Measures for the implementation of the special plan for directional enrollment
According to the requirements of the Ministry of Education and other five ministries and commissions, the Notice on Implementing the Special Plan for Targeted Enrollment in Poverty-stricken Areas (Ji [2012] No.2) and the Notice of the Ministry of Education on Increasing the Enrollment Ratio of Rural Students in Key Universities in 20 14 (Ji [2014] No.2), and in combination with the actual situation in our province, this book is specially formulated.
I. Implementation of regional and candidate qualifications
According to the Notice of the Ministry of Education and other five ministries and commissions on Implementing the Special Plan for Targeted Enrollment in Poverty-stricken Areas, the area where the Special Plan for Targeted Enrollment in Poverty-stricken Areas is implemented in our province is 1 1 58 contiguous poverty-stricken counties (cities, districts) (see Annex 1 for details).
Candidates from 58 poverty-stricken counties (cities, districts) who have registered in poverty-stricken areas, studied in a local high school for three years and actually attended and met the registration requirements of the unified entrance examination for ordinary colleges and universities in that year can fill in the special plan volunteers.
Second, the qualification examination and information declaration

Candidates with household registration in poverty-stricken counties and household registration in poverty-stricken counties: Candidates must apply for the Qualification Examination Form for Directional Enrollment Candidates in Poverty-stricken Areas of Gansu Province (see Annex 2 for details) in the county (district) where their household registration is located, and submit it to the county (district) for qualification identification and filing.
2. Candidates whose household registration is in poverty-stricken counties but not in poverty-stricken counties shall apply to the counties (districts) where their household registration is located for the Qualification Examination Form for Directional Enrollment Candidates in Poverty-stricken Areas of Gansu Province, and then submit it to the counties (districts) where their household registration is located for qualification identification. After the qualification is confirmed, the candidate will bring the qualification examination form to the county (district) where the registration is located for the record.
3. Candidates with household registration in poverty-stricken areas but not in the same place: Candidates must apply to the county (district) where the household registration is located for the Qualification Examination Form for Candidates in Poverty-stricken Areas in Gansu Province, fill it out and submit it to the county (district) where the household registration is located for qualification identification. After the qualification is confirmed, the candidate will bring the qualification examination form to the county (district) where the registration is located for the record.
Unqualified candidates are not allowed to participate in the special program admission. When examining the qualifications, candidates who do not belong to fraud or special circumstances shall be reported to the municipal (state) Admissions Office for a ruling after being audited by the county (district) Admissions Office. City (state) Ban Zhao will approve the list of candidates and report it to Ban Zhao for the record.
(2) Submission of qualification information
Each city (state) should establish a separate database of candidates' qualification information in poor areas, and report it to the provincial admissions office before May 15. The Qualification Examination Form for Directional Enrollment Candidates in Poverty-stricken Areas of Colleges and Universities in Gansu Province is put into the paper files of candidates by the county (district) recruitment office.
Third, planning and batch setting

1. The special plan shall be compiled separately. The compilation work is carried out in accordance with the Notice of the General Office of the Ministry of Education on Doing a Good Job in the Compilation and Management of Provincial and Professional Enrollment Plans for National Colleges and Universities in 20 14 (Ministry of Education and Research 1No.).
2. The special enrollment plan of our province issued by the Ministry of Education is divided into two parts: the special enrollment plan of universities outside the province (including Lanzhou University and Northwest University for Nationalities) is designed for 58 poverty-stricken counties (cities, districts) in the province; The special plans of six universities, including Lanzhou University of Technology, Lanzhou Jiaotong University, Gansu Agricultural University, Northwest Normal University, Lanzhou Business School and Gansu College of Traditional Chinese Medicine, have worked out enrollment source plans for 58 poverty-stricken counties (cities, districts) in the province.
3. The enrollment plan is announced separately in the special plan. When announcing the plan, indicate the implementation of the first batch of undergraduate scores and the second batch of undergraduate scores.

The special plan is arranged after the undergraduate course is approved in advance.
Fourth, volunteer to fill in the report.

The special plan is set in batches to fill in the volunteers, and the candidates fill in the special plan page of the online volunteer filling system.

The special plan implements the model of "one first volunteer, three parallel two volunteers". Each school can fill in six majors.

After the results of the cultural class were announced in late June, the special plan was synchronized with the first choice of the ordinary class.

(3) principle of filing
In accordance with the principle of "giving priority to volunteers and giving priority to scores", special plans are filed from high scores to low scores. Special plans are not adjusted, and volunteers are not solicited. If the number of people in the batch is insufficient, the score line can be lowered appropriately according to the wishes of the candidates to ensure the smooth completion of the enrollment plan.

According to the Notice of the Ministry of Education on Increasing the Proportion of Rural Students Enrolled by Key Universities in 20 14, "From 20 14 onwards, freshmen admitted according to the special plan can decide whether to transfer their household registration when they enter school, and can apply for major adjustments according to relevant regulations and procedures during their school days."
