Donation Accountability

At the summary and commendation meeting for the 200 million yuan donation project in the five western provinces, representatives of farmers from Yunnan, Guizhou and other five provinces presented handmade national costumes to Entrepreneur and philanthropist Cao Dewang dressed him up as a "fellow Yi fellow". At this moment, Cao Dewang smiled. The recipients did not know that during the process of getting this donation into their hands, the affable rich man in front of them kept a straight face most of the time and was highly vigilant about every aspect of the donation.

In May 2010, Cao Dewang donated 200 million yuan to 100,000 poor families in five provinces in southwest China through the China Foundation for Poverty Alleviation. Talking about this donation, Cao Dewang said emotionally: "The southwest region has suffered a severe drought that only occurs once in a century, and the people's lives are very miserable. I have suffered a lot when I was young, and I know what it feels like. For some farmers in remote mountainous areas, , 2,000 yuan can be said to be their hope.”

Because he suffered hardships when he was young, Cao Dewang counts every penny carefully. In his words: "Ten thousand should be spent, and every penny should be saved." In his view, it is necessary to ensure that every penny donated goes to the people who should receive the money, and It’s not like being “plucked by wild geese and intercepted layer by layer.”

In the donation agreement, Cao Dewang's conditions were very "harsh": the Poverty Alleviation Foundation should distribute 200 million yuan in charity to 100,000 farmers within half a year, and the error rate should not exceed 1. If the foundation defaults Compensation will be made, and the management fee will not exceed 3% of the donation, while the "business rules" are generally 10%. In order to ensure that the donations are distributed to everyone who should receive the money, instead of being "plucked out by geese and intercepted at every level", Cao Dewang established a special supervision committee and asked the news media to supervise the whole process, requiring the foundation to be monitored every 10 Submit a detailed report on the progress of the project to him every day. This donation was called "the most demanding donation in history." Such harsh conditions are undoubtedly a challenge to the current donation system. This also pioneered the accountability of Chinese donors to charity donations.

Cao Dewang said he hoped he had made a good start.
