Assessment Standards for National Welfare Institutions

General

Article 1 In order to strengthen the macro-management of welfare institutions nationwide and to promote the formalization of welfare institutions, standards for the assessment of national welfare institutions are hereby formulated.

Article 2 This standard applies to social welfare centers, children's welfare centers and welfare centers for the mentally ill that are built with state investment and managed by the civil affairs departments above the county level. Collective and individual investment in the welfare institutions of the assessment standards are formulated separately.

Article 3: The general requirements for state-level welfare institutions are:

(1) To implement and enforce the Party and State's lines, guidelines and policies, to serve the adopters and recuperators wholeheartedly, and to establish socialist interpersonal relationships with the adopters and recuperators based on equality, solidarity, fraternity and mutual assistance.

(2) Adhering to the purpose of running the institution, the institution fulfills the task of adopting the "three noes" (homeless, unsupported, and without a source of livelihood) arranged by the local people's government.

(3) To deepen the reform and realize the transformation from welfare to welfare operation, from closed to open, from feeding to rehabilitation.

(iv) standardization of management and services, with significant benefits, playing a backbone and demonstration role in urban social welfare institutions.

Article 4: State-level welfare institutions are divided into national-level welfare institutions and national-level welfare institutions. Declaration of national welfare institutions shall be subject to review by the provincial civil affairs department (bureau), approved by the Ministry of Civil Affairs, named.

Scale

Article 5 State-level welfare institutions must have a certain scale. The total number of beds in national-level welfare institutions is more than 150, and the total number of beds in national-level welfare institutions is more than 100.

Article 6 There is a specialized team to meet the needs of the work, of which the medical and rehabilitation team must have professional and technical personnel with senior titles. Medical and nursing staff shall account for more than 70% of the total number of employees in national-level welfare institutions, and more than 65% in national-level welfare institutions.

Article 7: There are relatively complete facilities for the provision of living services.

Article 8 There are basic modern medical rehabilitation facilities.

Functions

Article 9 has the ability to carry out medical treatment, nursing care and rehabilitation for the elderly, disabled children and the mentally ill.

Article 10 Expanding the service surface, with the ability to radiate to the community rehabilitation.

Article 11 Has the capacity for professional training and scientific research.

Article XII has the ability of self-development. Can utilize the existing facilities and medical conditions, open to the community, increase income, and constantly improve the adoption, recuperation personnel life and improve the welfare institution service facilities.

Management

Article 13 has a sound leadership team. Leadership members of strong sense of enterprise, integrity, unity and cooperation, realistic and innovative, outstanding performance.

Article 14 has an efficient and capable management organization.

Article 15 There is a practical medium- and long-term development plan and annual implementation plan recognized by the competent authorities.

Article 16 There are perfect rules and regulations with job responsibility system as the main content.

Article 17 The institution has a good appearance and a beautiful and comfortable living environment. The national-level welfare institutions shall be the garden-style units in the region, and the national-level welfare institutions shall be the advanced greening units in the region.

Article 18 The results of spiritual civilization construction are remarkable.

Quality

Article 19 Provide quality services for adopting and recuperating persons. Carefully arranging the food, clothing, housing, treatment and rehabilitation of adoption and recuperation personnel. The living standard of the adopted and recuperated persons shall not be lower than the general living standard of the local people. The satisfaction rates of adopters and recuperators and their families in national-level and second-level welfare institutions are over 95% and 90% respectively.

Article 20: Careful medical care. Regular health checkups are conducted for adopters and rest and recuperation personnel, sound medical records are established, and illnesses are treated in a timely manner. No responsible medical accidents within three consecutive years. The cure and improvement rate for single diseases is higher than 95% in national-level welfare homes and 90% in national-level welfare homes.

Article 21 Careful nursing of sick adoptees and recuperators. All nursing staff on duty must be trained. The pass rate for basic nursing care, the pass rate for technical nursing operations, and the pass rate for nursing protocols meet the prescribed ratios.

Article 22: Rehabilitation activities for adopters and rest and recuperation personnel have achieved remarkable results. The rehabilitation participation rate of adopted and recuperated persons in national-level welfare institutions reaches 98%, and the effective rate of rehabilitation reaches 90%, while the rehabilitation participation rate of second-level national welfare institutions reaches 90%, and the effective rate of rehabilitation reaches 85%.

Benefits

Article 23 High bed utilization rate. The utilization rate of beds in national-level welfare institutions is over 98%, and that of national-level welfare institutions is over 95%.

Article 24 Reasonable ratio of staff to adopters and resters. State-level welfare institutions shall meet the following standards: the ratio of staff to normal elderly people is 1:4; the ratio of staff to elderly people who cannot take care of themselves is 1:1.5; the ratio of staff to able-bodied children is 1:6; the ratio of staff to infants and children with disabilities is 1:1.5; and the ratio of staff to mentally ill people is 1:2.5.

Ordinance 25: Reasonable expenditure on business expenses. The state allocated business expenses focus on the adoption, rest and recuperation personnel. The proportion of the annual cost of living of adopted and recuperated persons in the national-level welfare centers to the annual business expenses reaches 80%, while that of the second-level welfare centers reaches 70%.

Article 26: Strong ability to generate income. According to the total number of employees, the average annual income per person in the first-level welfare institutions is 4,000 yuan, and the average annual income per person in the second-level welfare institutions is 3,000 yuan.

Appendix

Article 27 Provinces, autonomous regions and municipalities directly under the Central Civil Affairs Bureau (Bureau) can be based on this standard, the development of their own regional welfare institutions rating standards and implementation details.

Article 28 This standard shall be implemented from the date of promulgation.

Article 29 This standard shall be interpreted by the Ministry of Civil Affairs.
