In order to speed up the process of urbanization, the provincial party committee and the provincial government decided to carry out urban construction in the whole province for three years, starting from 20 1 1. With the consent of the provincial party Committee and the provincial government, we hereby put forward the following implementation opinions.
I. General requirements
Thoroughly implement Scientific Outlook on Development, focus on building a prosperous and comfortable modern city, adhere to the basic concepts of people-oriented, improving people's livelihood, being green and low-carbon, and being ecologically livable, comprehensively accelerate the transformation and innovation of urban construction methods, strive to improve urban environmental quality, agglomeration capacity, carrying capacity, living conditions, characteristics and management service level, enhance the ability of cities to gather high-quality elements, radiate the surrounding areas and coordinate urban and rural areas, improve people's satisfaction and happiness index for urban construction, and promote.
After three years' efforts, the province's urban modernization has made great progress. The main facilities and environmental indicators of districts and cities exceed the national average level, and some indicators reach or approach the domestic advanced level. The main facilities and environmental indicators of county-level cities and counties exceed the national average. We will create a number of China Habitat Environment Award cities and national garden cities, and strive to build livable cities with certain influence at home and abroad.
Second, the basic objectives and tasks
(A) the level of urban environmental quality. Adhere to environmental protection and ecological construction in the first place, focus on building a resource-saving, environment-friendly and sustainable city, and improve the overall quality of urban human settlements.
Air and water environment. Vigorously promote urban pollution reduction projects, and complete the relocation and transformation of heavily polluting enterprises in urban centers within a time limit. City, county (city) air quality has reached the national second-class standard stably, and the number of days better than the first-class standard has increased significantly. The water quality of centralized drinking water source reaches the standard, the water quality of rivers in the built-up area meets the requirements of water environment functional zoning, and the water quality of cross-border rivers meets the requirements of environmental protection target assessment.
Sewage and waste treatment. All urban sewage treatment plants have completed the task of upgrading and realizing online monitoring. The sewage treatment rate and reuse rate of districts and cities reached 90% and 30% respectively; Harmless, reduced and recycled garbage. The harmless treatment rate of domestic waste in districts and cities reaches 80%, and the safe disposal rate of hazardous waste and medical waste reaches 100%. County (city) sewage treatment rate reached 85%, and the harmless treatment rate of domestic garbage reached 80%. Provincial key towns and towns with a population of 6,543,800+will build sewage treatment plants. County-level cities, capital cities and coastal counties, and other 50% counties will establish an integrated urban and rural garbage treatment system of "village collection, township transportation and county treatment".
Landscaping. Significantly increase the amount of green space in the central city. In the central city, the per capita park green space has reached more than 6 square meters. Each city with districts has built more than three provincial-level boutique parks, and the green maintenance management of key parts has reached the provincial standard, reaching the service standard of park green space with 30 meters to see the green and 500 meters to see the park. Qinhuangdao, Tangshan and Langfang strive to enter the ranks of national ecological garden cities. Other districts and cities have reached the national garden city standard. All county-level cities have been built into provincial garden cities, and 60% of counties have been built into provincial garden counties.
Building energy saving. The implementation rate of mandatory energy-saving standards for new buildings in districts and cities has reached 100%, the heating metering and energy-saving renovation of existing residential buildings has reached 30 million square meters, the main indicators of the construction of four ecological demonstration new cities (new districts) rank among the top in the country, the application rate of renewable energy buildings has reached 38%, more than three buildings have been built in each district and city, and more than 1 green building demonstration communities have been built in each county-level city to carry out star evaluation.
Promotion of new technology. Taking demonstration cities and projects as carriers, we will promote new technologies such as green building, renewable energy application, water saving and water resources development and utilization, coastal beach landscaping, construction waste resource utilization, new residential building integration, underground space development and utilization, and build two science and technology demonstration projects at or above the provincial level in each district and city. Formulate and implement local standards such as "Hebei Province Green Building Standard" and "Hebei Province Residential Building Energy Efficiency Design Standard".
(2) The level of urban agglomeration capacity. Adhere to the gathering of high-quality elements as the main direction of urban reconstruction, accelerate the gathering of high-end people, logistics, capital flow, technology flow and information flow to cities, and improve the core competitiveness of cities.
