1 General Provisions

2 Terminology
2.0.1 Seismic fortification classification Seismic fortification category for structures

3 Basic Provisions

3.0.2 The building works shall be divided into the following four seismic defense categories:

3.0.3 The seismic defenses of the seismic category of buildings should meet the following requirements:

4 disaster prevention and relief buildings

4.0.3 The seismic protection category of medical buildings should be consistent with the following provisions:

5 Infrastructure Buildings
5.1 Water Supply and Drainage, Gas and Heat Buildings in Towns and Cities
5.1.1 This section applies to water supply, drainage, gas and heat construction works in towns and cities.

5.2 Electric Power Buildings
5.2.1 This section applies to electric power production buildings and urban power supply facilities.
5.2.2 Electric power buildings shall be divided into seismic defense categories according to the scope of cities and enterprises directly affected by them and the direct and indirect economic losses caused by earthquake damage.
5.2.3 The seismic protection category of the power dispatch building shall comply with the following provisions:
1 For national and regional power dispatch centers, the seismic protection category shall be classified as special protection category.
2 Provinces, autonomous regions and municipalities directly under the Central Power Dispatch Center, seismic protection category should be classified as a key defense category.
5.2.4 Thermal power plants (including nuclear power plants, conventional island), substation production buildings, the following buildings should be classified as key seismic defense category:
1 stand-alone capacity of 300MW and above, or the planning capacity of 800MW and above, thermal power plant and earthquake must maintain normal power supply to the important power facilities of the main plant, the electrical complex, Network control building, scheduling and communication building, distribution equipment building, chimneys, flue gas, coal crusher room, coal transfer station and coal transfer trestle, fuel oil and gas unit power plant fuel supply facilities.
2 Main control communication building, distribution plant building and in-situ relay rooms in substations of 330kV and above and hub substations of 220kV and below; main control communication building, valve halls and in-situ relay rooms in converter station projects of 330kV and above.
3 The main power generation and distribution control room and its power supply and heat supply facilities of the thermal power station supplying centralized heat supply for towns with a population of more than 200,000 people.
4 Communication dispatch buildings that should not interrupt communication facilities.
5.3 Transportation Buildings
5.3.1 This section applies to railroads, highways, water transport and air transport system buildings and urban transportation facilities.

5.3.6 Air transportation buildings, international or domestic major trunk airports in the air terminal building, large hangars, as well as communications, power supply, heating, water supply, gas supply, oil supply of the building, seismic defense category should be classified as key defense category.
The air traffic control building defense standards should be higher than the key defense category.
5.3.7 The seismic defenses of urban transportation facilities should be consistent with the following provisions:
1 The large-span bridges that occupy a key position in the transportation network and bear a large amount of traffic should be classified as special defenses; the rest of the bridges in the transportation hubs should be classified as key defenses.
2 urban rail transit underground tunnels, hub buildings and their power supply, ventilation facilities, seismic defenses should be classified as key defensive category.
5.4 Post and telecommunications, radio and television buildings
5.4.1 This section applies to post and telecommunications, radio and television buildings.

6 Public **** buildings and residential buildings
6.0.1 This chapter applies to sports buildings, theaters, museums, archives, shopping malls, exhibition halls, convention and exhibition centers, educational buildings, hotels, office buildings, scientific experiments, and other public **** buildings, and residential buildings such as houses, dormitories, apartments.
6.0.2 Public **** building, should be based on its degree of concentration of people, the use of function, scale, the size of the social impact and direct economic losses caused by earthquake damage to the division of seismic defense category.
6.0.3 In sports buildings, the stadium with scale classification of extra-large, large, medium-sized stadiums and gymnasiums with a lot of spectator capacity (including swimming pools), the seismic fortification category should be classified as a key fortification class
6.0.4 In cultural and recreational buildings, the large-scale movie theaters, theaters, auditoriums, audio-visual rooms and lecture halls in libraries, and auditoriums and exhibition halls in cultural centers, Entertainment center buildings, seismic protection category should be classified as a key defensive category.
6.0.5 In commercial buildings, large multi-story shopping malls with dense pedestrian flow should be classified as key seismic defenses. When the commercial building and other buildings should be judged separately, and according to the section to determine its seismic defense category.
6.0.6 Museums and archives, large museums, museums storing national cultural relics, special, Class A archives, seismic defense category should be classified as key defense category.
6.0.7 Convention and exhibition buildings, large exhibition halls, convention and exhibition centers, seismic defenses should be classified as key categories.
6.0.8 Education buildings, kindergartens, elementary school, secondary schools, teaching rooms and student dormitories and canteens, seismic defense category should not be less than the key defense class.

