Measures for the Administration of Pig Slaughtering in Liaoning Province

Article 1 In order to strengthen the management of pig slaughtering, ensure the quality of pig products, safeguard human health, and safeguard the legitimate rights and interests of consumers and operators, these Measures are formulated in accordance with the relevant laws and regulations of the state and the actual situation of our province. Article 2 The term "pig products" as mentioned in these Measures refers to unprocessed carcasses, meat, organs, blood, bones, heads, hooves and skins of pigs after slaughter. Third units and individuals engaged in pig slaughtering, processing, cold storage, transportation and operation within the administrative region of this province must abide by these measures. Except those in the countryside who kill themselves and eat themselves. Article 4 The government implements a management system of fixed-point slaughtering, centralized quarantine, unified tax payment and decentralized management for pigs. Fifth provinces, cities and counties (districts) administrative departments in charge of commodity circulation shall be responsible for the supervision and management of pig slaughtering within their respective administrative areas. Article 6 The administrative department in charge of commodity circulation in the province shall, in accordance with the principles of unified planning, rational distribution, favorable circulation, convenience for the masses, and convenience for quarantine management, formulate a plan for the establishment of designated slaughterhouses in the province and submit it to the provincial government for approval before implementation.

City and county (excluding county-level districts, the same below) commodity circulation administrative departments shall, according to the requirements of the province's designated slaughterhouse planning, formulate a local designated slaughterhouse setting scheme, organize the implementation after the approval of the people's government at the corresponding level, and file with the provincial commodity circulation administrative department. Seventh to determine the designated slaughterhouse, we should make full use of the existing equipment of slaughterhouses and meat processing plants that meet the requirements and avoid repeated construction.

The newly-built slaughterhouse shall be far away from the drinking water surface water source protection area, and shall not hinder or affect the life of local residents and activities in public places.

Encourage and support slaughterhouses to implement large-scale, industrialized and mechanized slaughter. Article 8 A designated slaughterhouse shall meet the following conditions:

(a) there are water sources suitable for the scale of slaughter, and the water quality meets the standards set by the state;

(2) Having inspection rooms, isolation rooms, waiting rooms, emergency slaughter rooms, slaughter processing rooms, by-product sorting rooms, harmless treatment rooms, laboratories, sewage treatment facilities, pig slaughtering equipment and vehicles that meet the requirements of the state;

(3) Having slaughter technicians who have obtained health certificates according to law;

(4) Having full-time or part-time meat quality inspectors who have passed the examination;

(5) Having inspection equipment, disinfection facilities, disinfection drugs and sewage treatment facilities suitable for the production scale;

(six) meet other conditions stipulated by national laws and regulations. Article 9 To apply for the establishment of a designated slaughterhouse, a written application and relevant technical data must be submitted, and the administrative department of commodity circulation at the city or county level shall, jointly with the administrative departments of animal husbandry and health, examine and verify the application according to the conditions stipulated in Articles 7 and 8 of these Measures. After passing the examination and reporting to the people's government at the same level for approval, apply to the administrative department for industry and commerce and the tax department for business license and tax registration. Tenth people's governments of cities and counties shall issue designated slaughter marks to the designated slaughter plants that have passed the examination. Slaughtering plants should hang slaughter signs in a prominent position.

Slaughtering marks shall be uniformly produced, numbered and filed by the provincial administrative department of commodity circulation. Eleventh pig quarantine is a government act, and pig slaughter quarantine is an important part of pig quarantine. The agriculture and animal husbandry department is responsible for the supervision and management of pig quarantine, and the supervising agencies for livestock and poultry epidemic prevention under the agriculture and animal husbandry department implement pig quarantine. Slaughtering and quarantine of state-owned slaughterhouses and meat processing plants within the scope determined by the administrative departments of animal husbandry and veterinary medicine and commodity circulation in the State Council shall be carried out in accordance with the provisions of the State Council. Before the administrative departments of animal husbandry and veterinary medicine and commodity circulation in the State Council have negotiated to determine the scope, the quarantine system determined by the provincial government shall be implemented temporarily, and the new regulations in the State Council shall prevail. Twelfth pigs slaughtered in designated slaughterhouses shall pass the quarantine inspection by the supervising agencies for animal epidemic prevention in pig producing areas, and meet the operational procedures and technical requirements stipulated by the state. Thirteenth slaughterhouses should establish a strict meat quality inspection management system. Meat quality inspection must be carried out simultaneously with pig slaughter, and the results of meat quality inspection and its handling shall be registered and reported to the municipal and county commodity circulation administrative departments for the record in accordance with the regulations.

The content of meat inspection shall be implemented in accordance with the provisions of Article 22 of the Measures for the Implementation of the Regulations on the Management of Pig Slaughtering. Fourteenth pig products that have passed the meat quality inspection shall be stamped with the seal of meat quality inspection and issued with the inspection certificate of livestock and poultry products before leaving the factory; Pig products that fail the meat inspection shall be handled in accordance with the relevant provisions of the state under the supervision of inspectors; Without inspection or unqualified pig products, shall not leave the factory. Fifteenth live pig products must be transported by special vehicles that meet the national hygiene standards. When transporting meat slices and other pig products in urban areas, special vehicles with dustproof or hanging facilities must be used, and no open-air transportation is allowed. Railway, highway and waterway long-distance transportation should use refrigerated trucks (ships) that meet the health requirements.

Where live pig products are transported in this city, the means of transport shall be determined by the municipal public health administrative department according to law; Where live pig products are transported in the province, the means of transport shall be determined by the provincial health administrative department according to law. The means of transport that have been recognized as qualified shall be hung with the sign of health conformity.