Industrial clusters. Promote the integrated development of industries and cities, strengthen the planning, construction and management of industrial clusters, enlarge and strengthen a number of national and provincial development zones, upgrade a number of provincial development zones to national development zones, add a number of export processing zones and bonded zones, create a number of industrial clusters and emerging industry demonstration zones, accelerate the pace of gathering strategic emerging industries, high-end modern service industries and traditional advantageous industries, and form a pattern of "integration and interactive development of production and cities".
Commercial logistics facilities. Revise and improve the planning of urban commercial outlets, rationally arrange all kinds of commercial facilities, build a number of commercial complex projects integrating shopping, catering, entertainment and leisure, and optimize and upgrade the structure of commercial circulation industry. Cultivate the headquarters economy, attract the headquarters of well-known enterprises at home and abroad, and build a high-grade central business district. Promote the construction of large-scale comprehensive and professional logistics parks, large-scale cultural industries and creative industries parks. Develop community commerce and promote the construction of standardized vegetable market, breakfast fast food and domestic service system.
Exhibition and tourism facilities. We will build a number of high-standard star-rated hotels and other reception facilities, speed up the construction of convention and exhibition center cities such as Shijiazhuang, Tangshan, Handan and Qinhuangdao, and improve our ability to host international and domestic convention and exhibition activities. Strengthen the comprehensive management of scenic spots, newly create 2-3 national-level scenic spots and 50 provincial-level scenic spots, and cultivate high-quality tourist belts focusing on scenic spots around the capital.
Home of talents. Around the counties (cities, districts) of the capital, we will build 1 high-level talent pioneer parks and 1 talent homes with public rental housing as the main body.
(3) the level of urban carrying capacity. Adhere to functional matching and structural optimization, promote the integrated construction of urban infrastructure and network development, prevent and control "urban diseases", and comprehensively enhance the comprehensive functions of cities and the influence of regional plates. .
Road traffic. Accelerate the construction of cross-regional infrastructure such as urban airports and expressways, and build a rapid transportation network between the central city and surrounding areas. To promote the three-dimensional and networked road traffic facilities, all districts and cities should build a 1 modern comprehensive transportation hub. The per capita road area in the built-up area of the city is 17 square meters, and the road network density is 6 kilometers/square kilometer. Implement the bus priority strategy, and set up bus lanes on all roads with more than six lanes in both directions. The sharing rate of bus trips in Shijiazhuang and Tangshan has reached more than 30%, and other districts and cities have reached more than 25%. Develop a large-capacity bus rapid transit system and start the construction of rail transit in Shijiazhuang and Tangshan. Bicycle lanes have all reached the national standard. Implement the urban unblocked project, strengthen the construction of intelligent traffic management system, increase parking supply, strive to upgrade all districts and cities, and create Shijiazhuang, Tangshan and Handan urban traffic management demonstration cities.
Municipal facilities. Accelerate the supporting construction of various municipal facilities and establish a fully functional and efficient municipal facilities system. Implement the transformation of overhead lines into the ground. The main newly-built roads adopt the mode of * * * underground pipelines in the same ditch, reaching the standard in an all-round way, standardizing and beautifying the street pavement and its ancillary facilities. The integrity rate of municipal facilities in districts and cities has reached over 90%; The penetration rate of central heating has reached more than 80%, and the area of heating metering and charging has reached more than 30%; The gas penetration rate is over 99%, of which pipeline gas accounts for over 80%. County (city) gas penetration rate reached more than 70%, municipal facilities intact rate reached more than 80%.
Public facilities. High standard construction of culture, education, science and technology, sports: medical care, old-age care, children's activities and other large-scale public service facilities, museums, exhibition halls and libraries in all districts and cities meet the basic requirements of the state, and a comprehensive cultural and sports center will be built. The level of kindergarten education facilities in primary and secondary schools in districts and cities has all reached the national construction standards. Co-ordinate arrangements for community administration, commercial services, culture and sports, medical and health services, community services and other supporting service facilities, and establish and improve community public services and property management systems. Combined with civil air defense projects, the development and utilization of urban underground space.
