Chapter I General
Article 1 In order to maintain the normal teaching order of the school, to protect the physical and mental health of students, and to promote the overall development of students in the moral, intellectual, physical and aesthetic sense, according to the Ministry of Education in 2005 promulgated the "Regulations on the Management of Students of Ordinary Schools of Higher Learning," combined with the actuality of the school, the implementation of the rules are hereby formulated.
Article 2 The management of student registration refers to the management of students' registration and performance during the period from enrollment to graduation.
Article 3 These rules are applicable to all students who have obtained full-time general higher education registration in our university.
Article 4 The school to cultivate talents as the center, the implementation of the national education policy, follow the laws of education, and constantly improve the quality of education; to strict management, improve and perfect the management system, standardize the management of behavior; to management and strengthen the combination of education, and constantly improve the level of management, and strive to cultivate and reliable successor.
Article V. Students should have high aspirations and firm beliefs; love the motherland and serve the people; study hard and strive for self-improvement; abide by the law and promote righteousness; be honest and trustworthy, and be disciplined; be sensible and cultivate themselves; be united and friendly; be thrifty and industrious, and strive hard; and love life, and be strong and healthy.
Chapter II - Rights and Obligations
Article 6 Students shall enjoy the following rights during their studies:
(1) To participate in the activities arranged by the school's teaching program, namely, selecting courses, attending classes, taking exams, conducting experiments, doing internships, defending thesis (design), giving lectures, as well as other extracurricular activities; and to use the educational and teaching resources provided by the school.
(2) To obtain a fair evaluation of their ideological and moral character and academic performance, and to obtain the corresponding academic certificates and degrees after completing their studies as stipulated by the university.
(3) To appeal to the university or the higher education administrative department if they have any objection to the disciplinary actions or treatment given by the university.
(4) Other rights stipulated by laws and administrative regulations.
Article 7 Students shall fulfill the following obligations during their studies:
(1) To abide by the Constitution, laws and regulations of the state;
(2) To abide by the management system of the university;
(3) To study hard and complete the required studies for all majors in the university;
(4) To pay the tuition fees and other related expenses as required, and to fulfill the obligations of obtaining the loans and scholarships;
(5) To pay the tuition fees and other related expenses as required.
(5) Other obligations stipulated by laws and regulations.
Chapter III: Management of Academic Records
Section I: Admission and Registration
Article 8 New students admitted by the university in accordance with the state regulations shall come to the university within the stipulated time to apply for enrollment and registration with the "Admission Notice" and the relevant documents required by the "Admission Notice for New Students" of the university. For some reasons, the students can not report to the school on time, should be reported to the school before the start of the enrollment office with the relevant proof of leave of absence, leave of absence period shall not exceed one week; due to force majeure and other reasons, by the students themselves in the start of the enrollment application, the school can be retained two weeks of enrollment qualification; other more than the required reporting time, as a waiver of enrollment qualifications.
Article IX new students enrolled, the school in three months in accordance with the national enrollment regulations for its review. Review qualified, to be registered and obtain school registration; review failed, the school to deal with different situations, until the disqualification. Anyone who obtains school registration through fraud or favoritism will be immediately disqualified from school once it is found out. If the situation is serious, the school referred to the educational administrative departments, discipline inspection, supervision and judicial departments to be prosecuted.
Article 10 of the newborn suffering from diseases, the school designated by the second-class hospital (the same below) diagnosed that it is not suitable for school learning, the student's own application, the Registrar's Office reported to the school for approval, can be retained for one year enrollment qualifications, and return to the original place of treatment. The student who has retained his/her enrollment status shall not be granted academic status. After recovering from treatment during the period of retained enrollment qualification, the student may apply for enrollment at the school. After being diagnosed by the hospital designated by the school, meeting the requirements of physical examination, and passing the school's review, the student will be re-registered for enrollment. Those who fail the review or fail to go through the enrollment procedures after the deadline will be disqualified from enrollment.
Article 11 At the beginning of each semester, students must return to school on time and go to the college where they are enrolled in their majors and the relevant departments of the school with their student ID cards to go through the registration procedures. Those who cannot register on time for any reason should apply for a deferral of registration. Those who do not apply for leave of absence and do not report for registration after the due date will be treated as automatic withdrawal from the university. Students who have not paid tuition fees according to school regulations or who do not meet the registration conditions will not be registered. Students from economically disadvantaged families can apply for loans or other forms of financial assistance and register after completing the relevant procedures.
