Analyze and study the overall situation of foreign investment in the whole region; To implement the laws and policies of the state to attract foreign investment; Participate in the formulation of policies, management regulations, development strategies and medium-and long-term plans for foreign investment in our region, and put forward laws and regulations and preferential measures to attract foreign investment in our region; To provide macro guidance and management for the examination and approval of contracts and articles of association of foreign-invested projects in the autonomous region and the issuance of approval certificates; Contracts and articles of association of foreign-invested enterprises within the examination and approval authority and their changes; To be responsible for the examination, approval and reporting of the establishment and changes of foreign-invested enterprises above designated size that restrict investment as stipulated by the state and involve quota and license management; Responsible for the statistics and comprehensive analysis of foreign investment in the whole region; Take the lead in organizing and implementing the joint annual inspection of foreign-invested enterprises; Responsible for managing and supervising the implementation of relevant laws, regulations and contracts by foreign-invested enterprises in our region, and coordinating and solving related problems; Compile and compile the annual plans for export commodities of foreign-invested enterprises and the national plans for restricting import commodities, and organize their implementation; Responsible for the confirmation and assessment of foreign-invested advanced technology enterprises and export enterprises; Responsible for the examination and approval of processing trade of foreign-invested enterprises. (15) Import and Export Fair Trade Office
(Industrial Damage Investigation Division)
Establish and guide the WTO database in our region and carry out the publicity of WTO-related knowledge; Guide enterprises in our region to deal with foreign anti-monopoly; Organize and coordinate the implementation of anti-dumping, countervailing and safeguard measures in the autonomous region and other work related to fair import and export trade; Establish an early warning mechanism for import and export fair trade; Guide and coordinate foreign countries' response to anti-dumping, countervailing and safeguard measures for export commodities in our region and related work; Participate in the research and coordination of major economic and trade agreements, contract articles of association and major disputes; Responsible for business administrative reconsideration, administrative litigation, administrative compensation, administrative punishment and legal education. Responsible for the organization and coordination of external activities in the commercial field of the autonomous region; Take the lead in organizing foreign economic and trade negotiations involving multilateral, regional and free trade zones; Participate in various activities of mixed economic and trade committees organized by the Ministry of Commerce; Responsible for the local coordination mechanism of regional economic and trade cooperation between our region and neighboring countries; To study and analyze the economic and trade policies and market information of key countries and regions, especially neighboring countries, and put forward policy suggestions; Responsible for the contact with China Foreign Business Advisory Office; Responsible for the foreign affairs of the office system; To formulate rules and regulations on commerce and foreign affairs in the autonomous region; Coordinate and participate in arranging important business and foreign affairs activities; Receive or participate in the reception of foreign government business delegations and important foreign businessmen; Be responsible for examining and approving the economic and trade activities of the personnel at or below the county level within the system according to the authorization, and issue the approval documents for border defense tasks; Invite foreigners engaged in economic and trade cooperation to come to China to engage in economic and trade cooperation; Go through the relevant formalities of going abroad for the personnel of the organs and directly affiliated units. (XVII) Information Office
Guide the informatization construction in the business field; Formulate relevant policies and measures to exploit domestic and foreign markets by using e-commerce; Establish and improve the public service system of business information; To undertake the e-government and website management of the office; Guide the construction of import and export early warning, market operation and commodity supply and demand monitoring system.
Party committees of government organs are responsible for the work between the party and the masses of government organs and directly affiliated units.
The supervision office (co-located with the discipline inspection team) is the stationed institution of the discipline inspection commission of the autonomous region (the supervision office), and is responsible for the discipline inspection and administrative supervision of organs and directly affiliated units.
The office of retired cadres shall be responsible for the work of retired cadres in the organs and guide the work of retired cadres in directly affiliated units.