Urban disaster prevention. Prepare disaster prevention and mitigation plans for municipal public facilities, establish early warning, prevention and emergency systems for geological disasters, strengthen the construction of urban flood prevention systems and emergency rescue equipment, and set fire truck passages in accordance with national standards.
(four) the level of urban living conditions. Adhere to the people-oriented principle and give priority to people's livelihood, strengthen the construction of affordable housing and convenient service facilities, and greatly improve the quality of urban life.

Security housing. We will implement housing security projects, expand the scope of housing security, and establish a security system based on public rental housing and low-rent housing to ensure that all urban low-income families with a per capita housing construction area of less than 15 square meters and a family housing construction area of less than 50 square meters are guaranteed, and the housing conditions of low-and middle-income housing difficulties groups have been significantly improved. The number of low-rent housing, public rental housing, affordable housing and price-limited commercial housing built in each city every year reached more than 2% of the local urban households in the previous year, including no less than 2.5% in urban areas and no less than 1% in counties (cities). Government-owned housing reached more than 1/3 of the newly added affordable housing in that year. Focus on the construction of public rental housing and dormitories for migrant workers. Carry out a commercial housing renovation.
Shantytown renovation. Areas and cities (including cities, industrial and mining, coal mines, forestry and reclamation areas) with more than 3,000 square meters of shanty towns have basically completed the transformation task.
Reconstruction of villages in cities. At the beginning of 2008, 80% of the urban villages in the built-up area have basically completed the transformation task, and all the transformed urban villages have realized the transformation of land nature into state-owned, villagers' identity into urban residents, collective economic assets into standardized corporate operation, and villagers' committees into neighborhood committees according to procedures. At the beginning of 20 10, all urban villages in the built-up area completed house demolition, villagers resettlement and land storage.
Renovation of old residential areas. Old residential quarters with a building area of more than 30,000 square meters, which were built before 2000 and not included in the old city reconstruction plan, have completed reconstruction tasks such as housing reconstruction, environmental improvement, illegal demolition, supplementary facilities and standardized management. Do a good job in the planning and construction of supporting facilities in residential quarters and strictly manage the acceptance of supporting facilities in residential quarters.
The transformation of the old business district. We will implement a block-by-block and three-dimensional transformation model, build a number of commercial blocks with functions of leisure, entertainment, business, tourism and culture, and transform more than two comprehensive commercial blocks into districts and cities, so that the convenience market can achieve full coverage according to a reasonable service radius.
Convenience service facilities. With the theme of "being close to the masses, facilitating the people and benefiting the people", streets and communities will be the main battlefields, and small streets, small gardens, overpasses (underground passages), small parking lots, small sports facilities, morning (night) cities, community health stations, street name signs and road signs, barrier-free passages and public toilets will be rectified and built with high standards. Develop community multimedia convenience comprehensive service stations and provide various services such as payment and information consultation.
(5) the level of urban characteristics. Adhere to careful design and ingenious carving, fully tap and refine the natural landscape and historical context of the city, shape key special plans with regional characteristics, such as comprehensive transportation, urban water system, landscape characteristics, urban tangible culture, disaster prevention and mitigation, realize full coverage of the planning and construction land of the overall management area of the central city, and revise the overall plans of counties. We will carry out the comparison of planning schemes and international bidding for the design of important architectural schemes, strengthen the management of the "five lines" and strictly implement the system of planning committees, expert argumentation and public participation. Construction of planning exhibition halls in various forms, all districts and cities, counties around the capital economic circle and counties with a population of 200,000 at the end of the Twelfth Five-Year Plan should be built.
Urban design. Carry out urban design around shaping the style and features, focusing on urban design of key areas such as administrative center, commercial center, cultural and sports center, comprehensive transportation hub, waterfront, high-rise building concentration area and historical block. Formulate guidelines for urban design in Hebei Province, formulate regulations for the management of urban features in all districts and cities, make planning control requirements and guiding examples for urban colors, buildings, streets, greening, water bodies, lighting, street facilities, etc., carry out protective transformation of historical and cultural blocks and traditional features, and highlight the historical and cultural connotation of the city.