Section II: Examination and Record of Achievements
Article 12: Students shall be required to take part in the examination of the courses (including various educational programs) stipulated in the teaching plan of their majors. The results of the examination shall be recorded in the student's grade book, and the college where the course is held shall log the results on the Internet and report them to the Academic Affairs Office for record.
Article 13 The examination is divided into two forms: test and examination. Students who pass the examination will be awarded the corresponding credits.
Article 14 All grades shall be assessed by the percentage system, and the total grades of each course shall be calculated according to 20% of the usual assessment grade and 80% of the final assessment grade. If the percentage needs to be adjusted due to the requirements of the course, it shall be finalized by the college where the course is held, and reported to the Registrar's Office for the record at the same time. The results of the university physical education course are based on the usual attendance, in-class teaching and extracurricular exercise activities.
Article 15 Students who fail a course under the teaching program should apply for a supplementary examination or retake the course. For those who want to retake the course, after the research and consent of their colleges, report to the Registrar's Office for the record, the Registrar's Office coordinates the arrangement of retaking the course; elective courses failed, students can retake, or by their colleges, the Registrar's Office agreed to study other courses. The students will be able to study other courses with the consent of their colleges and the Academic Affairs Office.
Article 16 Students are not allowed to take leave during the examination. If you are sick and can't take the exam, you must hold the certificate of the second class hospital designated by the school, signed and stamped by the director of the school hospital, and apply individually, after the examination of the college, the Registrar's Office for the record, you can apply for the postponement of the examination procedures, and the Registrar's Office will arrange for an examination after the expiration of the vacation period and after the beginning of the school year.
Article 17 Anyone who is not qualified to take the exam, or who is absent without leave or leave of absence is not approved, the course must be repeated.
Article 18 The students who have failed to accumulate 1/4 of the total credits will be withdrawn from the university.
Article 19 Students' Examination Violations:
(1) Examination violators shall be criticized and educated by the student's college and given appropriate disciplinary actions such as warnings, serious warnings, demerits, etc. depending on the circumstances. If the situation is serious, the course assessment results are invalidated, and reported to the Registrar of the University for processing.
(b) cheating, once found, the course assessment results are invalidated, and at the same time given one year probationary sanctions. In serious cases, until the expulsion of students. Give a warning, serious warning, demerit and probationary sanctions, after education and good behavior, in the course before graduation can be given the opportunity to make up for the examination.
(C) by others instead of the test, for others to participate in the test, the organization of cheating, the use of communications equipment and other ways to cheat, shall be expelled from the school; involved in off-campus personnel, transferred to the relevant departments.
Article 20 Students must obtain the qualification for the examination (examination) before taking the examination or examination. The examination qualification is examined by the student's college and reported to the Academic Affairs Office for the record. Those who have one of the following conditions can not obtain the qualification of examination:
(a) the cumulative absence (including sick leave) exceeds 1/3 of the total credit hours of the course in a semester;
(b) those who fail in the usual assessment or those who don't have usual grade;
(c) those who are absent for more than 6 credit hours of the course in a semester.
Article 21 Teachers shall record the usual grades and examination results in the student's grade book, and the grades shall not be altered. Professional courses (including basic professional courses) examination results book in duplicate, signed by the teachers, according to the prescribed procedures by the dean of the college in charge of teaching audit signature, stamped with the official seal of the college, a copy of the student's college office, and the other copy of the examination paper analysis and sent to the Registrar's Office.
Article 22 The student's grades are the responsibility of the college of the substitute teacher to complete the registration work of the student registration management system before and after the vacation of each semester. After the grades are logged in, in principle, no changes are allowed. If there are special reasons to change the grades, the teacher must write a written certificate, which is signed by the dean of the college and approved by the Academic Affairs Office, and then the staff of the Academic Affairs Section of the Academic Affairs Office will change the grades according to the actual grades of the papers on the Academic Affairs Management System.
Article 23 The public **** physical education course is a compulsory course, students must achieve a passing grade and get the corresponding credits. Students' grades in public **** physical education shall be assessed according to attendance, in-class teaching and extracurricular exercise activities. For students who are unable to attend regular physical education classes due to disabilities, the College of Education and Public **** Management will arrange for them to attend "physical education and health care classes" upon their own application and the opinions of their colleges, which will be reported to the Office of Academic Affairs for approval. The teacher will assess the performance of the public **** physical education class according to the class situation.
Article 24 Students may apply for minors in other majors or take courses in other majors according to the relevant regulations of the university. Students can take courses across schools according to the inter-school agreement. The grades (credits) of the courses taken in other universities shall be recognized by the university after review.
