Article 1 In order to carry out the spirit of the opinions on healthcare reform and the implementation plan, to standardize the management of the allocation and use of the subsidy funds for the national basic public **** health service projects (hereinafter referred to as the subsidy funds), and to increase the effectiveness of the use of the subsidy funds, according to the opinions on Improving Government Input Policy for Health (Cai Shi [2009] No. 66) of the Ministry of Finance, National Development and Reform Commission, the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Ministry of Health, the Opinions on Improving the Government's Health Input Policy (Cai Shi [2009] No. 66) and the Ministry of Health, the Ministry of Finance, the National Population and Family Planning Commission, the Opinions on Promoting the Gradual Equalization of the Basic Public ****health Services (Wei Women's and Social Affairs [2009] No. 70) and other relevant provisions, the formulation of the present measures.

Article 2 The subsidy funds referred to in these Measures refer to the subsidy funds arranged in the budgets of the finances at all levels and used for the subsidy funds of the basic public **** health service programs provided free of charge by the primary healthcare institutions for the urban and rural residents in accordance with the regulations.

Article 3 The financial departments at all levels shall endeavor to adjust the expenditure structure, increase inputs, establish and improve the funding guarantee mechanism for basic public **** health services, and ensure that primary medical and health care institutions provide urban and rural residents with basic public **** health services free of charge according to regulations. County (district) level (including districts and counties under municipalities directly under the Central Government, hereinafter referred to as the same) financial departments bear the main responsibility for arranging, allocating, and managing subsidized funds for basic public **** health services. Article 4 The central financial authorities shall subsidize the local implementation of basic public **** health services through special transfer payments. Article 8 Provincial health departments shall, in conjunction with the financial sector, based on the nationally determined basic public **** health service projects, combined with the level of economic and social development and financial capacity of the region, reasonably determine the content of the basic public **** health service projects in the region as well as the number of services and standards, and is responsible for the cost of the basic public **** health service projects, and to formulate a reference standard for the compensation of the cost of the project. Provide a basis for rationally determining funding subsidy standards and performance assessment methods.

Article 9 The financial and health departments at the county (district) level shall, on the basis of the number of people served and the quantity and quality of the basic public **** health service programs as well as the per capita funding standards under their jurisdiction, determine the specific amount of subsidies for primary health care institutions on the basis of a comprehensive performance appraisal.

Article 10 The county (district) level health department shall, in conjunction with the finance department, determine the primary medical and health care institutions (including primary medical and health care institutions organized by social forces) that provide basic public **** health service programs, and, in accordance with the relevant provisions of the management and supervision. Health and finance departments at the county (district) level shall strengthen the performance appraisal of primary medical and health-care organizations, and shall disclose the results of the performance appraisal to the whole society through appropriate means, so as to accept social supervision. If there are conditions in the region, it can rely on qualified intermediary organizations to carry out performance appraisal work through bidding. The primary medical and health care institutions that fail to meet the standardized requirements after the assessment shall be disqualified from providing basic public **** health service projects in accordance with the relevant provisions.

Article 14 The subsidized funds shall be used for primary medical and health care institutions to provide urban and rural residents with services within the scope of the basic public **** health service projects uniformly stipulated by the government, and shall not be retained, squeezed or misappropriated by any unit or individual in any form. The subsidized funds may not be used for other expenditures, such as the construction of basic facilities, the equipping of equipment and the training of personnel at primary medical and health-care institutions. For the retention, squeezing and misappropriation of special funds, in accordance with the "Regulations on Penalties and Sanctions for Fiscal Violations" and other relevant laws and regulations shall be dealt with seriously; false reporting, concealment of the relevant information to fraudulently obtain the higher level of special subsidies, in addition to ordering its immediate correction, the upper level of special subsidies shall be reduced accordingly, and in accordance with the provisions of the relevant units and personnel shall be held accountable.

Article XV of the provincial financial and health departments should be timely allocation of subsidies for the use of the region reported to the Ministry of Finance, the Ministry of Health, the distribution of funds should be copied to the Ministry of Finance at the same time in the local financial ombudsman's office.