Landscape construction. Systematic transformation of landscape elements on both sides of primary and secondary roads and around city squares, parks and important public buildings. Renovation of urban rivers and lakes, focusing on the construction of river ecological protection, coastal greening and other projects, adding cultural pavilions, leisure chairs and other facilities to create urban scenery belts. Carry out urban sculpture camp activities and build a number of sculpture parks or sculpture corridors. Popularize energy-saving lighting technology and equipment, and the centralized control rate of road and landscape lighting will reach 95%.
Excellent project. Create a number of high-quality characteristic blocks, model roads, style buildings, demonstration communities, cultural squares and urban landmark buildings (groups), and build quality projects with a single public building area of more than 20,000 square meters and a public building area of more than 40,000 square meters.
(six) the level of urban management services. Adhere to both construction and management, comprehensive management, with refinement and standardization as the core and informationization as the carrier, and establish an efficient urban management system and operation mode.
Appearance improvement. Focusing on the treatment of filth and chaos, we will focus on rectifying the behaviors of occupying the road, littering, posting and hanging, clearing the accumulated garbage on urban roads, rivers, markets and construction sites, and completely eliminating the sanitary corner; Comprehensively rectify all kinds of advertising plaques and signs. All districts and cities will fully realize the closed collection and daily cleaning of garbage, with the removal rate reaching 100%,' main and secondary roads cleaning 16 hours, and key areas will be cleaned 24 hours, with the mechanized cleaning rate reaching 50%. , comprehensive management. Promote the relative concentration of administrative punishment power in the field of urban management, complete the shift of urban management focus, put the district and street management functions in place, and ensure that expenses follow events and people follow events. Implementation of urban management, facilities, public services into the community project, property management coverage rate reached 60%. Adhere to civilized law enforcement and mass participation, and promote flexible, convenient and harmonious urban management.
Digital management. Accelerate the construction of urban broadband networks and the transformation of digital radio and television networks, establish a modern urban management system based on the three platforms of overall planning, digital urban management and digital housing, and promote the extension of urban digital management to counties (cities). Integrate urban spatial information resources to realize the unification of professional management system standards, system integration, digitalization and urban management. Formulate and improve citizens' conventions, and cultivate basic etiquette and behavior habits suitable for modern cities. The behavior of public places has reached the national civilized city standard, and the traffic compliance rate has reached the national unblocked engineering standard.
Three. District and city key projects
According to the location conditions, industrial base and environmental capacity, key projects such as infrastructure construction and industrial agglomeration in various districts and cities are determined according to local conditions.
Shijiazhuang gives full play to the advantages of the provincial capital, vigorously develops advantageous industries such as headquarters economy, cultural tourism, trade logistics, biomedicine, electronic information, software, information services, textiles and clothing, and precision modern service industries, and builds a metropolitan area with Luquan, Gaocheng, Luancheng and Airport City as the cluster, and Zhengding new district development, old city reconstruction, airport logistics park construction and Xibaipo construction as the engines. Complete the reconstruction and expansion of Shijiazhuang airport, passenger dedicated line and freight relocation and other large-scale transportation hub projects with high standards.
Tangshan gives full play to the advantages of provincial central cities and coastal ports, vigorously develops superior industries such as fine steel, equipment manufacturing, recycled chemicals, port logistics, electronic information and new building materials, develops and strengthens the headquarters economy, and coordinates the central cities with cities such as Feng Run, Guye, Kaiping, Nanbao, seaport and Tangshan Bay Eco-city to build a "dual-core" metropolis pattern, and develops and builds Nanhu Eco-city, Tangshan Bay Eco-city and Phoenix New City.
Chengde gives full play to its unique advantages such as culture and ecology, and focuses on developing advantageous industries such as leisure tourism, vanadium and titanium products, modern agriculture, food processing, clean energy, equipment manufacturing and new materials. Construct a pattern of big water system, big traffic, big landscape, big industry and big construction, comprehensively improve Luanhe River and Wulie River, restore the water system of summer resort and Waiba Temple, create the landscape characteristics of royal culture, Buddhist culture and folk culture, coordinate the development of the central city with some towns and villages in Luanping County, Chengde County and Longhua County, and accelerate the construction of Waimiao Mountain Villa, Chengde New City, Shangban City and Airport City to form a belt.