Section 3: Transfer of Major and Transfer of Studies
Article 25 Students can apply for transfer of major according to the regulations of the university. According to the development and change of the demand for talents in the society, the university can adjust the majors of students when necessary.
Article 26 Students should complete their studies in the admitted institutions. In case of illness or special difficulties, students can apply for a transfer to another school.
Article 27 Students can change their majors within the scope of the university by their own application, the consent of the transferring college and the transferring college, the review of the Academic Affairs Office, and the approval of the university and the provincial education department for the record.
Article 28 Students applying for transfer to other institutions, by the agreement of the two schools, the transfer of the school reported to the location of the provincial administrative department of education to confirm that the reason for the transfer is justified, you can apply for the transfer procedures; the transfer of students by the transfer of the provincial administrative department of education in the transfer place of the transfer to the local administrative department of education, according to the conditions of the transfer of the transfer of the transfer of the procedures for the transfer of the transfer of the confirmation. The transfer of household registration by the transfer of the provincial education administrative department will copy the relevant documents to the public security department of the transfer of the school.
Article 29 Students shall not be allowed to transfer to another school under any of the following circumstances:
(1) those who have been enrolled for less than one semester;
(2) those who have been transferred from the next batch of schools in the place where they were enrolled to the previous batch of schools, or those who have been transferred from lower to higher academic levels;
(3) those who have been identified as oriented or entrusted cultivation at the time of enrollment;
(4) those who should be withdrawn from the school; or those who have been transferred from the next batch of schools in the place where they have been enrolled to the next batch of schools. (D) should be withdrawn from school;
(E) other unjustified reasons.
Section IV: Suspension and Re-enrollment
Article 30 Students can complete their studies in stages. The number of years of schooling for higher vocational education (specialties) shall not exceed five years, and the number of years of schooling for undergraduate education shall not exceed six years.
Article 31 Students shall be suspended from their studies under any of the following circumstances:
(1) Those who are diagnosed by the designated hospitals as having to be suspended from classes for treatment and recuperation due to illnesses accounting for more than one-third of the total semester hours;
(2) Those who are absent from classes for a semester for more than one-third of the total semester hours according to the attendance;
(3) Those who are suspended from classes due to special reasons on their own application or when the school
(c) For special reasons, the applicant or the university considers it necessary to take a leave of absence.
Article 32 The suspension of students is generally for a period of one year (due to illness, with the approval of the school, can be suspended for two consecutive years), the cumulative total of no more than two years.
Article 33 The issues related to the suspension of students shall be handled in accordance with the following provisions:
(1) Suspension of students shall not be entitled to the treatment of students studying in school.
(2) Students who are suspended due to illness should go home to recuperate. During the period of sick leave, they are entitled to medical treatment at public expense for one year. Two consecutive years of sick leave the second year to stop public medical care, medical expenses at their own expense. During the period of enjoying public medical treatment, students should visit local public hospitals and be reimbursed according to the school regulations with the official documents of the hospitals.
(C) students home from school, the round-trip travel expenses at their own expense.
Article 34 Students shall go through the following procedures for resumption of studies:
(1) Students who are suspended due to injuries or illnesses shall apply for resumption of studies only if they are diagnosed by a hospital at or above the county level and proved to have recovered their health and passed the school's re-examination;
(2) Students who are suspended from their studies shall apply for resumption of their studies to the school with the relevant certificates before the beginning of the semester;
(3) If they have any problems during the suspension of their studies, they may apply to the school with the relevant certificates before the beginning of the semester. (C) Students shall be disqualified from resuming their studies if they have committed serious violations of law and discipline during the period of suspension.
Article 35 Students shall not apply for other institutions during the period of retention of enrollment qualification, retention of academic status and suspension of study.
Article 36 If a student takes a break from school, he/she shall go to the Academic Affairs Office to get the "Weinan Normal University Student Academic Record Change Form", and go through the procedures of taking a break from school according to the requirements; if a student fails to go through the procedures of taking a break from school, he/she shall be punished by absenteeism.
Article 37 If a student is recruited to join the Chinese People's Liberation Army (including the Chinese People's Armed Police Force), the school shall retain his/her academic status until one year after his/her discharge.
Section 5: Withdrawal
Article 38 Students shall be withdrawn from the university under any of the following circumstances:
(1) Students who have earned less than one-third of the credits in each semester;
(2) Students who do not apply for reinstatement at the end of the suspension period or who fail to pass the re-examination of the application for reinstatement;
(3) Students who have been mobilized by the university and have failed to take leave of absence from the university due to illness, and have missed one year of schooling.
