I. General Provisions (1) This emergency plan is formulated for the purpose of timely and proper handling of aviation emergencies in and around Shanhaiguan Airport in Qinhuangdao City, unified organization and coordination of social rescue forces, rapid and efficient rescue, minimizing casualties, protecting the safety of the state and public property, and maintaining social stability. (2) Prepared according to the National Emergency Plan for Handling Civil Aircraft Flight Accidents, the Provisions of People's Republic of China (PRC) Municipality on Searching and Rescuing Civil Aircraft, the Emergency Rescue Rules for Civil Transport Airports, and the Overall Emergency Plan for Public Emergencies of Qinhuangdao Municipal People's Government. (III) Scope of Application This plan is applicable to the rescue work of aviation (military and civilian) emergencies in and around Shanhaiguan Airport in Qinhuangdao City. (IV) Disposal Principles The emergency disposal of aviation emergencies follows the following principles: 1, people-oriented, avoiding and minimizing casualties. 2. Unified command, hierarchical management and hierarchical response. 3, clear responsibilities, division of responsibilities, timely response, decisive measures, efficient operation. 4. Give priority to prevention, always be vigilant, exchange information and enjoy resources, and rely on scientific and legal disposal.
Second, the organization and responsibilities
(1) The organization of aviation emergency rescue shall, under the leadership of the Municipal People's Government's "Emergency Committee for Public Emergencies", set up a leading group for aviation emergency rescue in Qinhuangdao, and set up a permanent organization-emergency rescue command center. Shanhaiguan Airport Company set up an emergency rescue command center, and the commander is concurrently the general manager of Shanhaiguan Airport Company. Emergency rescue leading group: leader: member of the Standing Committee of the Municipal Party Committee and executive deputy mayor. Deputy Head: Secretary-General in charge of the Municipal Government, Director of the Municipal Safety Supervision Bureau, Deputy Director of the Municipal Development and Reform Commission, Deputy Commander in charge of the Naval Aviation Training Base of Shanhaiguan Airport, and General Manager of Shanhaiguan Airport Company. Member units: Municipal Safety Supervision Bureau, Municipal Development and Reform Commission, Municipal Health Bureau, Municipal Fire Brigade, Municipal Public Security Bureau, Qinhuangdao Maritime Safety Administration, Municipal Foreign Affairs and Overseas Chinese Affairs Office, Qinhuangdao Armed Police Detachment, Shanhaiguan Airport Naval Aviation Training Base, Shanhaiguan Airport Company and other units.
(2) Responsibilities 1. Emergency rescue leading group: it is the highest decision-making body for emergency rescue of aviation emergencies at Shanhaiguan Airport in Qinhuangdao City. Responsible for organizing, directing and mobilizing social rescue forces within the jurisdiction to rescue aviation emergencies at Shanhaiguan Airport, and reporting the progress of emergencies to relevant departments at higher levels. 2. Emergency rescue command center: responsible for daily duty and early warning of aviation emergencies; According to the implementation plan of emergency rescue in the airport, we should actively use our own strength to organize early rescue, fully control the accident and prevent the occurrence of secondary, derivative and coupling incidents. When the airport's own strength is not enough to deal with emergencies, it should decisively start the municipal emergency rescue plan, and in case of emergency, it can directly ask the rescue unit for help. 3. Shanhaiguan Airport Company: set up an emergency rescue command center and check its functions regularly; In accordance with the provisions of the Civil Transport Airport Emergency Rescue Rules, formulate a standardized, detailed and comprehensive internal emergency rescue implementation plan, and revise and improve it once a year; Regularly drill the important links in the emergency rescue implementation plan. 4. Naval Aviation Training Base of Shanhaiguan Airport: After receiving the rescue instruction, it rushed to the scene of the accident according to the principle of proximity, and put into early rescue work such as fire fighting and on-site support; Provide necessary equipment, equipment and venues for rescue work. 5. Municipal Safety Supervision Bureau: Participate in the organization and coordination of aviation emergency rescue; Organize and coordinate accident investigation according to law; Supervise the investigation, handling and aftermath of accidents. 6. Municipal Development and Reform Commission: assisting the emergency rescue command center in handling aviation emergencies; Coordinate all social forces to actively participate in rescue; According to the actual situation, formulate and revise the aviation emergency disposal plan within the jurisdiction. 7. Municipal Health Bureau: After receiving the rescue instruction, immediately notify all medical rescue units, organize medical personnel, vehicles and necessary equipment in the shortest time, and rush to the scene of the accident to carry out emergency medical rescue and on-site sanitary disposal to avoid and minimize casualties; Cooperate with the public security department to identify the victims. 8. City Fire Brigade: After receiving the rescue instruction, dispatch fire engines (mainly foam cars) to the scene of the accident as quickly as possible, carry out rescue according to the arrangement of the emergency rescue command center, and put forward rescue plan suggestions as appropriate, so as to control the fire in the most effective way and rescue the people in distress. 9. Municipal Public Security Bureau: responsible for the vigilance, video recording and protection of the accident site; The traffic police should set up posts at the main intersections of the two main roads leading to the airport in the urban area to ensure the unimpeded rescue vehicles; Do a good job in guiding the personnel and vehicles at the scene of the accident and maintain the traffic order at the scene of the accident; Assist in the search and protection of aircraft black boxes and participate in the work of verifying the identity of victims; Organize personnel to deal with explosives or dangerous goods on board; On-site disposal of illegal interference such as hijacking aircraft and personnel. 10, Qinhuangdao Maritime Bureau: For maritime aviation emergencies, measures were quickly formulated and boats and planes were dispatched for search and rescue; According to the on-site situation, timely, flexibly, quickly and safely salvage the overboard aircraft, personnel and goods. 1 1. Foreign Affairs and Overseas Chinese Affairs Office of the Municipal Government: When foreigners are involved in aviation emergencies, they are responsible for coordinating relevant foreign affairs and providing language translation. 13, Qinhuangdao detachment of Armed Police: After receiving the rescue instruction, send enough police to the scene to set up a cordon; Rescue the wounded, materials, equipment, etc. Go all out; Cooperate with the public security department to deal with illegal interference such as hijacking planes and personnel.
