(A) Construction scale and planning: The New District Hospital of the First Affiliated Hospital of Henan University of Science and Technology is the only fully functional Grade 3A general hospital in Luoyang New District, with a total construction area of 140,000 square meters and 1,200 beds. The project is divided into two phases: the first phase of the project includes outpatient medical building and surgical ward building (720 beds), the second phase of the project is internal medicine ward building (480 beds), and 5 acres of land is reserved as the third phase of the planning and construction of scientific research building. On October 29, 2007, a groundbreaking ceremony was held for the new hospital.
(2) Land for construction: The new hospital of the First Affiliated Hospital of Henan University of Science and Technology has a total planned land area of about 240 acres, including infectious disease area and comprehensive medical area. Among them, the infectious disease area (i.e. Luoyang City Hospital for Infectious Diseases) has a planned land area of about 65 acres, which has been basically completed (more details later). The comprehensive medical area has a planned land area of 175 acres. At present, this site has been agreed by the municipal party committee and the municipal government of Luoyang, and the site has been allocated as the construction site of the First Affiliated Hospital of Henan University of Science and Technology by Luoyang Economic Investment Company.
(C) financial security: the new district hospital is a key project in Luoyang City, a total investment of 487,263,900 yuan. Infrastructure investment is 351.71 million yuan, of which, Luoyang municipal government to raise construction funds of 300 million yuan, entrusted to the management of Luoyang City Economic Investment Company, of which 200 million yuan in the form of a loan to the First Affiliated Hospital of Henan University of Science and Technology for the construction of the new district hospital (the period of use of 16 years, repayment in installments from the eighth year, the interest rate of 1% per annum), and the other 100 million yuan by the financial investment of the city of Luoyang. The remaining 51.71 million yuan of the First Affiliated Hospital of Henan University of Science and Technology is self-financed, and the hospital has reached a loan agreement with CITIC Bank Luoyang Branch. The new hospital needs large medical equipment procurement costs of 135.61 million yuan, the Luoyang municipal party committee and the municipal government decided to guarantee by the Luoyang Municipal People's Government, the use of Austrian government loans to solve the problem.
(4) Development Ideas: Under the premise of perfecting the basic disease diagnosis and treatment functions of the hospital, the hospital will join hands with domestic and international large-scale medical institutions, focusing on the development of "four centers", namely, Organ Transplantation Center (including all kinds of organs, viscera, and stem cell transplants), Plastic Surgery and Cosmetic Surgery Center, Center for Reproductive Medicine, Minimally Invasive Therapy Center (including luminal, interventional, etc.). Center (including cavity, intervention, etc.), the hospital will be built into a complete infrastructure, advanced medical equipment, a beautiful environment, diagnosis and treatment level of high, first-class large-scale comprehensive modern hospital.
