Notice of Dalian Municipal Government on Printing and Distributing the Measures for the Administration of Health Supervision and Quarantine in Dalian Fishing Port

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other relevant laws and regulations in order to strengthen the health supervision and management of fishing ports, control and eliminate the sources of infectious diseases, prevent the spread of infectious diseases and protect human health. Article 2 These Measures shall apply to the health supervision and quarantine administration of fishing ports and domestic ships, crew members and fishermen entering and leaving fishing ports, as well as goods, luggage, food and other articles that may be contaminated by infectious diseases. Article 3 The municipal, county (city) and district health administrative departments are the competent departments of health supervision and quarantine in fishing ports. Its subordinate health and epidemic prevention stations are specifically responsible for the health supervision and quarantine of fishing ports.

Public security, aquatic products, transportation, ports and other departments at all levels should actively cooperate with the health supervision and quarantine departments to do a good job in the health supervision and quarantine of fishing ports. Article 4 When performing official duties, health supervision and quarantine personnel shall dress neatly, wear "health and quarantine" armbands, produce the "Liaoning Fishing Port Health and Quarantine Officer Certificate", and explain the contents and requirements of performing official duties to the supervision and quarantine personnel.

All fishing ports and ships and crew members entering and leaving fishing ports must accept health supervision and quarantine by health supervision and quarantine institutions, as well as detection, inquiry, investigation and evidence collection of infectious diseases, and have the right to report and expose violations of health supervision and quarantine. Chapter II Health Supervision Article 5 Health supervision and quarantine institutions shall, in strict accordance with the health standards prescribed by the state, conduct the following health supervision and inspection and professional guidance on fishing ports and ships entering and leaving fishing ports, as well as crew and food on board:

(a) Prevention and control of rodents and insect vectors;

(2) Hygienic conditions of food and drinking water and their storage, supply and transportation facilities;

(three) the health status of the crew and the employees engaged in the supply of food and drinking water;

(four) garbage, waste, sewage, feces, ballast water treatment;

(5) Establishment of measures, rules and regulations for fishing ports and ships, provision of health personnel, and popularization of health publicity and education and health knowledge. Article 6 The administrative department in charge of fishing port shall organize relevant departments and units in the port area to strengthen the environmental sanitation management in the port area, take effective measures to actively prevent and control rodents and vector insects, and keep the port area basically free of mosquitoes, flies and rats. Article 7 Fishing boats shall be equipped with full-time or part-time health workers, commonly used medical drugs and disinfectants, insecticides and rodenticides to ensure that there are no rats, cockroaches, mosquitoes and flies on board. Article 8 The crew, fishermen and employees engaged in the supply of food and drinking water and the production and processing of aquatic products in fishing ports shall undergo annual health examination, and those who pass the examination shall be issued with health certificates by the local health supervision and quarantine institutions. Chapter III Health and Quarantine Article 9 After ships in our city enter the fishing port or before leaving the port, the person in charge shall apply for quarantine with the relevant documents to the health and quarantine institution where the fishing port is located, and receive the health and quarantine certificate uniformly printed by the municipal health and epidemic prevention station after passing the quarantine inspection. Foreign ships must hold valid quarantine certificates before they can apply for visas to enter and leave fishing ports. A ship that has not passed the health quarantine inspection or failed to pass the quarantine inspection shall not be loaded or unloaded, its personnel shall not leave the ship, and the ship shall not leave the port. Article 10 When a fishing boat finds that there are people, suspects or rodents on board who have died of unknown causes while sailing or working, it shall immediately sail into the nearest fishing port quarantine anchorage and send a signal to request quarantine. Article 11 Vessels, luggage, goods, postal parcels, food and other articles subject to quarantine inspection shall be disinfected, killed, disinfected or otherwise sanitized by health supervision and quarantine personnel:

(a) from the epidemic area of infectious diseases;

(2) being contaminated by infectious diseases;

(3) Finding rodents or insect vectors related to human health. Article 12 The health supervision and quarantine institution shall report to the local health administrative department as soon as possible in addition to taking necessary measures such as isolation and detention, and the local health administrative department shall immediately report to the health administrative department at the next higher level and the local people's government. Article 13 The health supervision and quarantine institution shall issue a health and quarantine certificate as soon as possible if it considers that the ship that has undergone health and quarantine treatment meets the health and quarantine standards. Chapter IV Awards and Penalties Article 14 The municipal, county (city) and district health administrative departments shall commend and reward the units and individuals that have conscientiously implemented these Measures and made remarkable achievements in the health and quarantine work in fishing ports. Fifteenth in violation of these measures, the health supervision and quarantine institutions shall be given administrative punishment according to the provisions of the law on the prevention and control of infectious diseases in People's Republic of China (PRC), the food hygiene law of People's Republic of China (PRC) and other relevant laws and regulations; If there is a danger of causing the epidemic of infectious diseases, the health administrative department may take compulsory measures to deal with it after reporting to the people's government at the same level for approval; Causing the spread of Class A infectious diseases or having a serious risk of causing the spread of Class A infectious diseases, which constitutes a crime, shall be investigated for criminal responsibility by the judicial department according to law. Sixteenth health supervision and quarantine institutions and their staff in violation of these measures, fraud, favoritism, shall be given administrative sanctions by the competent department or the staff unit; If the circumstances are serious enough to constitute a crime, the judicial department shall investigate the criminal responsibility.