Zhangjiakou City gives full play to the advantages of Bashang grassland, ice and snow culture, focuses on developing tourism services, new energy, equipment manufacturing, modern logistics, electronic information and deep processing of mineral products, integrates the resources of central city, Xuanhua District, Xiahuayuan District, Wanquan County, Xuanhua County, Chongli and surrounding towns, forms a group-like big city pattern, accelerates the construction of comprehensive transportation, ecological environment, cultural tourism, people's livelihood security and industrial parks, and implements Qingshui River. We will build large-scale public facilities such as cultural and art exhibition centers and historical museums, and do a good job in the restoration and transformation of historical and cultural protection projects such as Dajingmen.
Qinhuangdao City gives full play to its ecological and tourism advantages, vigorously develops advantageous industries such as leisure tourism, equipment manufacturing, port logistics, electronic information, software, information service, food processing, headquarters economy and modern service industry, integrates coastal resources of Changli and Funing, builds a spatial pattern of Shanhaiguan District, Harbor District, Beidaihe District, Beidaihe New District, Changli and Funing, and implements "establishing a city through tourism". Aim at first-class coastal cities at home and abroad, comprehensively improve urban functions, environment and taste, transform and build urban roads, research and develop urban light rail projects, enlarge and strengthen the ecological environment advantages of coastal cities, and develop and build a number of comprehensive tourism reception projects.
Langfang City gives full play to the advantages of surrounding the capital, focusing on the development of headquarters economy, exhibition economy, electronic information, software, information services, science and technology incubation, leisure tourism, modern agriculture and other advantageous industries, integrating the central city with resources such as Gu 'an, Yongqing and Airport Industrial Park, speeding up the construction of an ecological, intelligent, leisure and business-oriented central city, and implementing Lang Jing, Jinggu and Jingyan light rail projects to realize Langfang's scenic county (city). Develop and construct new urban areas such as Wanzhuang New Town, Langfang Science and Technology Valley, Airport New Town, Anci Emerging Industry Demonstration Zone and Yangguang Emerging Industry Demonstration Zone.
Baoding gives full play to its historical and cultural advantages and focuses on developing advantageous industries such as cultural tourism, new energy, automobile manufacturing, textiles and clothing, modern Chinese medicine and modern logistics. With the central city as the core, Qingyuan, Mancheng, Xu Shui and Anxin will be coordinated to build the development pattern of "one city, three stars and one lake" metropolitan area. Based on building a big city, improving traffic, deepening a large water system, Baoding with mountains and rivers and a low-carbon city, we have carefully created three business cards. We will build five new districts, namely, Diangu New Town in the north, high-speed railway station New Town in the east, East Lake Cultural Center, West Lake Sports New Town and Civic Center, and complete the overall demolition and renovation of Fuhe, Xidayuan and Mosque.
Cangzhou gives full play to the advantages of coastal ports, focusing on the development of advantageous industries such as petrochemical industry, equipment manufacturing, metallurgical building materials, port logistics and coastal tourism, integrating the spatial resources of Qingxian County and Cangxian County, making the central city bigger and stronger, and accelerating the construction of Huanghua Ecological New City. Implement major strategies such as new city development, old city reconstruction and canal renovation, speed up the development of Cangzhou New City, basically build a starting area, and build major service facilities such as citizen service center, cultural and educational center, sports center and financial and commercial center.
Hengshui City gives full play to the advantages of Hengshui Lake resources, and strives to develop advantageous industries such as leisure tourism, high technology, modern logistics, engineering rubber, food processing and modern agriculture. Integrate the resources of the central city and Jizhou city, build a spatial development pattern of "one lake and two cities", complete the main transformation of Hedong old city, improve and upgrade the old city, build Hengshui Lake eco-city into a mature tourist resort, speed up the development and construction of the southern lakeside new city, create a provincial garden city, and create a half-hour traffic circle centered on the urban area.
Xingtai City gives full play to its resource advantages close to Taihang Mountain, and vigorously develops advantageous industries such as new energy, coal and salt chemicals, equipment manufacturing, textiles and clothing, and leisure tourism. Taking the central city as the core, we will integrate peripheral areas such as Xingtai County, Nanhe County, Renxian County, Neiqiu County and Shahe City, build a spatial pattern of large cities in groups, implement the development strategy of "one city, five stars" and "five districts", and expand high-tech development zones.