(4) Those who have been diagnosed by the designated hospitals as having illnesses that make it impossible for them to continue their studies in school;
(5) Those who are unable to continue their studies due to accidental disabilities;
(6) Those who have been absent from school without leave and have failed to take part in the teaching and learning activities stipulated by the school for two consecutive weeks;
(7) Those who have failed to enroll in school for one week without valid reasons;
(8) Those who have failed to enroll in school for one week without valid reasons;
(9) Those who have failed to enroll in school for three weeks without valid reasons; and
(viii) Those who have not registered for the first week of the school year without a valid reason;
(viii) Those who have applied for withdrawal from the school and have been persuaded to withdraw from the school.
Article 39 The withdrawal of students shall be approved by the university after the college concerned puts forward its opinions according to the regulations on student registration and submits them to the Registrar's Office for examination and approval.
Article 40 The aftermath of student withdrawal shall be dealt with in accordance with the following rules of academic management, and shall be reviewed and approved by the Academic Affairs Office of the university.
(a) withdrawal and for various reasons to deal with students leaving school, home parents or dependents of the location of settlement.
(b) Diagnosed as not meeting the physical examination standards of the disease (including accidental disability), the parents or dependents are responsible for receiving back.
(3) The school will issue a certificate of withdrawal and a certificate of incompletion according to the number of years of study (not less than one year of study). Students who leave the school without the approval of the school shall not be issued with incompletion certificates or withdrawal certificates.
Article 41 Students who have been canceled or withdrawn from school are not allowed to apply for reinstatement.
Article 42 The withdrawal of students from the school shall be decided by the Dean's Office, and a decision letter shall be issued by the school and delivered to the student's college for his/her signature, which shall include the facts, reasons, grounds and time limit for appealing against the withdrawal of a student from the school. If the decision cannot be delivered directly, the school may send it by express or registered mail in accordance with the home address provided by the student; if the decision still cannot be delivered, the school may take appropriate means to make an announcement within the school, and it shall be deemed to have been delivered when three days have elapsed since the date of the announcement. For the decision has been served in accordance with the provisions of the relevant materials by the Office of Academic Affairs for archiving information, and also reported to the Provincial Department of Education for the record.
Article 43 Students who have objections to the treatment of withdrawal, with reference to the Ministry of Education's "Regulations on the Administration of Students in Ordinary Colleges and Universities", Article 61, Article 62, Article 63 and Article 64, shall submit written appeals to the Student Appeals Committee of the university and the higher education administrative departments within the specified time.
Section 6 Attendance and Discipline
Article 44 After the opening of each semester or the closing of holidays, on the morning of the first day of the official class, each college shall check the arrival of students to the school and report in writing to the Registrar's Office on the number of students who should be present in the classes, the actual number of students present, the number of students who are absent from the classes on leave, and the list of students who are absent from the classes on leave.
Article 45 Students who are unable to participate in the activities stipulated in the education and teaching program on time shall apply for leave of absence and obtain approval in advance. Students shall take leave of absence in accordance with the following approval procedures: leave of absence: students are generally not allowed to take leave of absence. If there are special circumstances that require a leave of absence, the student must state the reason in advance and go through the procedure of taking a leave of absence in person. Upon approval, the student may leave the school. If the leave of absence exceeds two days, the necessary proof should be attached. Sick leave: Students who take sick leave must have a certificate of diagnosis from the hospital. If they cannot take the leave on the same day, they must make up for the leave within three days, otherwise they will be treated as absent from school. A leave of absence must be filled out. Sickness or accidental leave of absence within one day will be approved by the counselor with the consent of the class president; leave of absence of more than one day will be approved by the student's college. After the leave procedure is completed, the leave slip will be submitted to the office of the college where the student lives for examination. Cancellation and Renewal of Leave of Absence: After the expiration of leave of absence, students must attend classes on time and cancel the leave of absence to the department that granted the leave of absence in a timely manner. Students who do not cancel their leave after the expiration date will be punished for absenteeism. If you can't come to school on time and need to renew your leave, you must state the reason and attach a certificate, and the method of renewing your leave is the same as that of taking a leave of absence.
Article 46 The head of each class or the study officer is responsible for attendance, filling out the "Teaching Log of Weinan Normal College" in accordance with the regulations, summarizing students' tardiness, early departure and absence from classes at the end of each week, and announcing it in the class, and then submitting the statistics to the office of their respective colleges in the following week after reviewing it by the counselor. The comrades in charge of student attendance in the office of each college should know the absence of students in time, make records accurately, and report the student attendance to the dean of the college in time, as well as educate and deal with the unexcused absences.
