control Center, National Center for Prophylactic Examination, and other related work data; and fourthly, it is filled in by hospitals. In addition, unless otherwise specified, the data required for quantitative indicators in this assessment are for 2016, 2017 and 2018. How is performance calculated? In the entire indicator system of the performance appraisal of tertiary public hospitals, there are four primary indicators, 14 secondary indicators and 55 tertiary indicators (50 quantitative and 5 qualitative). The 131-page Operation Manual provides a comprehensive explanation for each of the 55 indicators. Each indicator gives the attributes of the indicator, unit of measurement, definition of the indicator, calculation method (or supporting materials), description of the indicator, significance of the indicator, orientation of the indicator, source of data, and explanation of the indicator. Not only does it provide the hospital with the performance calculation method, but also the policy basis for each assessment indicator. For example, for the third-level indicator "Number of patients transferred" under the first-level indicator "Quality of medical care", the indicator is oriented as "Gradual increase". Through the assessment of this indicator, tertiary public hospitals are guided to admit and treat patients with difficult, complex and critical illnesses, and gradually transfer patients with common and frequent diseases, as well as patients in the stabilization and recovery phases of diseases. This is in line with the current policy direction of promoting the active participation of tertiary public hospitals in hierarchical diagnosis and treatment. Therefore, in the process of promoting the construction of the hierarchical diagnosis and treatment system, monitoring this indicator can fully observe the implementation of the hospital's functional positioning. How is objectivity guaranteed? In order to steadily carry out the performance assessment work, the Operational Manual is accompanied by a self-assessment report template for performance assessment for hospitals to use in self-assessment and writing self-assessment reports. Through the self-assessment, hospitals are required to address the difficulties and problems encountered in the implementation process of performance appraisal, and to put forward opinions and suggestions on the next step of the performance appraisal work. In addition, the Operation Manual is accompanied by the URL of the performance appraisal reporting system/platform for tertiary public hospitals. It should be noted that the national performance appraisal information system for tertiary hospitals will be officially opened on June 1, according to the Notice on Launching the Work Related to the 2019 Performance Appraisal of National Tertiary Public Hospitals issued by the National Health and Health Commission in April.