Handan gives full play to the advantages of inter-provincial location and historical and cultural resources, vigorously develops superior industries such as fine steel, equipment manufacturing, modern logistics, coal, chemical industry, high-tech and cultural tourism, integrates the spatial resources of Fengfeng, Cixian, Cheng 'an, Feixiang, Guangfu and Yongnian, constructs the spatial pattern of metropolitan area, cultivates five industrial clusters such as Jinan New District, and develops and builds six new cities such as the eastern new city and the four central business districts.
All districts and cities should actively promote the expansion and upgrading of county towns, formulate a three-year implementation plan for urban construction in this county (city), strive to build a number of small cities with high standards, and promote the accelerated development of county economy. Accelerate the process of urban-rural integration, carry out pilot projects of urban-rural master planning, promote the extension of infrastructure and public services to rural areas, and increase policy guidance and support for the construction of new rural houses and the renovation of dilapidated houses.
Fourth, safeguard measures.
(1) Strengthen organizational leadership. Party committees and governments at all levels should effectively put the three-year level work of urban construction in a strategic position, and party and government leaders should personally plan and organize the promotion. Relevant departments should play a functional role and form a working mechanism of coordination, linkage and joint management. Improve the key work scheduling, supervision and notification system, and organize observation and exchange activities in a timely manner. Intensify publicity and create a strong atmosphere of public opinion. Implement hierarchical and large-scale training, and boldly cultivate, select and use all kinds of talents. All localities should clearly define the level of urban construction institutions for three years, equip them with sufficient and strong working force to meet the needs of work and provide financial guarantee.
(2) Promoting reform and innovation. Further emancipate our minds, update our concepts, improve our thinking, persist in opening wider to the outside world, open the door of construction, introduce strategic partners, and engage in top-level planning, top-level design and top-level development. Deepen the reform of urban planning, urban construction investment and financing, housing security, urban management and other fields, reform the household registration management system, and encourage farmers to settle in cities; Carry out the operation mode of urban construction investment and financing companies, strengthen capital injection and asset integration; Establish an affordable housing system based on low-rent housing and public rental housing; The implementation of sewage and garbage treatment project construction with awards instead of subsidies policy; Further decentralize the examination and approval authority, especially for key development areas, and decentralize all the authority that can be delegated. Encourage the creation of environmental awards and the selection of top ten green buildings, top ten green communities, top ten parks, top ten public buildings, top ten scenic avenues and top ten characteristic blocks, and cities should also carry out selection activities accordingly. Conduct a survey of people's satisfaction.
(4) Strengthen project support. Taking project construction as the main starting point, we will earnestly implement the tasks to the projects and the responsibilities to the cadres. Each city should build a number of major projects and implement the project promotion mechanism of "leadership+headquarters+financing platform". Municipalities should set up a major project command group with leaders in command, and be responsible for the whole process of investment and financing, bidding, engineering construction and project integrity.
(5) Improve the system standards. Vigorously promote scientific and democratic decision-making, and establish a system of demonstration, hearing, publicity and publication of major issues. Strengthen system and standardization construction, establish an institutional system covering all provinces, cities and counties, local regulations, government regulations, normative documents, local standards and technical guidelines, and strive to build a long-term mechanism. To carry out benchmarking activities, cities should determine an advanced domestic city as a catch-up goal and formulate a standard system that is in line with advanced cities.
(6) Organization evaluation. The provincial party committee and the provincial government conduct special assessment on the key work of each district and city; Organize an assessment once a year, and make a summary appraisal in the third year. Incorporate the evaluation results into the performance appraisal of cadres, and commend and reward the collectives and individuals who have made outstanding contributions. Formulate the "three-year urban construction basic target and task index system" as the assessment basis. All districts and cities should also establish an assessment mechanism for counties (cities).
(seven) do a good job in county (city) guidance. Municipalities should strengthen the work guidance, supervision and inspection of their counties (cities) in accordance with the principle of grasping both ends and taking the overall situation into account, and promote the development of county construction in the direction of outstanding characteristics, good facilities and beautiful environment. County-level cities and counties with superior basic conditions should play a leading role and move towards high-standard medium-sized cities. Other counties should adjust measures to local conditions, do what they can, and strive to build small cities with high standards.
