On April 26, 2008, First Capital and Anqing Water Supply Company signed an agreement on the transfer of the operation right of Anqing Chengdong Sewage Treatment Plant. The planning capacity of Anqing City Chengdong Sewage Treatment Plant is 240,000 tons/day, and the scale of sewage treatment agreed in this transfer agreement is 120,000 tons/day which has already been completed, and the franchise period is 30 years. On May 18, 2008, at the invitation of Anhui Provincial Department of Commerce, Liu Xiaoguang, Chairman of the Board of Directors of the Company, and Pan Wentang, General Manager of the Company, led a team to participate in the "Fourth China International Huishang Conference" held in Huangshan City, Anhui Province. On June 6, 2008, First Capital and Taiyuan City of Shanxi Province signed the "Framework Agreement for Cooperation on the Construction Project of Taiyuan City South Sewage Treatment Plant", which stipulates that: Taiyuan Municipal Government authorizes Taiyuan Drainage Department and First Capital to form a joint venture company to undertake the investment, construction and operation and management of the facilities of the Taiyuan City South Sewage Treatment Plant. The project scale of Chengnan Sewage Treatment Plant is 200,000 tons/day, the effluent water quality reaches Class A standard, and the project investment is about 420 million RMB. On July 15, 2008, Hunan Capital Corporation signed a sewage treatment project agreement with Zhuzhou Municipal Government, and the signing ceremony was witnessed by Zhou Qiang, Governor of Hunan Province, Xu Xianping, Vice-Governor of Hunan Province, and Secretary of Zhuzhou Municipal Committee. On August 28, 2008, the signing ceremony for the TOT project of Haining Dingqiao Wastewater Treatment Plant was held at the New Metropolis Hotel in Beijing. On August 28, 2008, Hunan Capital and Zhangjiajie Municipal People's Government held a grand signing ceremony for the transfer of the franchise of Yangjiaxi Wastewater Treatment Plant BOT Project. The first phase of Yangjiaxi Sewage Treatment Plant has a capacity of 40,000 tons/day and the second phase has a capacity of 90,000 tons/day, with a concession period of 30 years. It is a project that must be completed before the end of December 2009 as required in the "Three-Year Action Plan" of the Hunan Provincial Government. On September 12, 2008, Hunan Capital Investment Co., Ltd. and Yiyang Municipal People's Government held a signing ceremony for the franchise transfer of "Yiyang Tuanzhou Wastewater Treatment Plant" at Yiyang Huatian Hotel. The Yiyang Sewage TOT Project is the fourth sewage project signed by Hunan Capital since its establishment on February 28 this year, following the projects in Loudi, Zhuzhou and Zhangjiajie in Hunan Province. On October 14, 2008, Pan Wentang, General Manager of First Capital, on behalf of the First Capital Consortium, initialed the Franchise Agreement and Annexes of Shenzhen Fuyong, Yanchuan and Gongming Wastewater Plants BOT Concession Project with Shenzhen Water Resources Bureau at Shenzhen Water Resources Building. On January 6, 2009, First Capital signed an agreement on M&A loan with Beijing Branch of Industrial and Commercial Bank of China and Beijing Equity Exchange, which marked the official launch of the first M&A loan in China. On February 10, 2009, the signing and commencement ceremony of the BOT franchise project for ten sewage treatment plants in Shenzhen was held at the site of Fuyong Sewage Treatment Plant in Bao'an. On February 26, 2009, Hunan Capital Investment Co., Ltd. through its wholly-owned subsidiary, Zhuzhou Capital Water Co., Ltd. signed the BOT Franchise Agreement for Wastewater Treatment with Liling Municipal People's Government. On March 27, 2009, at the award ceremony of "2008 Water Industry Enterprises Selection" organized by Tsinghua University and China Water Network, Capital was ranked the top of "2008 Top Ten Influential Enterprises in Water Industry". CCTC Aihua Municipal Environmental Engineering Company was honored as one of the "Top Ten Innovative Environmental Engineering Companies". On May 12, 2009, at the invitation of Zhou Qiang, Governor of Hunan Provincial People's Government, Liu Xiaoguang, Chairman of Capital One, met with Zhou Qiang in Changsha. The signing of this project is a significant progress of the Company's market expansion in the Central Plains region and an effective result of the Company's active exploration of wastewater treatment projects in development zones. On January 27, 2010, Hunan Capital Investment Company and Shaoyang Municipal People's Government of Hunan Province held a signing ceremony for the concession transfer (BOT) project of Shaoyang Hongqiqiu Wastewater Treatment Plant, which is the final year of the "Three-Year Action Plan for the Construction of Urban Wastewater Treatment Facilities" in Hunan Province. At the beginning of the new year, Capital continued to actively promote the strategic cooperation with the Hunan Provincial People's Government and expanded its investment in the construction of wastewater treatment facilities in Hunan Province. On February 22, 2010, CCTC issued 2010 short-term financing bills.
