The work of the Medical Insurance Bureau is as follows:
1. Responsible for the preparation of the preliminaries and final accounts of the city's medical insurance fund as well as the management, payment and auditing of the fund;
2. Responsible for the management of the city's medical insurance individual accounts as well as settlement of the funds and payment of the fund;
3. Review and settlement of social insurance medical expenses and management of medical treatment in this coordinated area.
4. It is responsible for the management of publicly-funded medical care in the city and the review and settlement of civil servants' basic (subsidized) medical expenses and the management of medical treatment;
5. It is responsible for the organization and implementation of the new medical reform program as well as the settlement of medical expenses of non-coordinated-area insured persons who seek medical treatment in the city and the management of medical treatment;
6. It is responsible for the signing of medical service agreements with the designated medical and pharmaceutical institutions of the city and for the promotion of relevant policies and business practices. Supervision and inspection of specific outpatient programs and business matters such as secondary return, referral and transfer, and approval of out-of-town medical treatment;
8. Responsible for the preparation of service standards, protocols, and publicity materials for the management of social insurance medical services, providing relevant business inquiries, consulting services, and accepting relevant complaints.
Legal Basis: Article 2 of the Social Insurance Law of the People's Republic of China
The State establishes a social insurance system of basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance, maternity insurance, etc., and guarantees the right of citizens to obtain material assistance from the State and society in old age, sickness, industrial injury, unemployment and maternity, etc., according to law. The right to receive material assistance from the state and society in the event of old age, sickness, work injury, unemployment, childbirth, etc.
