"Inspection" refers to the state border sanitary and quarantine authorities (hereinafter referred to as the sanitary and quarantine authorities) to implement the medical inspection and health inspection.
"Infected person" means a person who is suffering from a quarantine infectious disease, or a person who, upon preliminary diagnosis by the sanitary and quarantine authorities, is considered to have been infected with a quarantine infectious disease or to be in the incubation period of a quarantine infectious disease.
"Suspected of infection" means a person who has been in contact with the infected environment of a quarantine infectious disease and who is likely to spread the quarantine infectious disease.
"Quarantine" means the confinement of an infected person to a designated place, restriction of movement and treatment until the risk of spreading the infectious disease is eliminated.
"Retention for examination" means the admission of a suspected infected person to a designated place for examination and testing.
"Local diagnosis and examination" means that a person, during the period designated by the health quarantine authorities, go to the nearest health quarantine authorities or other medical and health care units to receive diagnosis and examination; or health quarantine authorities, other medical and health care units to the place of residence of the person, to carry out diagnosis and examination of the person.
"Transportation equipment" means a cargo container.
"Hygienic treatment" means medical measures such as isolation, retention and on-site diagnosis and examination, as well as sanitary measures such as disinfection, de-rodenting and de-insecting.
"Surveillance of infectious diseases" means the investigation and study of epidemiology, serology, pathogenesis, clinical symptoms and other relevant influencing factors of a specific environment and population, and the prediction of the occurrence, development and prevalence of relevant infectious diseases.
"Sanitary supervision" refers to the sanitary inspection, sanitary appraisal, sanitary evaluation and sampling and testing carried out by the implementation of sanitary regulations and sanitary standards.
"Transportation" means ships, aircraft, trains and other vehicles.
"State border crossing" refers to the international navigation ports, airports, stations, land borders and national boundary river crossings. Article 3 The scope of work of the health quarantine authorities at the state border crossings refers to the foreign hotels, restaurants, clubs serving the state border crossings, providing food and beverage and services for inbound and outbound transportation units and places for the implementation of quarantine, monitoring and health supervision of inbound and outbound personnel, transportation, containers and goods. Article 4 The inbound and outbound personnel, means of transportation and containers, as well as baggage, goods and parcels that may spread quarantine infectious diseases shall be subject to quarantine in accordance with the provisions of these Rules, and shall be permitted to enter or leave the country only with the permission of the health and quarantine authorities. Article V health quarantine authorities found infected with the disease, shall immediately isolate them to prevent anyone from being infected, and in accordance with the provisions of Chapter VIII of these Rules.
When the health quarantine authorities find the suspected infected persons, they shall deal with them in accordance with the provisions of Chapter VIII of these Rules. However, other than the provisions of Chapter VIII of the disease suspected of contracting the disease, can be counted from the time the person leaves the infected environment, the implementation of the infectious disease does not exceed the longest incubation period of on-site diagnosis and testing or retention of the test and other health treatment. Article 6 The health quarantine authorities shall prevent infected persons or suspected infected persons from leaving the country, but if a person who comes from abroad and is subjected to in situ diagnosis and examination on arrival requests to leave the country, he may be permitted to do so; if he leaves the country by means of a transportation vehicle, the quarantine physician shall endorse such a case in the exit quarantine certificate and at the same time notify the person in charge of the transportation vehicle to take the necessary preventive measures. Article 7 At the border crossing as well as stay in the place of entry, exit transportation, all non-accidental injuries and death of an unknown cause of death of the body, must be inspected by the health quarantine authorities and the issuance of permits for the removal of the body before being allowed to move. Article VIII from the domestic infected areas of transportation, or in the domestic voyage found quarantine infectious diseases, suspected quarantine infectious diseases, or people not due to accidental injury and death and cause of death is unknown, the person in charge of the transportation should be to the arrival of the health and quarantine authorities to report to the port of entry to accept temporary quarantine. Article 9 In the domestic or foreign quarantine infectious disease pandemic, the State Council administrative department of health shall immediately report to the State Council for a decision to take one or all of the following quarantine measures:
(1) order the blockade of land borders, the state boundary river areas;
(2) designate certain items must be disinfected, deworming, before being allowed to be transported from abroad or from the country;
(3) the person in charge of the vehicle shall report to the health quarantine authorities at the port of entry for a temporary quarantine. p>
(3) prohibit certain articles from being transported into or out of the country from abroad;
(4) designate the first port of entry and airport of landing. For ships and aircraft from infected areas abroad, except for distress or other special reasons, they are not allowed to enter other ports and airports without being quarantined at the first port of entry and airport. Article 10 Entry and exit of containers, goods, scrap and other items in the arrival at the port of entry, the carrier, agent or owner, must be declared to the health quarantine authorities and accept health quarantine. From the infected area, contaminated by infectious diseases and may spread quarantine infectious diseases or found in human health-related rodents and vector insects containers, goods, scrap and other items, should be implemented disinfection, rodent removal, deworming, or other necessary health treatment.
Containers, goods, scrap and other items of the owner requires the implementation of health quarantine, health treatment in other places, the health quarantine authorities can give convenience, and in accordance with the provisions of the handling.
Customs release with the health treatment certificate issued by the health quarantine authorities.
