Chapter 1 General Provisions Article 1 In order to regulate the behavior of electricity supply and consumption, maintain the order of electricity supply and consumption, ensure the safety of electricity operation, protect the legitimate rights and interests of both electricity suppliers and consumers, and promote economic and social development, according to the "People's Republic of China* **The Electric Power Law of the People's Republic of China, the State Council's Regulations on Electricity Supply and Use, and relevant laws and administrative regulations are formulated in conjunction with the actual conditions of the autonomous region. Article 2 These Regulations shall apply to power supply, electricity consumption and related management activities within the administrative area of ??the autonomous region. Article 3 The electric power administrative departments of the people's governments at or above the county level are responsible for the supervision and management of electric power supply and use within their respective administrative regions.
Administrative departments such as public security, natural resources, ecological environment, housing and urban-rural construction, market supervision and management, and emergency management shall do a good job in the work related to the supply and use of electricity within the scope of their respective responsibilities. Article 4 People’s governments at or above the county level shall strengthen power demand-side management, incorporate it into power development and resource comprehensive utilization plans, and organize its implementation. Article 5 People’s governments at or above the county level shall encourage and support the promotion and application of energy-saving technologies and energy-saving products.
Power supply enterprises should formulate energy efficiency evaluation and power load control management measures; promote and adopt new technologies, new processes, new products, new materials, and new equipment to save power supply, and optimize power supply methods.
Users should use energy-saving electrical equipment and appliances, use electricity rationally and save electricity. Article 6: Any unit or individual has the right to report any behavior that endangers power supply facilities, endangers the safety of the power grid, or illegally uses electric energy to the power administrative department and relevant departments. Chapter 2 Power Supply and Consumption Facilities Article 7 People's governments at or above the county level shall incorporate urban and rural power grid construction and transformation plans into the overall urban and rural construction plan. The electric power administrative department shall work with the power grid operating enterprises to make plans for the construction and transformation of urban and rural power grids. Power supply enterprises shall complete the construction and operation management of power supply facilities according to plans. Article 8 People's governments at or above the county level shall make overall arrangements for the use of land for transmission and distribution line corridors, cable channels, regional substations, regional power distribution stations and business outlets in accordance with the overall urban and rural construction plan.
Power supply enterprises shall, in accordance with relevant national regulations, set up wires, lay cables and build public power supply facilities on the planned transmission and distribution line corridors, cable channels, regional substations, regional power distribution stations and business outlets. . Article 9 When approving a construction project, the construction project investment department shall seek the opinions of the power administrative department at the same level and the property owner of the power supply and use facilities that may affect the safe operation of power supply and use facilities. Article 10 The scope of maintenance management and safety responsibility of power supply and consumption facilities shall be determined according to the ownership of property rights, and the demarcation points of responsibilities shall be agreed upon in the power supply and consumption contract between the power supply enterprise and the user.
For the maintenance of power supply and consumption facilities of non-power supply enterprises, the property owner can entrust the power supply enterprise or other units with maintenance qualifications to maintain the maintenance, and negotiate and sign an entrusted maintenance agreement. Article 11 The design, construction, installation, testing and operation of power supply and consumption facilities shall comply with national standards or power industry standards, and power equipment and technologies that have been eliminated by the state and affect power grid safety, environmental protection and personal safety shall not be used. Article 12 When a power supply enterprise uses adjacent real estate to maintain or repair power supply facilities, the real estate owner shall provide necessary conveniences. If a power supply enterprise causes property losses to the real estate owner, compensation shall be provided in accordance with the law. Chapter 3 Electric Power Supply Article 13 The electric power administrative department of the people's government of a city divided into districts and counties (cities, districts) shall organize power supply enterprises to formulate power supply and demand balancing plans and the sequence of power restrictions and blackouts. It will be reviewed by the department and implemented after being submitted to the People's Government of the Autonomous Region for approval.
Power administrative departments and power supply enterprises should formulate power emergency plans, conduct regular emergency training and emergency drills, prevent and handle power safety accidents, natural disasters and other emergencies, and ensure the safety of power supply. Article 14: Power supply enterprises and users shall sign power supply and use contracts in accordance with the principles of equality, voluntariness, good faith, and consensus through consultation, and determine the rights and obligations of both parties.
If a power supply and use relationship has been established but a written power supply and use contract has not been signed, a supplementary power supply and use contract must be signed.
Article 15 If a user who has signed an electricity supply and use contract with a power supply enterprise transfers the rights and obligations stipulated in the contract, he or she shall sign a modification contract with the power supply enterprise. If a change contract is not signed, the original user shall bear the rights and obligations. Article 16 For temporary use of electricity at infrastructure construction sites, farmland water conservancy, municipal construction, etc., the power supply enterprise shall provide temporary power supply, and the temporary users shall sign a temporary power supply contract with the power supply enterprise.
The period of temporary power use shall be determined according to the construction period of the temporary engineering construction project. If it is necessary to postpone the use of electricity due to special circumstances, the temporary user shall sign an extension agreement with the power supply enterprise within ten days before the expiration of the contract performance period. Article 17: When power generation and power supply systems are normal, power supply enterprises shall continue to supply power to users and shall not interrupt power supply. Under any of the following circumstances, the power supply company may suspend power supply:
(1) Encountering force majeure or emergency evacuation;
(2) There is evidence that the user has committed electricity theft, Refusing to make corrections or refuse to accept treatment;
(3) The power receiving facilities of non-resident users do not comply with relevant national safety regulations and standards and are still unqualified after rectification;
(4) Electrical equipment interferes with and impedes power quality and remains unqualified after rectification; (5) Non-resident users fail to dismantle facilities or equipment that have increased power capacity without authorization within the time limit;
(6) Transfer of power supply without authorization;
(7) Maintenance due to maintenance of power facilities or temporary faults;
(8) Suspension due to national regulations Other situations of power supply.
