Forgery of medical documents is a criminal offense. Legal basis
The Criminal Law of the People's Republic of China*** and the State Article 280 Forgery, alteration, trade or theft, snatching, destruction of official documents of state organs, certificates, seals, shall be sentenced to less than three years' fixed-term imprisonment, detention, control or deprivation of political rights, and a fine; the circumstances are serious, shall be sentenced to three years to ten years Anyone who forges the seal of a company, enterprise, institution or people's organization shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, control or deprivation of political rights, and shall be fined. Anyone who forges, alters, trades in or sells resident identity cards, passports, social security cards, driver's licenses and other documents that can be used to prove identity in accordance with the law shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, control or deprivation of political rights, and shall also be punished by a fine; if the circumstances are serious, he or she shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years and also punished by a fine. Article 280-1 In the course of activities for which proof of identity should be provided in accordance with State regulations, the use of forged, altered or stolen identity cards, passports, social security cards, driver's licenses and other documents that can be used to prove identity in accordance with the law, where the circumstances are serious, shall be sentenced to fixed-term imprisonment or control, and shall be liable to a fine in addition to or separately from the fine. Where any of the acts in the preceding paragraph also constitutes another crime, he or she shall be convicted and punished in accordance with the provisions on heavier penalties. Article 280 bis Anyone who steals or fraudulently uses another person's identity and substitutes for the qualification for admission to higher education, the qualification for recruitment as a civil servant, or the employment and placement entitlement obtained by another person shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or control, and shall be fined in addition. A person who organizes or directs another person to commit the acts in the preceding paragraph shall be given a heavier punishment in accordance with the provisions of the preceding paragraph. State officials who have committed the acts in the first two paragraphs and constitute other crimes shall be punished in accordance with the provisions of several crimes and penalties.
