Three. Location, background and tasks of the exercise
The hidden danger point of dangerous rock is located on the south mountain of Bantun, Huancun Village, Gongchuan Township, Dahua Yao Autonomous County, with the center geographic coordinate of east longitude107 55 ′ 20 ″ and north latitude 23 44 ′ 00 ″. The collapsed volume is about 55.5 cubic meters, with 60 families and 300 people threatened and 5 million yuan of property. In recent years, there have been many rock collapses in this geological disaster site, with no casualties. At present, the hidden danger points of geological disasters are in an unstable state, and may collapse at any time in case of continuous rainfall and heavy rainfall. The main tasks of the exercise are as follows:
(1) Simulation scenario: Due to the continuous heavy rainfall, scattered small stones rolled down at the dangerous rock geological disaster site in Bantun, and small landslides appeared locally, showing a tendency of rock collapse, which is very urgent.
(2) Simulated disaster level: small geological disaster (level IV).
(3) Exercise content: Immediately start the Emergency Plan for Sudden Geological Disasters in Dahua Yao Autonomous County and the Emergency Rescue Command System for Prevention and Control of Geological Disasters in Flood Season in our County, and rush to the scene to quickly organize the villagers in the rockslide danger area to evacuate quickly, orderly and safely in the shortest time.

(3) The propaganda and mobilization team always pays attention to the geographical environment of Bantun and the dangerous rocks in the back hill, takes the lead in familiarizing with the evacuation route of the masses, completes the emergency evacuation work, takes man-to-man and man-to-man methods to be responsible for the evacuation and mobilization of villagers in Bantun, organizes and helps the villagers to evacuate quickly at the first time when the alarm sounds, and is responsible for urging the personnel who undertake the alarm, propaganda and gongs to follow the instructions of the headquarters to do the early warning work; Determine the emergency drills with typical images, such as two key objects with difficulty in moving, 1 injured object, 1 household 1 person who resolutely refuses to evacuate the objects that require the emergency team to take compulsory measures, and work out the target task sequence in detail. (5) The on-site order maintenance and traffic control group is familiar with the traffic situation in Bantun, formulates traffic safety measures, solves related problems, prepares to close the traffic no-go signs on expressways and signs entering dangerous areas, and determines the warning scheme.
(6) The disaster monitoring group shall go to the dangerous rock hidden point in Bantun Houshan to be familiar with the dangerous rock hidden point, scientifically select the alarm location and be familiar with the alarm sound, so as to sound the alarm in time when hearing the command from the headquarters.
(7) The emergency rescue team is familiar with the Bantun evacuation area, two key objects with difficulty in moving, 1 injured object, 1 household 1 person resolutely refuses to evacuate the object, etc. , and the implementation of the corresponding personnel, in order to help the villagers to evacuate to the temporary safe-haven resettlement sites, after the evacuation, and then group door-to-door to verify whether all safely evacuated.
(8) The medical and health teams are familiar with the situation on board, and set up temporary medical rescue points at temporary disaster avoidance and roadside respectively, and prepare ambulances and related rescue materials for emergency drills.

At 8: 25, the commander decisively issued an order through the report and analysis of the township people's government: please immediately organize the villagers under the dangerous rock to evacuate quickly.

At 8: 55, the emergency rescue team reported that all the threatened villagers had evacuated from the dangerous site, 1 households refused to evacuate, and 1 people were forced to evacuate to temporary resettlement sites. During the evacuation, 1 person was injured and rushed to the temporary medical rescue site, and the power supply and water supply were cut off.
The on-site order maintenance and traffic control group informed that the roads leading to dangerous areas have been blocked and the warning work has been carried out in an orderly manner.
On-site preparatory group report: the evacuated villagers have been properly resettled.
The medical and health team reported that 1 person was slightly injured due to wrestling during the evacuation and has been treated urgently. Temporary medical aid points have been established and the work is carried out normally.
Report of disaster monitoring group: According to the monitoring, the change of collapse body tends to be stable and the rainfall stops. It is suggested to lift the blockade warning.
