Construction content and scale: The project is a response to the National Development and Reform Commission, the Ministry of Construction, the State Ministry of Environmental Protection, "on the issuance of the national construction of harmless urban waste treatment facilities "Eleventh Five-Year Plan" notice" (Development and Reform Investment [2007] 1760) and the Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Development and Reform, Beijing Municipal Commission of Construction "on the issuance of Beijing 2009 key construction project plan notice" (Beijing Development and Reform [2009] No. 155) of the spirit of the proposed in Beijing Changping District, Baishan Town, Beijing, the construction of "Beijing Asuwei domestic waste incineration power plant". The project is intended to use waste incineration disposal technology, the project content includes the transportation and reception system of domestic waste, sorting system, incineration power generation treatment facilities, wastewater and flue gas purification and treatment facilities and so on.

The designed treatment scale of this project is as follows: screening domestic garbage 1400 t/d , incinerating domestic garbage (screened material) 1200t/d.

Environmental protection: According to the requirements of Beijing Municipal "Domestic Waste Incineration Air Pollutant Emission Standards" (DB11/502-2008), the incineration plant plant boundary distance from the residential (village) houses, schools, hospitals and other public **** facilities and similar buildings should be no less than 300 m. The government will build a recycling economy industrial park in a larger area outside the waste plant that is conducive to the development of the region, develop a variety of green eco-industries, develop the local economy, and improve the quality of the environment. After the completion of the project, it can greatly reduce the direct landfill of primary garbage, reduce the emission of foul-smelling gas from the landfill, and improve the local environmental quality. The pollution sources that may be generated by this project mainly include waste gas, waste water (including leachate), noise and solid waste (such as slag and fly ash). The project proposes to take proper sorting measures for the incoming domestic garbage and complete the treatment in a short period of time; adopt cyclone dust removal, semi-dry deacidification and bag filter dust removal for the waste gas, etc., and design the emission indexes of the waste gas all in accordance with the national and Beijing Municipal "Domestic Waste Incineration Air Pollutant Emission Standards" (DB11/502-2008) emission limits, among which, the dioxin is controlled to be under the value of 0.1 ng/Nm3 (the same as the EU emission standards), the flue gas is discharged through the 60m chimney after the treatment; the effluent from the sewage treatment station is fully reused in the plant after reaching the standard, and there is no discharged wastewater; measures such as increasing mufflers, isolation or protection are taken to target the noise sources and ensure that the noise at the plant boundary is up to the standard; the incineration process produces the slag and the fly ash according to the characteristics of the incineration process, and it is strictly carried out in accordance with the requirements of national and Beijing regulations and standards, respectively. According to the characteristics of the slag and fly ash produced after incineration, the final disposal will be carried out in strict accordance with the requirements of national and Beijing regulations and standards.

Project investment: the total investment is about 83.251 million yuan. The evaluation of this project is jointly undertaken by the China Academy of Meteorological Sciences and Tsinghua University.
