Due to public **** interests, changes in the natural environment and other circumstances, the need to adjust the scope of the Dongshen reservoir area, the municipal people's government shall be fully justified, in accordance with the procedures for approval by the provincial people's government, and announced to the community. Article 4 Dongshen reservoir area water environmental protection shall adhere to the principle of protection priority, prevention and treatment, comprehensive management and damage liability. Article 5 The municipal people's government shall strengthen the leadership of the Dongshen reservoir water environmental protection work.
City, county (district) people's government shall Dongshen reservoir water environmental protection work into the national economy and social development planning, development of water environmental protection goals and annual plans.
The relevant township (town) people's government is responsible for the administrative area of the Dongshenzhen reservoir water environmental protection specific work.
The relevant village committees shall assist in doing a good job of water environmental protection in the Dongshen reservoir area. Article 6 The department in charge of ecological environment is responsible for the unified supervision and management of water environmental protection in Dongshen reservoir area.
The competent department of water administration is responsible for the supervision and management of water resources dispatching, soil and water conservation, and water conservancy project construction in Dongshen reservoir area.
Development and reform, public security, civil affairs, finance, urban and rural planning, natural resources, housing and urban and rural construction, transportation, agriculture and rural areas, emergency management, forestry, fisheries and other relevant departments and agencies shall, in accordance with their respective responsibilities, do a good job in the supervision and management of water environment protection in Dongshen reservoir area.
Dongshen Reservoir management organization is responsible for the daily inspection and management of water environment protection in the primary protection zone. Article 7 The municipal people's government set up Dongshen reservoir water environmental protection special funds, the specific measures formulated by the municipal people's government. Article 8 The people's governments at all levels and relevant departments shall strengthen the Dongshen reservoir water environmental protection publicity and education.
Newspapers, radio, television, online media and other media should be actively carrying out publicity for water protection in Dongshen reservoir area. Article IX any unit or individual has the obligation to protect the Dongshen reservoir water environment, the right to dissuade and report acts of sabotage. Chapter II Water Pollution Prevention and Control Article 10 The water quality standard of the first level of protection shall not be lower than the national "environmental quality standards for surface water," Class II standards.
The water quality standard of the second level of protection shall not be lower than the national "surface water quality standards" Ⅲ standards, and to ensure that the quality of water flowing into the first level of protection meets the required standards. Article 11 the primary protected area gradually implement closed management. The municipal people's government shall set up warning signs and geographical boundary markers at the land boundary of the primary and secondary protected areas; and set up isolation and protection, video surveillance, monitoring and early warning facilities around the land boundary of the primary protected area, water intake and important water supply facilities.
No unit or individual shall not damage, alter, unauthorized movement of warning signs, geographical boundary markers, shall not encroach on, destroy isolation and protection, video surveillance, monitoring and early warning facilities. Article 12 The following acts are prohibited in the secondary protection area:
(1) new construction, alteration and expansion of construction projects discharging pollutants;
(2) setting up outfalls;
(3) discharging sewage, dumping garbage and other wastes into the water body, or piling up or storing solid wastes and other pollutants that may cause pollution of the water body;
(4) Mining, sand quarrying, stone quarrying, earth extraction, blasting;
(v) Setting up slaughterhouses (farms), livestock and poultry farms, and breeding plots;
(vi) Enclosing water to make fields and land;
(vii) Using pesticides and abusing chemical fertilizers;
(viii) Throwing away animal carcasses into a body of water;
(ix) Washing vehicles in a body of water;
( (j) Poisoning, electrocuting and deep-frying fish;
(k) Failing to take measures in accordance with the regulations to engage in activities such as net-box farming and tourism;
(l) Other behaviors prohibited by laws and regulations. Article 13 In addition to the prohibited behaviors stipulated in Article 12, the following behaviors are also prohibited in the primary protection area:
(1) new construction, alteration and expansion of construction projects not related to water supply facilities and protection of water sources;
(2) washing clothes and utensils in water bodies;
(3) engaging in net-box farming, baiting farming, catering, tourism, swimming, angling, life releasing, camping, picnicking and other activities;
(iv) planting crops, stocking livestock and poultry;
(v) building mausoleums and cemeteries;
(vi) water training and other water sports and recreational activities;
(vii) launching, mooring or operation of ships, rafts and other navigational tools that are not carrying out the official duties of water environmental protection;
(viii) laws, Regulations prohibit other behavior. Article XIV of the second level of protection area has been built in the discharge of pollutants in the construction projects and has set up outfalls, the first level of protection area has been built in the water supply facilities and the protection of water sources have nothing to do with the construction projects, by the municipal and county (district) people's government shall order the demolition of the people's government.
The existing mausoleums and cemeteries in the first level of protection, in addition to nationally protected with historical, artistic and scientific value to be retained, should be relocated or y buried within a limited period of time, leaving no graves.
