Fully implement the policy of "stopping passengers and cargo", supervise cross-border transportation enterprises to implement the requirements of "separation of people and cargo, section transportation", and strictly close the loop management of cargo drivers who really need to enter the country, and shall not have contact with the domestic personnel.
(2) Strictly implement the closed-loop management of inbound personnel and personnel in high-risk positions. Strictly implement the whole process of closed-loop management of incoming personnel from the port of entry, quarantine, nucleic acid testing, transfer and triage, isolation and observation to home health monitoring. For high-risk personnel at land, air and water ports who are in contact with inbound personnel, goods and the environment, as well as high-risk personnel at centralized quarantine sites, designated medical institutions and fever clinics, etc., the requirements for prevention and control, such as a clear bottom line, fixed personnel, standardized protection, closed-loop management, high-frequency nucleic acid testing and health monitoring, etc., should be strictly implemented, and good pre-service training should be provided. The relevant provinces (autonomous regions and municipalities directly under the Central Government) should take strong measures to ensure that the closed-loop management of port cities equipped with the power to ensure that the staff work during the centralized accommodation, the closed-loop management in place.
Two, strict personnel travel requirements.
1. Medium and high-risk areas and counties (cities, districts, flags) personnel are strictly limited to travel.

3. Strictly limit travel to medium- and high-risk areas and their counties (cities, districts, flags), non-essential travel to medium- and high-risk areas in other counties of the city (cities, districts, flags).
4. High-risk positions should try to avoid travel, the need to travel to meet the work of more than 14 days out of work and hold a 48-hour negative nucleic acid test certificate, and in the unit to report.
