In order to thoroughly implement the spirit of the 30-day meeting on air pollution prevention and control in the province, in accordance with the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China" and the Road Traffic Safety Law of the People's Republic of China and other laws and regulations, in order to actively respond to the current severe situation of the atmospheric environment and continue to improve the city's air quality. With the approval of the municipal government, it has been decided to implement odd and even number driving restrictions on motor vehicles within the urban area. The relevant matters are hereby announced as follows:
1. Xinxiang traffic restriction time in 2017
From 0:00 on December 4, 2017 to 24:00 on December 31, 2017.
2. Xinxiang Restricted Areas in 2017
Roads west of National Highway 107, south of North Ring Road, north of South Ring Road, and east of West Ring Road (excluding the above roads) Restricted travel.
3. Xinxiang Traffic Restriction Regulations in 2017
(1) During the traffic restriction period, motor vehicles with license plates (including temporary license plates) issued by our city will be subject to a single number in the restricted zone. Travel on both days and even numbers. Specifically: motor vehicle license plates ending in odd numbers (1, 3, 5, 7, 9) are allowed to drive on the road on a single day; motor vehicle license plates ending in even numbers (2, 4, 6, 8, 0 ) is on the road in Shuangji; if the motor vehicle license plate ends with a letter, the number before the letter shall prevail.
(2) Vehicles not subject to odd and even number restrictions:
1. Military vehicles (including armed police vehicles), police cars, fire trucks, ambulances, and engineering rescue vehicles (electricity, communications , heat, etc.).
2. Buses, passenger cars, unit shuttles, taxis (excluding rental vehicles), postal vehicles, school buses, insurance survey vehicles, and medical waste transfer vehicles.
3. Environmental sanitation, gardening, road maintenance, municipal thermal construction operation vehicles, funeral trucks, and sprinkler trucks.
4. Administrative law enforcement vehicles and special wrecking vehicles with unified logos sprayed on the body and performing official duties.
5. Vehicles transporting logistics, express delivery and daily necessities shall be registered with the traffic management department of the public security organ, and the restricted area pass will be issued and allowed to pass from 20:00 to 6:00 the next day.
6. Vehicles with foreign license plates, electric vehicles and other new energy vehicles.
4. During the traffic restriction period, green travel is promoted and urban buses are free to ride.
5. For motor vehicles that violate traffic restrictions, the traffic management department of the public security organ shall punish them in accordance with the law.
6. If there is any inconsistency between the city’s original regulations and this notice during the travel restriction period, this notice shall prevail.
