The city municipal environmental health administrative department is responsible for the supervision and management of the city's kitchen waste. County (district) administrative department of municipal environmental health is responsible for the specific supervision and management of food waste in the region.
Development and reform, finance, public security, market supervision and management, commerce, natural resources planning, ecological environment, agriculture and rural areas, water conservancy and other departments in accordance with their respective responsibilities to do a good job in the management of kitchen waste.
Township (town) people's government, street offices are responsible for the management of food waste within their jurisdiction. Article 4 kitchen waste management should adhere to the principle of minimization, resource utilization, harmless, the implementation of unified collection, transportation, large-scale centralized fixed-point disposal. Article food waste collection, transportation, disposal by the city, county (district) people's government to be reasonably subsidized into the government budget at the same level. Encourage and support the collection, transportation and disposal of kitchen waste, scientific research, new technology development and application, and promote the harmless treatment of kitchen waste and resource utilization.
Encourage and support social capital to participate in the collection of kitchen waste, transportation, disposal of construction and operation. Article IX city, county (district) people's government shall organize and carry out publicity and education of knowledge related to kitchen waste. Radio, television, newspapers, magazines, networks and other media shall carry out harmless treatment of kitchen waste and resource utilization of public welfare propaganda, enhance public awareness of scientific disposal of kitchen waste. Article 10 municipal and county people's governments shall food waste management work into the territorial spatial planning, national economic and social development planning, urban waste management planning, integrated arrangements for food waste collection, transportation, disposal facilities layout, land and scale.

(c) there are sound process operation, equipment management, environmental monitoring and protection, production safety, financial management, measurement and statistics and other aspects of the management system;

The municipal administrative department of environmental sanitation shall sign a franchise agreement with the winning enterprise, specifying the scope of operation, operation period, operation area, service standards, etc., as an annex to the kitchen waste collection, transportation and disposal service license.
