Legal analysis: six parts of the municipal transportation engineering, municipal infrastructure supporting engineering, greening and landscape engineering, public **** service facilities engineering, demolition and resettlement housing engineering and smart city engineering within the 5.92 square kilometers of the new high-speed railway area are planned.
(1) Municipal transportation project. Construction of road works 42.937km (including main roads, secondary roads and side roads), road area of 1,121,900 square meters, supporting the construction of traffic engineering, road lighting, slow traffic.
(2) Municipal infrastructure supporting works. 1 boiler house; total length of communication pipeline is about 43,775m; 1 sanitation garbage transfer station, 1 sanitation office, 6 public toilets; 4800m levee of the main canal of the Citation River; 1 first-class fire station (covering an area of about 4100m2).
(3) Greening and landscape project. Construction of three theme parks, namely, Aviation Theme Park, Creative Park and Sports Park, as well as community parks and street green areas, *** totaling 1007300m2.
(4) Public ****service facilities project. Construction of a comprehensive transportation hub with a floor area of 46,000m2, construction of an international hospital (300 beds) with a floor area of 37,000m2, and a business building with a floor area of 43,860m2.
(5) Demolition and resettlement housing project. Involving the demolition and relocation of 1138 villagers, supporting the construction of resettlement houses of 259,560m2.
(6) Smart City Project. Includes network infrastructure, cloud computing center construction, intelligent transportation system, intelligent energy system, intelligent government system, intelligent environmental protection system, intelligent city management system, intelligent security system and intelligent medical system.

Article VIII of the railroad construction project investigation, design, construction, supervision and construction materials, equipment procurement, shall be subject to tender.
