Since 2002, the province has six radioactive sources stolen and lost incidents, some have not yet been recovered, to the people's health and safety and social stability, posing a serious threat to the people. On July 18, 2003, two cesium-137 sources were stolen from Jinchuan Group Company, one of which was recovered after a thorough search by the public security, health, environmental protection and other departments, and one of which has not yet been recovered. on December 24, 2003, one cobalt-60 source and three radium scaler sources were stolen from Jingyuan Coal Industry Company Limited, and have not yet been recovered. on February 11, 2004, one cesium-137 source was lost from Baiyin Company's factory dam lead-zinc mine, and has now been recovered. On March 1, 2004, 2 cobalt 60 sources and 2 cobalt 60 scale sources were stolen from Zhangye 145 team of Gansu Coalfield Geological Bureau, and have not been recovered so far. 1 cesium 137 source was stolen from Tianshui Maijishan Cement Co. on March 18, 2004, and has been recovered after the public security and health departments made every effort to find it. The successive occurrence of such incidents in our province has revealed that some places do not pay enough attention to the management of radioactive sources, the relevant law enforcement agencies are not effective in supervision, and some radioactive sources are loosely managed by some units.
In this regard, the provincial government attaches great importance to the provincial party committee and the provincial government, especially after the theft of a cesium 137 source from Tianshui Maijishan Cement Co. on March 18th, the leaders of the provincial government have made important instructions, requesting that all the relevant parties to comprehensively strengthen the management of radioactive sources, to establish a more stringent management system, and to seriously pursue the responsibility of the persons responsible to resolutely put an end to the occurrence of such incidents. In order to effectively protect the general public's health and safety, and maintain social stability, is to further strengthen the management of radioactive sources of related matters are as follows:
First, from the practice of the "Three Represents" the important idea, the maintenance of social stability of the height, and further enhance the importance of strengthening the management of radioactive sources of safety awareness. With the economic and social development, the use of radioisotopes is becoming more and more widespread. Radioactive sources are a kind of material that is very harmful to human safety and health. If they are not managed properly, they will seriously threaten the health of the people. Governments at all levels and relevant departments should fully recognize the importance and urgency of strengthening the management of radioactive sources, and promote the scientific application and development of radioisotopes and ray technology.
Second, strengthen leadership, clear responsibility, and effectively do a good job in the safety management of radioactive sources. Governments at all levels and health, environmental protection, public security, safety supervision and other relevant departments in strict accordance with the "Radioactive Pollution Protection Law", "Prevention and Control of Occupational Diseases Law" and "Radioactive Isotopes and Ray Devices Radiation Protection Regulations," the provisions of the supervision and management of the responsibility to be conscientiously carried out. Governments at all levels should effectively take responsibility for organizing regular inspections of the safety and management of radioactive sources by the relevant departments, making timely working arrangements, actively coordinating the resolution of outstanding problems, and strengthening the relevant law enforcement forces. Relevant government departments should work closely with each other, each taking responsibility for their own work and working together to **** control. Health departments at all levels are responsible for monitoring and inspecting radiation work, organizing the implementation of radiation protection laws and regulations, strictly enforcing the licensing system for the management of radioactive sources, investigating and dealing with radiation accidents in conjunction with the relevant departments, and carrying out publicity and training on radiation protection. Environmental protection departments at all levels are responsible for approving environmental impact reports, reviewing and accepting the discharge and treatment of wastewater, waste gas and solid waste, and implementing supervision and monitoring, and dealing with radioactive environmental pollution accidents in conjunction with the relevant departments. Public security departments at all levels are responsible for registering radioisotopes and radioactive sources, checking the safety of the storage of radioisotopes and radioactive sources, and participating in the handling of radiation accidents. Production safety supervision departments should take care of radioactive sources as an important part of the safety supervision work, and urge the relevant production enterprises to do a good job in the management of radioactive sources.
Third, the establishment of a sound internal management system to improve the level of care of radioactive sources. Engaged in the production, sale, use, storage and disposal of radioactive sources to strengthen the security management of radioactive sources. For radioactive sources that have been decommissioned, the using unit must apply to the local environmental protection department and send them to the designated radioactive source library for preservation, and must not preserve them on its own in order to avoid loss. Transportation of radioisotopes and their containers must be packaged and dosage-tested in accordance with the relevant state regulations and verified by the transportation and health departments before transportation. Radioactive sources using units to strictly implement the relevant provisions of the state, strengthen the personal dose monitoring and health management of radiation workers, radiation protection knowledge training and education on regulations to improve the legal awareness of radiation workers, safety awareness, enhance work responsibility and self-protection capabilities.
Fourth, strengthen supervision and inspection, special rectification. Rectification work focuses on the jurisdiction of radioactive sources production and sales units, industrial enterprises, medical institutions, scientific research institutions and other units, especially in the current or has been restructuring, reorganization and bankruptcy of the enterprise. Chapter 1 General Provisions

