Culture, radio and television, press and publication departments should strengthen the premarital medical examination of publicity to enhance citizens' awareness of health care. Chapter II premarital medical examination institutions Article 4 to carry out premarital medical examination of health care institutions (hereinafter collectively referred to as the marriage examination institutions) shall adhere to the quality assurance, rational layout, the principle of convenience to the masses. Health care institutions carrying out premarital medical examinations involving foreigners shall be examined and approved by the provincial health administrative department.
The License to Practice Maternal and Infant Health Care Technology Services is valid for three years and will be re-examined and issued upon expiration.
No "maternal and child health technical services license" of the health care institutions shall not carry out premarital medical examination business. Article 6 Marriage examination organizations must have the following basic conditions:
(1) set up separate premarital medical examination rooms for men and women.
(2) Equipped with specialized examination, routine testing and sterilization equipment.
(3) There are male and female full-time premarital medical examination physicians in accordance with the provisions of Article 7 and Article 8 of these Measures. Article 7 medical personnel engaged in premarital medical examination must meet the following conditions:
(1) have good medical ethics, work seriously, conscientiously and responsibly.
(2) the marriage physician should have a state-recognized secondary school or above (including secondary school) medical professional education certificate and more than 3 years of clinical experience in obstetrics and gynecology or urology, and has obtained the technical title of physician or above.
(3) The attending physician shall have a nationally recognized college or above medical professional education certificate, and has obtained the technical title of attending physician or above.
(D) the examiner should have a nationally recognized secondary school certificate of medical testing and more than 3 years of experience in clinical testing, and has obtained technical title of technician level or above. Article VIII medical personnel engaged in premarital medical examination must be qualified by the regional and municipal health administrative departments above the district level, and obtain the "Certificate of Qualification in Maternal and Infant Health Care Technology Examination" before taking up their duties.
No medical personnel who have not obtained the Certificate of Competence in Maternal and Child Health Care Technology Examination shall not engage in premarital medical examination.
The medical personnel who have obtained the Certificate of Competence in Maternal and Infant Health Care Technology Examination shall not carry out pre-marital medical examination in health care institutions which have not obtained the License to Practice Maternal and Infant Health Care Technology Services. Chapter III Premarital Medical Examination Article 9 Any man or woman who intends to get married shall, before applying for marriage registration, go in person to the premarital medical examination institution in the place where one of the parties has his/her household registration to undergo a premarital medical examination.
Men and women intending to marry, such as a foreigner, Hong Kong, Macao and Taiwan, should be approved by the provincial health administrative department can carry out foreign pre-marital medical examination of the marriage examination institutions to receive pre-marital medical examination. Article 10 Marriage examination institutions shall carry out premarital medical examination itinerant services in remote areas. Article 11 to accept the premarital medical examination of men and women by the same sex pre-marital medical examination physician to implement the examination, and truthfully answer their inquiries about the pre-marital medical examination program.
Medical personnel engaged in premarital medical examinations have the obligation to protect the private rights of the parties concerned. Article XII of the marriage examination institutions must be strictly in accordance with the State Council health administrative department of the State Council formulated the "marriage health work routine" defined by the examination program to carry out pre-marital medical examination work. Article 13 The marriage examination institutions must strictly implement the premarital medical examination fees and standards and the payment of fees for those who have difficulties in giving exemptions.
Specific charges and standards and exemptions shall be formulated separately by the provincial finance, price and health administrative departments and reported to the provincial people's government for approval. Article XIV marriage institutions must be charged items, fees, examination time hanging in obvious places. Marriage physicians who suffer from diseases that affect marriage and childbirth or other diseases that do not affect marriage and childbearing of the man and woman shall explain the situation and put forward medical guidance and treatment.
The premarital medical examination certificate shall be filled out and signed by the marriage physician, and after the examination and signature of the examining physician, the premarital medical examination certificate shall be stamped with a special seal by the marriage examination organization.