6.0.10 electronic information center building, provincial and ministerial level preparation and storage of important information building, seismic protection category should be classified as a key defensive class.
The seismic fortification standard of the national information center building shall be higher than the key fortification category.
6.0.11 In high-rise buildings, when the number of regular users in the structural unit exceeds 8000 people, the seismic defense category should be classified as key defense category.
6.0.12 The seismic defense category of residential buildings should not be lower than the standard defense category.
7 Industrial Buildings
7.1 Production Buildings for Coal Mining, Oil Mining and Mining
7.1.1 This section applies to production buildings for coal, oil and gas mining and mining.

7.1.5 Mining production buildings, the following buildings should be categorized as key seismic defense category:
1 large metallurgical mines, fan room, drainage pump room, power substation, power distribution room.
2 Large non-metallic mines, lifting, water supply, drainage, power supply, ventilation and other systems of the building.
7.2 Raw Material Production Buildings
7.2.1 This section applies to industrial raw material production buildings for metallurgy, chemical industry, petrochemical industry, building materials and light industry raw materials.
7.2.2 Metallurgy, chemical industry, petrochemical industry, building materials and light industry raw material production buildings, mainly based on its scale, the ease of repair and the direct and indirect economic losses of the relevant enterprises after the shutdown of the division of seismic defense category.

7.2.6 Metallurgy, chemical, petrochemical, building materials, light industrial raw materials production buildings, the use or production process with highly toxic, flammable, explosive substances in the plant, when there is a leakage of toxicity, explosion or fire hazards, its seismic defenses should be classified as key defense category.
7.3 Processing Manufacturing Production Buildings
7.3.1 This section applies to machinery, ships, aviation, aerospace, electronics (information), textiles, light industry, medicine and other industrial production buildings.
7.3.2 Processing and manufacturing industrial production buildings shall be divided into seismic defense categories according to the size of the building and the magnitude of direct and indirect economic losses caused by earthquake damage.
7.3.3 In the production buildings of aviation industry, the seismic defense category of the following buildings shall be classified as key defense category:
1 The building where the measurement reference of the ministerial level and above is located, and the building where the record and storage of the main products of aviation (e.g., airplanes, engines, etc.) or the storage of information of the key products are located.

7.3.4 In the aerospace industry production buildings, the seismic defense categories of the following buildings shall be classified as key defense categories:

2 Important demonstration, communication, measurement, training center buildings.
7.3.5 In the production buildings of the electronic information industry, the seismic protection category of the following buildings should be classified as a key protection category:
1 Large-scale color tubes, glass shell production plant and its power system.
2 large integrated circuits, flat-panel displays and other electronic production plants.
3 Important scientific research centers, testing centers, the main building of the test center.
7.3.6 Textile industry, chemical fiber production buildings, production buildings with chemical properties, the seismic protection category should be divided in accordance with Article 7.2.4 of this standard.
7.3.7 Large-scale pharmaceutical production buildings, with biological products nature of the plant and its control system, its seismic defense category should be divided according to this standard 6.0.9.
7.3.8 Processing and manufacturing industrial buildings, the production or use of highly toxic, flammable, explosive substances and fire hazards of the plant and its control system of the building, the seismic defense category should be divided into key defense category.
7.3.9 Large-scale machinery, ships, textiles, light industry, medicine and other industrial enterprises of the power system building should be categorized as key defense category.

8 Warehouse buildings
8.0.1 This chapter applies to industrial and civil warehouse buildings.
8.0.2 Warehouse buildings, according to the economic value of the stored goods and the secondary disaster caused by earthquake damage to the seismic defense category.
8.0.3 Warehouse buildings of seismic defenses should be consistent with the following provisions:
1 Storage of high and medium radioactive substances or highly toxic substances in the warehouse should not be lower than the key defense category, the storage of flammable, explosive substances and other hazardous materials with fire hazards warehouse should be classified as a key defense category.
