Outline of Dingxing County Urban and Rural Master Plan (2013-2030)
Part I General Rules
I. Scope of Planning
This plan is divided into two levels: the county level and the central city level.
County level: the administrative jurisdiction of Dingxing County, with an area of about 714 square kilometers;
Central urban area level: from the east to the East Outer Ring Road, from the south to the South Outer Ring Road, from the west to the West Outer Ring Road, and from the north to the North Outer Ring Road, with a land area of about 37.4 square kilometers.
The second planning period
The period of this plan is 2013-2030, of which the near-term 2013-2015, the medium-term 2016-2020, and the long-term 2021-2030.
Part II Regional Development Objectives and Strategies
I. Regional Development Objectives
Overall Regional Development Objectives: To make Dingxing a strong economic county in the Beijing-Tianjin-Hebei region, an important node city in the southern part of the Ring Capital Economic Circle, an emerging industrial city in the southern part of Beijing, a base for undertaking industrial transfers, and a base for modern agricultural development.
Economic and social development goals: 2015 GDP of about 12 billion yuan, the proportion of one, two, three industries 22:48:30; 20 billion yuan in 2020, the proportion of one, two, three industries 13:52:35; to about 50 billion yuan in 2030, the proportion of one, two, three industries 10:47:43, the three industries as the "two, three, one". The three industries are in the structure of "two, three, one".
At the end of the planning period, the green coverage rate of the town is ≥50%, the centralized treatment rate of domestic sewage is 100%, and the harmless treatment rate of domestic garbage reaches 100%.
Second, the development strategy
1, linking outside and gathering inside, docking the capital and the Baoding metropolitan area, to undertake the transfer of industries in Beijing and Tianjin, to create a regional cooperation and development demonstration area.
2, broaden the framework of urban development, growing the scale of the central city, to create a new industrial city in southern Beijing and the waterfront livable eco-city.
3, four simultaneous, promote the coordinated development of new urbanization, industrialization, information technology and agricultural modernization, to create a high-quality urban and rural integration demonstration area in the Beijing-Tianjin-Hebei region.
Part III County Spatial General Layout Planning
I. County Township and Village System Planning
(1) Forecast of County Population Scale and Urbanization Level
In the near future: the total population of the county will be 590,000 in 2015, and the urbanization level will be 41%.
Medium-term: total county population of 610,000 in 2020, urbanization level of 49%.
Far-term: 2030 total county population 650,000, urbanization level 64%.
(2) Spatial Structure of County Towns
The plan is to form a spatial structure of the county with "one main body, one pair of bodies, three belts and four districts".
One main: the central city.
A pair: solid town.
Three belts: relying on the 107 National Highway and the Beijing-Guangzhou Railway to form the main axis of the city; relying on the Dingyi Highway and high-speed lead to build the county's northern secondary development axis; relying on the solid Yao Highway, southern high-speed lead and its extension to the east to build the county's southern secondary development axis.
Four districts: four economic development zones, one is the northern economic development zone, including the center of the city, Beihe Township, LiYuZhuang township, and the northern part of the town of TiangongSi; two is the southern economic development zone, including the town of solid townships, xiao village townships and YangCun townships; three is the east of the economic development zone, including the town of small zhuzhuang and the north of the town of Nancai; four is the west of the economic development zone, including the high townships, zhangjiazhuang townships and yao village town.
(C) size class structure
Towns and villages in Dingxing County are divided into five levels according to their size class: central urban area (main center) - key towns (sub-centers) - general townships - central villages - grass-roots villages.
The first level for the county central city: Dingxing County central city;
The second level for the key towns: Gucheng Township;
The third level for the general townships: Beihe Township, GaoLi Township, ZhangJiaJiaZhuang Township, YaoCun Township, XianZhou Township, TiangongSi Township, XiaoZhujhuang Township, YangZhou Township, XiaoCun Township, BeiTian Township, LiZhuo Township, LiYuZhuang Township, and BeiNanCai Township;
Fourth grade is 107 central villages.
The fifth grade is 113 grassroots villages.
(4) Functional Structure of Towns and Cities
Central City - a node city in the southern part of the Capital Ring Economic Circle, an emerging medium-sized city focusing on the development of automobiles, foodstuffs, electronic information, biomedicine, and commerce.
Key towns - Gucheng Town: the sub-center of the county, a regional key town focusing on the development of equipment manufacturing and modern logistics.
Xian Yu Town - the development of food processing as a pillar industry, with the function of trade and commerce of the integrated small town.
Beihe Town - the development of the transportation industry, construction industry as the pillar industry, trade circulation is more developed trade-oriented small towns.
Tiangong Temple Town - the development of garment processing industry as the pillar industry, with a certain degree of trade function of industry and trade-type small towns.
Gao Li Town - the development of construction and handicraft manufacturing industry as the main industry, both tourism and trade services, a comprehensive small town.
Small Zhuzhuang Town - the development of garment processing industry as the pillar industry, with a certain trade function of industry and trade type small towns.
Yangcun Town - the development of clothing industry as a pillar industry, with a certain trade function of industry and trade type small towns.