Chapter 3: Storage of poisonous substances and radioactive sources
Article 6: Poisonous substances and radioactive sources must be stored in the school's hazardous materials warehouse and be managed by special personnel.

Article IX The laboratories should calculate the dosage accurately according to the demand, and each time they can only receive the dosage of the day, and the highly toxic substances are strictly prohibited to be stored in the laboratories.
Article X. The poisonous substances should be stored in the warehouse in time after purchase, and should not be stored elsewhere. Before storage, they need to be weighed and registered before storage.

Chapter IV Requisition, Collection and Use of Highly Poisonous Substances and Radioactive Sources
Article 13 The definition of highly poisonous substances shall be based on the types promulgated by the Chinese People's **** and the State Safety Industry Standards GA57-93, GA58-93 and the Catalog of Highly Poisonous Chemicals (2002 Edition).
Article 14: Approval procedures for the purchase of poisonous substances and radioactive sources in the Laboratory are as follows:

Article 15: The procedure for purchasing poisonous substances and radioactive sources is as follows: firstly, the Security Office will be responsible for applying for the "Temporary Purchase Permit and Transportation Permit" from the Security Office of the Public Security Bureau. After obtaining the approval, the Security Office will give the "two certificates" to the drug courier of the purchasing unit, and the drug courier and the official staff of the drug-using unit*** will go to purchase the drugs together, and the school car must be used for the purchase. The "poisonous substances, radioactive sources application approval form" must be signed by the director of the laboratory or the director of the logistics center in order to take effect.
Article 20: Remaining drugs, drug packaging and experimental waste should be labeled and returned to the Dangerous Goods Storehouse in a timely manner, and the deposit will be returned after deducting the cost of waste disposal. All units are not allowed to handle waste privately.

Article 22 Once an accident occurs due to improper handling of poisonous substances or radioactive sources, timely measures should be taken according to the plan and the aftermath of the accident should be done seriously, at the same time, the facts should be investigated quickly and the responsibility of the persons concerned should be seriously investigated according to the nature of the accident.
Article 23 The laboratories should strictly control the purchase of toxic substances, where three years after the toxic substances are still not used up, the school will do the disposal, the disposal costs borne by the purchasing unit.
Article 24 The production, use and storage of radioactive sources must be equipped with protective facilities, and alarm devices or work signals must be set up at their entrances. Radioactive sources must be assigned to a person for safekeeping, and when they are stored, picked up, used, or returned, they must be registered, inspected, and their accounts must be in line with their contents.
Article 25 The school shall strictly implement the national regulations on personal measurement monitoring and health management for personnel exposed to drugs and radioactive sources, and conduct regular medical checkups and appropriate health subsidies for the said personnel.

Chapter V Supplementary Provisions
Article 26 These Measures shall be implemented as of the date of issuance. It shall be interpreted by the Office of Scientific Research and Equipment, the Office of Defense, the Office of Academic Affairs, and the General Corporation of Logistic Services.

Nutritional Health Care Payment for Hazardous Work
According to the Ministry of Education's (88) Document No. 008 on Nutritional Health Care Provisional Provisions for Hazardous Work in Higher Educational Institutions, the university should give a certain amount of nutritional health care payment for all hazardous work. Nutritional health care expenses. In this regard, referring to the relevant standards of the Ministry of Education and sister colleges and universities, the standards of our school are set as follows: drug custodian, drug storage and waste liquid disposal management personnel, 50 yuan per month, and drug courier 50 yuan per time.
