County (city), Shuangyang District People's Government is responsible for the management of the earthquake work of the department responsible for the supervision and management of the evaluation of seismic safety in the administrative area.
Development planning, land resources, planning, construction, finance, pricing and other departments shall, in accordance with their respective responsibilities, to do a good job in the relevant management work. Article V new construction, expansion, alteration of construction projects must be in accordance with the requirements of seismic seismic defenses.
Should be evaluated for seismic safety of construction projects, the seismic requirements must be determined in accordance with the results of seismic safety evaluation; other construction projects in accordance with the requirements of seismic requirements promulgated by the state ground vibration parameter zoning map or ground vibration parameter review, seismic small zoning results. Article 6 The unit engaged in seismic safety evaluation, must hold the national or provincial earthquake work department issued by the evaluation of seismic safety qualification certificate, and in accordance with the certificate to determine the scope of qualification to carry out the evaluation of business. Article 7 The unit applying for seismic safety evaluation qualification certificate shall submit the following information to the municipal department in charge of seismic work:
(1) application form for seismic safety evaluation qualification;
(2) documents proving the qualification of the unit's legal personality;
(3) relevant certificates for the legal representative and the person in charge of the technology;
(4) written materials on the business level and practice level of the fixed technical staff. (d) written materials of fixed technical personnel and business level and practicing qualification certificate;
(e) written materials of instrumentation, analyzing and testing means status. Article VIII of the municipal seismic work department shall, within 10 days from the date of receipt of the application for qualification of seismic safety evaluation in accordance with the statutory conditions to complete the preliminary examination. Through the preliminary examination, in accordance with the procedures reported to the provincial or national authorities responsible for seismic work for approval; not through the preliminary examination, the applicant shall be notified in writing and explain the reasons. Article IX foreign units to the city engaged in seismic safety evaluation business, should be to the municipal seismic work of the competent department for qualification verification, registration, before carrying out seismic safety evaluation business. Article 10 The following construction projects must be seismic safety evaluation:
(1) major construction projects, that is, of great value to society or have a significant impact on the project, including the use of the function can not be interrupted or need to be restored as soon as possible, such as medical care, broadcasting, communications, transportation, water supply, power supply, gas supply and other lifeline projects;
(2) damage by the earthquake may lead to flooding, fire, explosion, massive leakage of highly toxic or highly corrosive substances, or other serious secondary disasters, including reservoirs, dams, embankments, and facilities storing oil, gas, flammable, explosive, highly toxic or highly corrosive substances, as well as other construction projects that may be seriously affected by secondary disasters;
(c) construction projects that are damaged by earthquakes, which may lead to a large number of casualties and property losses, and have a serious impact on society;
(d) construction projects that need to be restored as soon as possible. (c) construction projects which may be damaged by earthquakes and may lead to massive casualties and property losses, causing serious impacts on the society;
(d) construction projects which are required to carry out seismic safety evaluation by the national standards, industry standards and the competent departments of the state; and
(e) construction projects which are required to carry out seismic safety evaluation by the construction units. Article 11 belonging to the construction works stipulated in Article 10 of these Regulations, the construction unit shall fill in the "Application Registration Form for Seismic Safety Evaluation of Construction Works" at the stage of feasibility study to the competent department of seismic work of the city.
The municipal department in charge of seismic work since the receipt of the "construction project seismic safety evaluation application registration form", shall determine the level of seismic safety evaluation of construction works within five days, and notify the construction unit in writing. Article XII of the construction unit shall be in accordance with the municipal seismic work department to determine the level of seismic safety evaluation work, commissioned with the appropriate qualifications of the seismic safety evaluation unit to carry out seismic safety evaluation work.
Construction units should be evaluated with the seismic safety of the unit to enter into a written contract to clarify the rights and obligations of both parties. Article XIII of the seismic safety evaluation unit shall be in accordance with national technical specifications for the construction of seismic safety evaluation, and provide seismic safety evaluation report to the construction unit.
Seismic safety evaluation report shall include the following:
(a) project profile and seismic safety evaluation of technical requirements;
(b) evaluation of seismic activity of the environment;
(c) evaluation of seismic geological formations;
(d) set the intensity of defense or the design of the ground shaking parameters;
(e) earthquake Evaluation of geologic hazards;
(f) other relevant technical information.
Seismic safety evaluation fees in accordance with relevant national and provincial regulations. Article 14 The construction unit shall submit the seismic safety evaluation report for validation in accordance with the following provisions:
(1) The seismic safety evaluation report of the national major construction projects, construction projects in cross-provincial administrative areas, construction projects of nuclear power plants and nuclear facilities, provincial major construction projects, construction projects in cross-municipal administrative areas, shall be reported to the national or provincial competent authorities in charge of the seismic work for validation;
(2) The seismic safety evaluation report of construction projects other than the provisions of the preceding paragraph, the municipal seismic work department in charge of organizing the validation.