Article 47 The students who are absent from classes (including unexplained late arrival and early departure) should be criticized and educated, and those who are serious or repeat offenders should be given disciplinary actions. A semester of absenteeism accumulated 10 hours (absenteeism one day according to the actual number of classes), given a serious warning; accumulated more than 10 hours, less than 30 hours, according to their own understanding of the attitude, were given a demerit or probation; absenteeism accumulated more than 30 hours, given expulsion from school. Late arrival and early departure are counted as one class hour twice.
Article 48 Students who plagiarize or copy others' achievements shall be given warnings, serious warnings, demerits, probation and expulsion depending on the circumstances.
Article 49 The expulsion of a student shall be decided by the Dean's Office of the university, and a decision letter shall be issued by the university and delivered to the student by the student's college for signature, which shall include the facts, reasons, grounds and time limit for appealing against the expulsion. If the decision cannot be delivered directly, the school may send it by express or registered mail in accordance with the home address provided by the student; if the decision still cannot be delivered, the school may make an announcement on campus in an appropriate manner, and it shall be deemed to have been delivered when three days have elapsed since the date of the announcement. For the decision has been served in accordance with the provisions of the relevant materials by the Office of Academic Affairs for archiving information, and also reported to the Provincial Department of Education for the record.
Article 50 Students who have objections to the disciplinary action, with reference to the Ministry of Education's "Regulations on the Administration of Students in Ordinary Colleges and Universities", Article 61, Article 62, Article 63 and Article 64, shall submit written appeals to the Student Appeals Committee of the university and the higher education administrative departments within the specified time.
Section VII: Graduation, Completion and Incompletion
Article 51 Students who have completed the contents of the educational teaching program within the prescribed years of the school and have met the requirements in morality, intellectuality and physical fitness shall be allowed to graduate and be issued with graduation certificates by the school.
Article 52 Students who have completed the contents of the educational teaching program within the prescribed period of time and have not met the requirements for graduation shall be allowed to graduate and be issued a certificate of graduation by the school. Completion of one year after the completion of the student, can be in the school at the time specified for re-study or make up the graduation design, thesis, defense, the results of those who passed the provincial Department of Education review and reissue of the diploma; reissue of the certificate of graduation, graduation time according to the date of issuance of the certificate. Those who fail the grades or do not apply for make-up exams after the deadline will not be reissued in the future. Students in the last academic year, one of the following circumstances, the completion of the study period issued after the completion of the certificate:
(a) the last academic year, the first semester of the final exam absenteeism, cheating, or failing a course (not to reach the drop, repeat the number of doors), after the remedial examination is still failing.
(2) Failure to pass the final examination of the last semester (not reaching the number of repeated courses).
(3) Students who have failed a course in the final year or who have cheated in the course (not reaching the number of courses to be demoted or retained) can take the graduation examination in the final semester, and those who have failed in the graduation examination by absenteeism, cheating, or failing after the examination.
(d) Absenteeism or cheating in the final semester graduation examination.
Article 53 The university shall confer bachelor's degree on undergraduates who meet the requirements for degree conferment and issue certificates.
Article 54 The university shall issue certificates of incompletion to the students who have withdrawn from the university after studying for more than one year and passing the grades.
Article 55 The university shall issue a certificate of minor to those students who have completed their majors and minored in other majors and met the requirements of the minor.
Article 56 The university shall not issue academic certificates or degrees to those who enter the university in violation of the national enrollment regulations; the university shall have the right to recover the issued academic certificates and report them to the administrative department of education to declare them invalid.
Article 57 If the certificate of graduation, completion or incompletion is lost or damaged, the university shall issue a corresponding certificate after verification upon application by the student. The certificate and the original certificate have the same effect.
Article 58 If the corresponding academic certificate is not awarded, the student's college will send a notice to the student. The notification letter includes the decision of not granting the academic certificate, the reasons and grounds, and informs the student of the possibility of filing an appeal and the time limit for filing an appeal. At the same time, the student's college will file the relevant materials.
Chapter IV Supplementary Provisions
Article 59 The management of students receiving adult higher education can refer to the implementation rules.
Article 60 In case of any conflict between these regulations and the regulations of the state and the competent departments in the course of implementation, the state and the competent departments shall prevail.
Article 61 The Academic Affairs Office shall be responsible for the interpretation of these Implementing Rules.
