Problems existing in my country's social health situation and improvement strategies

According to surveys, more than 90% of the people are dissatisfied with the medical and health conditions (especially the problem of "difficult and expensive medical treatment"). But I think this issue needs in-depth analysis. According to my personal investigation and analysis, people are generally dissatisfied with the "current situation" of medical and health care. However, this issue is relatively complex. From an institutional perspective, the analysis mainly focuses on the following four aspects.

First, the various shortcomings of the traditional planned economic system that continue to this day.

It is specifically divided into four small points:

(1) Urban-rural division. For a long time, due to the constraints of its development stage, China has had a serious "dual structure" problem. Under the planned economic system, the rigid system further aggravated this contradiction.

(2) The public medical system in urban and rural areas is not perfect. Under the influence of traditional development ideas, only the growth of GDP is emphasized, and health care is quite ignored. This leads to an incomplete public medical and health system.

(3) Exceeding the standard hierarchy. Some people say that the current reform of the medical and health system has caused unfair distribution of health resources, and they miss the so-called "fair" situation under the traditional system.

(4) Most public hospitals are inefficient, wasteful and have poor service attitudes. From a micro perspective, a considerable number of primary, secondary and tertiary hospitals have been in a state of inefficiency and loss for a long time; as far as society as a whole is concerned, due to the lack of incentive and restraint mechanisms in the medical and health system, a situation of "raising lazy people" has been formed.

Second, there is the issue of corruption caused by the current corruption forces within the party and society that have penetrated into the medical and health field.

Third, we have to deal with the imbalance of interests in economic reform and certain deviations in medical and health reform.

Fourth, the issue of implementation of some new and legitimate measures in the reform.

Countermeasures

1. Increase financial investment; governments at all levels should pay attention to social health services, increase investment in health services, and establish special subsidies. Funds are used to launch and develop community health services, ensure investment in basic necessary medical equipment, and incorporate them into the regular budget of finance and health services.

2. It is necessary to improve supporting policies, include medical and health service institutions that meet the standards as medical insurance designated points, include them in the scope of urban basic medical insurance, implement a more favorable personal self-payment ratio than larger hospitals, and guide the reasonable diversion of disease sources. .

3. The government must strengthen the supervision and management of medical and health services and implement a strict access system for medical and health service institutions. At the same time, it must strengthen regular supervision and management in accordance with the law to effectively safeguard the fundamental interests of the people.

4. It is necessary to establish a complete service operation and management system and a complete evaluation, supervision, reward and punishment mechanism, which are also conducive to maintaining harmonious, fair and orderly competition in medical and health services.
