Introduction to the Rules for the Management of Emergency Response and Rescue at Civil Transportation Airports

In accordance with the Civil Aviation Law of the People's Republic of China (PRC), the Emergency Response Law of the People's Republic of China (PRC), and the Regulations on Civil Airport Management, the Emergency Response and Rescue Management Rules for Civil Transportation Airports (ERMRs) are formulated. The Rules were published on August 9, 2011 by Order No. 208 of the Civil Aviation Administration of China (CAAC). The Rules are divided into 9 chapters and 72 articles, including General Provisions, Classification of Emergencies and Response Levels of Emergency Rescue, Organizational Structure of Emergency Rescue and its Responsibilities, Emergency Rescue Plan for Emergencies, Emergency Rescue Facilities, Equipment and Personnel, Disposal and Basic Requirements for Emergency Rescue, Daily Management and Exercises of Emergency Rescue, Legal Responsibilities, and Supplementary Provisions, and shall come into force on September 9, 2011. Transportation Airport Emergency Rescue Rules" (CAAC Decree No. 90) shall be repealed.
