Regulations on the Implementation of the Law of the People's Republic of China on the Preservation of State Secrets

Article 27 If a meeting or other activity involves state secrets, the organizer shall take the following measures to preserve secrecy:

(1) Determine the level of confidentiality in accordance with the content of the meeting or activity, and formulate confidentiality programs to limit the scope of participants;

(2) Use venues, facilities and equipment in accordance with the provisions and standards of the State Secrecy

(ii) the use of premises, facilities and equipment in accordance with the provisions and standards of state secrecy;

(iii) the management of state secret carriers in accordance with the provisions of state secrecy;

(iv) the specific confidentiality requirements for participants.

Article 28 Enterprises and institutions engaged in state secret carrier production, copying, maintenance, destruction, integration of classified information systems or weapons and equipment research and production and other business involving state secrets (hereinafter referred to as classified business), shall be the confidentiality of the administrative department or confidentiality of the administrative department in conjunction with the relevant departments of the confidentiality of the confidentiality of the review. Confidentiality review failed, shall not engage in classified business.

Article 29 Enterprises and institutions engaged in classified business shall have the following conditions:

(1) a legal person established in the territory of the Chinese People's Republic of China for more than three years according to the law, without criminal record;

(2) engaged in the classified business of the Chinese People's Republic of China has the nationality of the Chinese People's Republic of China;

(3) a comprehensive system of confidentiality, with a specialized institutions or personnel responsible for confidentiality work;

(d) places, facilities and equipment used for classified business in accordance with the provisions and standards of the State secrecy;

(e) have the professional ability to engage in classified business;

(f) other conditions stipulated by the laws, administrative regulations and the State secrecy administrative department.

Article 30 Specific measures for the classification and management of classified personnel, review of their appointment (employment), management of the period of declassification, and protection of their rights and interests shall be formulated by the State Secrecy Administrative Department in conjunction with the relevant competent department of the State Council.