Two, the county industrial development layout
(a) Industrial development strategy

(2) Strengthen the development of the secondary industry:Promote industry to industrial parks and economic development zones to cluster, to create a base for undertaking industrial transfer. (II) Industrial spatial layout

Two nuclei: the provincial industrial agglomeration area in the south of the county and the provincial economic and technological development zone in the east of the county.
Four districts: northern area: provincial industrial agglomeration area and provincial economic development zone as the center, including the north of Beihe Town, LiYuZhuang Township, and TiangongSi Township, planning to focus on the development of equipment manufacturing industry, green food, modern trade and modern logistics, etc..
Southern area: the core of the solid city industrial park, including the town of solid town, Xiao village township and Yangcun town, planning and development of machining, precision casting and other modern manufacturing industry, docking the Baoding metropolitan area, in the town of solid town planning warehousing and logistics parks.
Eastern Area: centered on Xiaozhuzhuang Township, driving the development of Beinan Caixiang, planning to develop ecological agriculture led by recreation and ecological tourism, docking the new city of Baigou, the development of bag production and garment processing.
Western Area: mainly including Gao Li Township, Zhangjiazhuang Township and Yao Village Township, planning to develop modern agriculture.
Three, the county comprehensive transportation planning
(a) Railway
Planning Beijing-Guangzhou Railway on the west side of the Beijing-Shijiazhuang Intercity Railway corridor reserved for the Beijing-Guangzhou Passenger Dedicated Line in the central part of the county through.
(2) Highway
The county will form a "four horizontal, four vertical and one ring" transportation network at the end of the planning period.
Four horizontal: east-west Dingyi Highway, Beitang Highway, Gu-Yao-Yang Highway, and Jintai Road extending eastward to the Jingbai Line.
Four verticals: Gao Yan Road connecting Lai County and Xushui Logistics Port in the western part of the county, 107 National Highway in the central part of the county, Xin Yang Road connecting Rongcheng County and Dingxing Economic Development Zone in the eastern part of the county as well as the planning road connecting Gao Beidian High-speed Railway New Area and Rongcheng County.
One ring: the outer ring of the central city.
(C) Public **** Transportation
Promoting green transportation modes, encouraging the priority development of public transportation, and gradually realizing the full coverage of urban and rural areas for public **** transportation.
Four, the county public **** service facilities planning
(I) educational facilities
This planning will be based on elementary school 60 ‰, junior high school 30 ‰ of thousands of indicators for primary and secondary schools. By the end of the planning period, there are 6 high schools (including 1 vocational high school), 22 middle schools and 61 elementary schools in the county***. According to the principle of "one village, one case", each central village, grass-roots villages, a reasonable allocation of kindergartens.
(II) Healthcare Facilities
Towards the end of the planning period, 18 healthcare facilities are planned in the county, including 5 in the central city. Key towns have central health centers, general townships have health centers, and new rural communities have health clinics.
(C) cultural and sports facilities
Central urban areas, key towns, general townships, new rural communities in accordance with national norms to configure the appropriate cultural and sports facilities.
(4) Social Welfare Facilities
There is a home for the elderly in the central city, and there is a home for the elderly in each of the townships of Gucheng, Beihe, Gauri and Xianxu.