Iii. Procedures for starting the rescue plan (I) Classification of emergency rescue 1. Emergency dispatch: An aviation emergency occurred, causing casualties, aircraft damage and huge losses to important ground facilities, which had a great impact on the use of facilities, environmental protection, public safety and social stability. 2. Assemble for standby: serious abnormal emergencies occur during the operation of the aircraft, which may lead to flight accidents, or may have certain impacts or losses on ground facilities, environmental protection, public safety and social stability. (two) whether to start the emergency rescue plan for aviation emergencies is decided by the emergency rescue command center. After the plan is started, it shall be implemented according to the following procedures: 1. The emergency rescue command center of public emergencies shall immediately notify the municipal duty room, and report to the emergency rescue leading group to start the aviation emergency rescue plan, and clarify the emergency rescue level. 2, in an emergency, the emergency rescue command center can directly to the relevant rescue units for help, rescue units should act quickly, and report to the organization at the same level in the rescue process. 3. After the emergency rescue command center received the report, the emergency rescue leading group immediately rushed to the scene of the accident to mobilize various rescue forces to organize rescue quickly. 4. After the emergency rescue leading group arrives at the scene, the emergency rescue command center will carry out rescue work according to the decision of the emergency rescue leading group. 5. The emergency rescue leading group will report the aviation emergency progress to the superior in time.
(III) Information transmission of emergency rescue After an aviation emergency, the information transmission should be accurate, simple and clear, including the specific place where the accident occurred, the nature of the accident, the current brief information such as the aircraft type, the number of passengers on board, the damage of the aircraft, the casualties and other necessary contents. (4) On-site rescue 1. Units and personnel involved in on-site emergency rescue shall carry out emergency rescue and disposal work under the unified command and mobilization of the emergency rescue command center. 2, emergency rescue should adhere to the principle of people-oriented, give priority to rescue passengers, crew members and other people in need, minimize casualties. 3. Minimize the property losses of the country and people on the premise of ensuring that people get timely assistance. 4. Under the premise of not affecting the emergency rescue work and accident investigation, restore the normal operation of the airport as soon as possible to avoid the long-term closure of the airport. The relevant air traffic control departments shall, according to the situation, timely allocate flights related to the operation of this airport. 5. Take necessary measures to control the development of aviation emergencies and minimize the negative impact of aviation emergencies. (5) Emergency termination 1, emergency termination conditions (1) Emergency search and rescue work has been completed. (2) Survivors on board have been evacuated. (3) Casualties are properly treated and handled, and important property is protected as necessary. (4) Effective protective measures were taken for the scene of the accident, emergency personnel and the masses. (5) All kinds of hazards caused by accidents have been eliminated, and there is no possibility of secondary occurrence. (6) There is no need to continue all kinds of emergency actions at the scene of the accident. (7) The affected transport airports have resumed normal operation. (8) The accident site and its surroundings are effectively controlled, and the impact on important ground facilities, environmental protection, public safety and social stability is minimized. 2. Emergency Termination Procedure The emergency rescue leading group confirms that the emergency termination conditions are met, and chooses the appropriate termination time to announce the termination of the emergency rescue plan. After the termination of the emergency rescue plan, the units participating in the emergency rescue shall timely evaluate their emergency rescue work, sum up experiences and lessons, put forward suggestions for improvement, and revise and improve the emergency plan.

(2) The accident investigation was conducted by the North China Regional Administration of Civil Aviation according to the authorization of CAAC and the Provisions on the Investigation of Civil Aircraft Flight Accidents.

The units and individuals who have made outstanding contributions to the aviation emergency rescue work, such as quick action and proper disposal measures, have avoided accidents or reduced casualties and property losses. In the emergency rescue and disposal of aviation emergencies, units and individuals that have caused great losses to national interests and people's lives and property due to dereliction of duty, delaying the rescue opportunity and ineffective measures will be punished according to the seriousness of the case.
