The offices of the Customs, administrative and management organizations of the Park and their business entities, and enterprises established in the Park (hereinafter referred to as enterprises in the Park) shall be set up in the comprehensive office area of the Park within the planning area of the Park and outside the fence. Except for the safety and security personnel and the duty personnel of the relevant departments and enterprises, other personnel shall not reside in the park. Article 6 After the General Administration of Customs, in conjunction with relevant departments of the State Council, has passed the inspection and acceptance of the relevant facilities and premises stipulated in Article 4 and Paragraph 1 of Article 5 of these Measures, the park may carry out the relevant business. Article 7 The park may carry out the following businesses:
(1) storage of imported and exported goods and other goods for which customs procedures have not been completed;
(2) simple processing and value-added services for circulation of the stored goods;
(3) import-export trade, including re-export trade;
(4) international procurement, distribution and delivery;
(5) international transshipment;
(7) international trade in the park; and
(8) international trade in the park, including re-export trade. transit;
(vi) testing and repair;
(vii) commodity display;
(viii) other international logistics businesses approved by the Customs. Article 8 Commercial retailing, processing and manufacturing, refurbishment, dismantling and other businesses not related to the park shall not be carried out in the park. Article 9 Enterprises in the park shall report in writing to the competent Customs of the park and go through the relevant procedures within a specified period of time in the following cases:
(1) suffering from force majeure and other disasters;
(2) the goods under the supervision of Customs are subject to seizure, detention and other compulsory measures by administrative law enforcement departments or judicial organs;
(3) the goods under the supervision of Customs are subject to theft;
(D) Other cases stipulated by laws and administrative regulations.
The reporting time for the above circumstances shall be within 5 working days from the date of occurrence for item (i) and within 3 working days from the date of occurrence for items (ii) to (iv). Article 10 For the customs supervised goods entering or leaving between the park and outside the zone, the competent customs office of the park may require the enterprises to provide appropriate guarantees. Article XI of laws and administrative regulations prohibit the import and export of goods, articles shall not enter or leave the park. Chapter II Management of Customs on Enterprises in the Park Article 12 Enterprises in the park shall have the legal personality of enterprises. Before carrying out business, enterprises in the Park shall apply for registration with the Customs in accordance with the Provisions of the People's Republic of China on the Administration of Customs Registration of Customs Brokerage Units and relevant regulations.
Under special circumstances, with the approval of the Customs directly under the Customs, legal person enterprises outside the zone may set up branches in the zone in accordance with law. Article 13 Enterprises in the zone shall have the following conditions:
(1) They have the ability to pay taxes to the Customs and fulfill other legal obligations;
(2) They have specialized business premises in the zone. Article 14 Enterprises in the park shall report to the Customs directly under the Customs for approval if they change the area and address of their business premises; and if they change their registered contents such as name, organization, nature, legal representative, registered capital, etc., they shall report to the Customs directly under the Customs for the record within five working days after the change.
Park enterprises have other changes other than the preceding paragraph, should be in accordance with the relevant provisions of laws and administrative regulations to the park customs report and handle the relevant procedures. The park administration or its business entities should be under the guidance of the Customs through the "electronic port" to establish for the Customs, the park enterprises and other relevant departments to carry out electronic data exchange and information **** enjoy the computerized public **** information platform.
Enterprises in the park shall establish a computerized management system that meets the requirements of Customs supervision, provide terminal equipment for Customs to access data, and network with Customs in accordance with the authentication methods and data standards stipulated by Customs. Article 16 Enterprises in the park shall, in accordance with the "Accounting Law of the People's Republic of China" and relevant laws and administrative regulations, standardize the financial management, set up account books and statements in conformity with the requirements of Customs supervision, record the financial status of the enterprise and the inventory, transfer, transfer, sale, simple processing and use of goods and articles entering and leaving the park, and truthfully fill in the relevant documents and account books, and keep accounts and accounting on the basis of legal and valid vouchers.