V, county disaster prevention and mitigation planning
(A) earthquake disaster prevention

Three centers: refers to the north side of Tongxing Road, relying on the county party committee, the county government to form a comprehensive service center, to administrative offices, commercial services; in the Huajian Road and Xingsheng Street intersection of the formation of a comprehensive center, to culture and entertainment, industrial research and development, sports and exhibitions; in the west side of the South Refugee River, relying on the planning of the riverfront new town as the center, to administrative offices, culture and entertainment, sports and exhibitions, and other major.
Five axes: the complex development axis formed by prosperous Xing Street and Xingsheng Street, the urban development axis formed by Tongxing Road, Huajian Road, National Highway 107 and the planning road of the new riverfront area.
Four clusters: four clusters formed by the river, green belt and urban arterial road division, including the ancient city cluster, the eastern cluster, the western cluster, industrial zone cluster. The clusters are linked by urban roads to form an organic whole.
Three, the city's comprehensive transportation planning
(1) External transportation
(1) Railway
Beijing-Guangzhou Railway west of the control of 50-80 meters of protective green belts, reserved for the Beijing-Shijiazhuang Intercity Railway access.
(2) Highway
The outer ring road of the city consists of the northern outer ring, western outer ring, southern outer ring and eastern outer ring, which connects the regional highway externally; it is planned to keep the position of the existing long-distance passenger terminal as the management and command center of the passenger transportation hub.

Combined with the spatial layout structure of the urban clusters, make full use of the original roads to form a "four systems, multiple channels, cellular" of the city's internal road system. (2) Road level

Two rings: refers to the formation of green landscape ring along the outer ring road of the city and the formation of green landscape ring around the ancient city.
Three belts: refers to the Beijing-Guangzhou Railway on both sides of the protection of the green belt and the South Reject River and Zhoujiazhuang creek on both sides of the riverfront green belt.
Eight scenes: refers to the planning of the formation of Dingxing new eight scenes.
Multi-point: refers to the street green space scattered in the residential area.
Fifth, the city landscape landscape planning
Planning to form a "city of three belts, four hearts, six axes and multiple points" of the spatial landscape structure.
A city: mainly within the moat of the designated Xing ancient city area, it is the embodiment of the long history of Dingxing. This landscape area should focus on the restoration of the moat and the ancient city style, the construction of parks around the city, the creation of near-human scale features space, the construction of walking paths, combined with the future tourism market to build the ancient construction of commercial areas.
Three belts: refers to the Beijing-Guangzhou Railway on both sides of the protection of the green belt and the South Rejecting Horse River and Zhoujiazhuang River on both sides of the riverfront green belt, both ecological environment, isolation and protection and other multiple functions, is an important landscape zone in the city.
Four heart: four urban landscape node center, including the ancient city cultural center, Xingsheng Street south extension of the integrated center, the eastern cluster of integrated service center, the west of the cultural center of the new city of the river.
Six axes: refers to the Tongxing Road, Huajian Road, Fanshing Street, Xingsheng Street, National Highway 107 and the Riverfront New Area Planning Road formed by the landscape axis.
Multipoint: refers to the main landscape nodes within the city and the node landscape of the city entrances and exits.
Six, the city's recent construction plan

Recently, the population scale of the central urban area to reach 150,000 people, the city building land of 17.7 square kilometers, per capita building land of 118 square meters.
(3) the focus of recent construction

② Recreational facilities construction: mainly refers to the construction of recreational facilities in the West Wing Cultural and Industrial Park in conjunction with the Shifu Cultural and Industrial Park project to provide residents with places for recreation and leisure and to form a cultural and recreational center in the urban area.
(4) Industrial construction: further improve the construction of the park on the basis of the current provincial industrial clusters.
